He stated that the southern portion of the property would be known as Lot 1, Block I, Harwood Court Addition-, he further added that condominiums would be built on the property. In regard to Mr. Jim McKanna's letter to the P & Z dated November 29, 1.' 84.. He as the additional e8se-rients mentioned in Item No. 2 of Mr. McKanna's letter had beef, rm-A. Mr. Knight and Mr. McKanna stated that the requirements had been met. There being no more- questions or further discussion, Mr. McMill on made a motion to recommend approval of the Final Plat of Lot 1, Block I., Harwood Court Addition, subject to Mr. McKannas letter of November 24, 1984, to the P N. N k Cl airman LyDch outlined the rules for n public hearing and asked for the petitioner to present the request for rezoning. Mr. Pete Hennessey, HenflOSsey Engineering, presented the request and explained the Man for the development by stating that he wanted to improve the quality of the product by adding garden homes in the development. There would be some reorganization, but would not alter the number of horses in the development.. Mr. Toby Thomes, of Tall Tiinbers, Ltd., explained that he felt that this request would be the best use of this land it this thme. There being Do additional proponents or opponents, Chairman Lynch closed the public hearing and entertained a discussion among the P & Z Commissioners. Discussion then centered ,Around the density and acreage of the development. Mr. Tyler stated that the previous density was 216 units. Mr. Hennessey remarked that there would be Do changes on the units on the southern portion of the (level opfn en t. There would be sixteen units per acre on the larger urlits and eight studios. The acreage would be 1-0.3. -Mr. Tvson asked about the reason for zero-lot line units rather than apartments. He expressed his concern for the removal of the trees. He feels that they are an asset to tile develo: . He. reassured Mr. Tyson that there,: would be very few trees removed. Discussion there cernt.er,ed around the .fence which would extend around the .PD area. of the request. Mr. Tyler stated that the fence would be maintained by the homeowner's association and that the structure of the fence complies with tl-a{- feriee ordinance and building codes. Chairman Lynch mentioned d that the buildings along Asti Lane would face south, arid the fence would .run along the rear property line, l`.'1r. He eyhibited a diagram of the existing conditions of the neigliborhood as well as an Overlay showing his Proposal. 't'he three reasons lie grave for the request for rezoning were: 1. 'Traffic circulation in the area would be readjusted, 2. The depth of the rezoning ;mould blend in with the existing townhouses, 3. Continue Martin Larne to F.AA Blvd., abandon Alexander Lane, and Huntington Lane, and clean Lap the zoning. He further stated that his client would plan to extend the driveway of one of the property owners se,; that they can exit onto Huntington., not the portion of Alexander to be abandoned. C'.hairr iLan Lynch inquired as to the kind of proposed development in the area. Page Five -- Planning & Zoning Commission - December 4. 1984 1984-184 Mr. Phillips conrnrented on the fact that it would be twelve (12) t_inits per acre tna:ximuni, with approximately 2,200 square feet. He further added that his client would not be involved in the dev0Ioprrtent of tine raew project. When Mr. Deithloff inquired about the proposed timetable for the project, Mr. Phillips stated that he felt that constrt.tction on FAA Road, abandonment of streets, and platting would be after the first of next year. There being no additional proponents, Chairman .Lynch opened the .hearing for any opponents to this request. Mr. Arnold Cole, 804 Martin lane, submitted a pet-ition consisting of 229 signatures of those against the request. It was the consensus of the petitioners that: 1. There would be too much added traffic in the neighborhood (the streets Mould not be wide enough to handle it), 2. The property reclrtested for rezoning would be sold, and the kind of development was not definite, 3. Possible degrease-; in property value and an increase in fire hazard, 4. Available parking for the development and heights of the buildings. Mr. Harley Cook. 809 Atkerson, was also concerned with traffic in the neighborhood already and increased density would enhance tine problem. He further felt that there would be more school traffic in the area. Chairman Lynch inquired as to the timetable, of FAA. .Blvd. and access- to Airport Freeway. Alexander; and Mr. John Solid ay, 207 Huntington, were concerned with the possible t.ases that could be allowed on the property. They .further felt that the plans were too vague and wanted a more defined use of the area. Chairman Lynch asked the audience for a show of hands regarding opposition of this zoning request, of which 31 elands were counted. Mr. Alton Smith, 51.2 Haint.ington, brought t.tp the fact that there: is an unsolved sewage problem in the area already, and tine problem WOUld be .increased as rlez:elopmerat occurs. Page Sig: - Planning & Zoning C.o m issron -- December 4, 1984 1984-185 Mrs. Pat Dunn, 210 Huntington, requested that there be R-2 zoning on the northernmost portion of the property, which would allow a lower density. There being no additional opposition, Mr. Phillips was allowed time for comment. Mr. Phillips stated that the density would be 12 units per acre maximum and that lower uses were allowed. Circulation would be more toward S.l-l. 360. lie further reassured the.- audience that platting is ra built-in protection for thorn and the City. His client has planned to build a new driveway for Mr. SolidaV at no cost to Mr. Solidray should the zoning request be approved. Cha.irnian Lynch closed the public hearing. He favored a .I'D or CUD also instead of the R--3 request. Mr. Ingram concurred with Chairman Lynch and Mr. Tyson. ,VIP. Tyson made a motion to recommend denial of ZC484-35 as presented. She stated that the buyer and the :seller lived out of town and could not be present. Ms, llacy read ,a letter from Ms. Nnrma, L. Shryack-, owner of property west and adjacent to 13,:aze, expressing her opinion of the development of duplexes, traffic, etc., going on around her property; and felt that the area is best whited for cornmercai-.al zoning at this time. Ms. Dacy also read a notarized statement from the owners (Harry W. & l,onet,a C. Hiberd) and buyer Willy F. Chalk) of the subject property in which they expressed their desire to rezone the property to C-2. Page Seven - Planning & Zonin K Commission - .December 4, 1.984 1984--186 Mr. T. Albert Garza, applicant for this request, discussed possible proposed uses of this property,. He submitted to the P & Z Cori,missioners an architectural drawing shoving the design for a strip shopping center for this property. There being no additional proponents, Chairman Lynch asked for any opponents to speak. Mr. .Les `1'ietz, 505 Glade Road, expressed his concern with the necessity of street widening to accommodate the additional traffic due, to the request for commercial uses orr this property. He also was concerned with tieing wedged between R-1 and C- 2 zoning. He felt that Mr. Garza had a good plan, but preferred to see the street widened first and more 000rdiniation between the cities of Grapevine and Euless. �TJs, Jo Dickey, 2908 Bare, expressed her opposition due to the dangerous intersection. at Glade, end T aze. She felt that there is already enough commercial zoning in the :.area. There being no additional opponents, Chairman Lynch closed tl-re, public hearing and. opined the floor for discussion among the P & Z members. .Tr. 'Tyson expressed l'is concern for the safety of travelers at such a hazardous intersection; he farther opposed commercial zoning on this corner. Mr. Ingram concurred with Mr. Tyson. Mr. Mcl',Tillon inquired as to street irnproven-jents on Glade Road. Mr. Knight stated that preliminary design worts: has been completed for improvements proposed for Baze Road. Site grading workk on the west side of Bare would be necessary as development occurs.
