CALL TO ORDER
The regular meeting of the Planning & Zoning Commission was called to order at
7 :33 p.m. in the Council_ Chambers of Euless City Hall by €Eta:irman John Lynch.

Mr. Tyson seconded the motion, and the vote is as follows :

Originally, the property was to be used for a K-Bob's Restaurant . There are now
plans to construct a strip shopping center with a smaller K--Bob'o.
Mr. Tyson made a motion to recoamend approval of the Repla.t: of Lot: I , Block I .
Fitzgerald. Addition as presented .
Mr. Ingram seconded the motion, and the vote is as follows:
Ayes: Messrs. Tyson , Ingram, and l..ynch
Nays: None
Chairman Lynch declared the motion carried.

Chairman Lynch explained the rules and opened the public hearing.
!1r. Rona. McFarland, =lice-President of Gene:co Distributing, presented the request
stating they al""e currently constructing a convenience store with gas sales at
the southeast corner of We:stpark inlay and Airport Fri ewray They are requesting
a specific use permit to allow a sign 155 square feet , 55 feet high, so that it
will be visible from Airport: Freeway. He illustrated h -s point by using slides
of a dummy sign of the same height and area as his request.
Chairman :Lynch asked for any additional proponents. There being none, he: asked
for any opponents. There being none , he declared the public hearing closed.
Mr. Tyson stated there was no difference in this request from what has been
approved in the past .

Chairman Lynch expressed his appreci.ation for the photos and concurred i,Fi.th Mr.
Tyson. He stated that due to the alilillter of variance requests lately, it is
possible the sign ordinance needs restructuring.
Mr. Ingram stated he has a problem with this sign being in primarily an office
and re}sidea.t:ial- area. Q felt there was not a significant increase in
visibility from what is currently allowed in the zoning ordinance=_ .

Mr. McFarland went back over the slides and restated many of the points be
raised .
Chairman Lynch recognized that Mr. Deithloff arrived late due to a conflict :-rith
a school ;program and asked if he had any comments.
Mr. DeithlofF stated he agreed with Mr. Ingram,
Chairman Lynch recognized that Mr. De.Abloff participated in the majority of the
discussion and his vote would be recognized.
W. Ingram made a motion to recommend denial of Zoning Case #84-29.
Mr . Da ithleff seconded the motion.
Yr. Tyson felt the Commission needed to be careful when doing things outside the
ordinance and should give fair consideration.
The vote on the motion is as follows :
Ayes : Messrs. Ingram and Deithloff
Nays: Messrs. Tyson and Lynch
Chairman Lynch declared the vote a tie .
Mr. Deithloff ;Wade a motion to table mooning Case #84-29 until the next regularly
scheduled meeting and that the public ]-Searing is currently closed .
Mr. ingrain seconded the motion.
Chairman Lynch and Mr. Tyson asked for clarification regarding whether or not.
the public hearing is to remain. closed.
Mr. Deithloff stated that he just pointed out that it is closed and that the
public hearing can be reopened or kept closed.

Chairman Lynch explained the roles and opened the public hearing.

r, Bruce Hursh, Invesco Cnrp. , presented the request stating rbey plan to
p-wrchase the subject tract (I.4 acres) currently zomed R-1 and a tract (9, 5
to the west currently zoned C-2 and develop the properties -.is a shopping
center i,,)ith an anchor ten-ant. They also intend to rechannel the. creek and bring
the southern portion of the property out of- the flood plain.
Mr. Tyson asked Mr. Hursb if they plan to partii,.LiPaCe in the
rechanneling.
Mr. Hursh stated yes,
Mr, Knight stated the former owner bad indicaced their willingness to dedicate
the area for the channelizatioa as open space to thi:� City, They have , in fact,
granted an ea,ement for operi space purposes that would allow the C-At-y to
cbannelizcs that area.
Mr. Tysou linquIred if the City has any plans to ri?cbaonell
Mr, Knight stated that the City doc-_s not have the funds at this time.

Mr. Ron. Couch, 133 Surrey Lane; Mike Growth, 29 Abbey Laae ; and Diane Wasson , 72
Winchester, each spoke in opposition ci.tin,g traffic congestion, sufflCient

residential and park area across North '101ain Street.
There being no additioti-al. opponents, C-113ainilan Lyrich closed the public hearing

Mr. Deithloff stated lie wa-, in agreement with the homeowners.
Mr, Tyson stated he is not opposed. to the property being zoned C-2 when the ri-ght
time come&; bowever, he does riot belie..ve this is the timic to rc,,zone it.
Chairtman 1,ynch stated he does -not feel. this one acre will. change the impact of
the area. He stated the majority of the property will eventually be IiAled and
many of the trees will be remiov(-sd. lie supported the zoning change.

Mr-. Deit€-rl.off: stated that if the developer is serious, he should come hack with
a Planned Development.

Mr, Tyson stated his vote was used on the conditions existing right. now and not

V.
MISCELLANEOUS
Due to the fact that the first meeting in November would be oa Election Day, sir.
Deithloff made a motion to dispense with the regularly schedule--d Planning &
Zoning Meeting on November 5, 1984,
Mr. 'Tyson seconded the motion, and the vote is as follows:
Ayes: Messrs. Deithl.off- Tyson, Ingram, and €-,ya.::h
Nays : None
Chairman Lynch, declared the motion carried.
