Chambers of Euless City Hall by Chair.-nan John Lyneb. Chairman Lynch explained that b(-,cause the property was previously zoned for single family within the last five years, state law requires that a. pub.fle hearing be held, fie then stated the rules and opened the public,- hearing. Mr. Wayne Brewer, 910 Houston, Fort Worth, Texas, presented the request for replatting of the con,'mereially zoned p Ile e stated the plat addressed itself to the engineering, Kynette right-oaf-gray abandonment, and the readjusted. lot lines. lit, further noted that the right-of-way abandonment was approved on February 14, 1984, by the City Council. Ile. also (-.,xplained the traffic flow along F.M. 157. Page Two, Called Meeting, P & J Commission, October 23, 1984 1984-166 Chairman Lynch stated that the major item of discussion is the right-of-way abandonment. He asked Mr. Brewer how this property would be accessed from F.M. 157. Mr. Brewer stated that the property will be accessed by a twenty-four foot (241) fire lane and utility easement from F.M. 157. Chairman Lynch stated there has been some concern regarding access to the property from Renee Drive and Kynette Drive. Mr. David Sehnrirbusch, Paul Unzicker, Inc., Consulting Engineers, stated that they have included a restriction can the plans that there riot tre any curb cuts from Renee and Kynette to the project. Chairman. Lynch asked for any additional proponents. There: being none, he asked for any opponents. Mr. Dale Lamb, owner of Lots 5 & 8, Block 3, and Lots 9 & 19, Block 5, stated that fie hind purchased his property with the intention of building a commercial building, and that the closing of Kynette hinders his plains. Mr. Bill Traylor, owner of Lot. 21, Block 5, requested Mr. Brewer to again explain the traffic flow along F.M. 157 in that area., and N11r. Brewer did so. Cliair.man. Lynch stated that a significant amount of study by the City's Traffic Department and private firms went into this decision, and it was the consensus of bath that the closing of Kynette will inning about a positive effect. He also reiterated that the abandonment issue is out of the Commission's hands. There being no additional opponents, the public hearing was closed. Mr. Tyson asked how the Commission could be sufficiently assured that there will be no curb nuts from Renee and Kynette. .Mr. Knight stated that it should be addressed in the motion. Chairman Lynch pointed out that two of the lots are not zoned for commercial uses and cannot be used as such without rezoning. Mr. Brewer stated that at the time the property was rezoned, they were riot sine if Dots 9 L- 10 were going to be used, Their intention is to use those lots for additional parking. Mr. Knight explained that the plat is in cornpi.iance regardless of the zoning; however, Lots 9 & 10 can only be used as open space unless rezoned. Regarding three of the items in the Traffic Safety Coordinator's Report, Mr. Tyson stated he is not sure what adequate lighting, etc'., is, Mr. Knight stated that TP&L submits .requirements for lighting. lie also noted that the drive should be a, min.imu , width of twenty-four feet (241) with curb returns extending beyond that. Anade a motion to r�confnrecid fzPproval of. the replatting, of Lots 19-15, ,Block 3 and Lots 1--4 & 23, Block 4, into Lot 911, Block 3, and Lots IR & 23R, Block 4, subject to (1) no curb cuts on R.erlee and Kynette and adequate curbing or fencing to prohibit ally through traffic; (2) street light(s) and adequate driveway lighting corfiparable to TP3:L requirements; ajid (3) driveway width of twenty-.four feet (241) with paveCFient markings or signing to accommodate projected traffic, in addition to comments within Rod Tyler's letter elated October 18, 1984, with reference to finalizing the right.-of--way abandonment. Mr. Ingram seconded the inoti.on, and the vote is as follows: Ayes: Messrs. Deithloff, Ingram,, Tyson, Hill, Il1cMillon and Lynch Nays: None Chairman LyTIch declared the motion carried. 11.
