APPROVAL OF MINUTES The minutes of the regular meeting dated February 18, 1986, were approved as written. PAGE TWO PLANNING & ZONING COMMISSION MEETING MARCH 491986 1986-028 OLD BUSINESS I. CONSIDER PLATTING #P-86-01 - COMBINED PREI. MINAFY & FINAL PLAT OF IOT 1, BLOCK A, WINDMILL SETS' STORAGE ADDITION, CONTAINING 4.4815 ACRES OF LAND, LOCATED SOUTH AND ADJACENT TO EAST MIDWAY DRIVE, AND EAST AND ADJACENT TO INTERNATIONAL DRIVE Mr. Steve Graydon, Bedford, Texas, developer, presented the request for platting. Mr. Owens made a motion to approve #P-86-01, as presented, subject to Jim McKanna's letter dated February 27, 1986. Mr. Engle seconded the motion, and the vote is as follows: Ayes; 'Messrs. Owens, Engle, Tyson, Hill, Ingram, Balsinger & Deithloff Nays; None Chairman Deithloff declared the motion carried. NEW BUSINESS IT. INTO LOT 2R, BLOCK F, MIDWAY SQUARE ADDITION, PHASE ITT, CONTAINING 0.9159 ACRES OF LAND LOCATED AT THE SOUTHWEST CORNER OF LfARWOOD ROAD AND FULLER-WISER ROAD Mr. Ron `.young, Dallas, `texas, presented the request for platting on behalf of National Convenience, Inc. Mr. Owens rude a motion to approve #P-86-07, as presented. Mr. Ingram seconded the motion and the vote is as follows; Ayes: Messrs. Owens, Ingram, Tyson, Engle, Hill, Balsinger & Deithloff Mays; None Chairman Deithloff declared the motion carried. V. PUBLIC HEARING -- #ZC--86-02 - REQUEST OF RICHARD BRAMBLETT FOR A CHANGE OF ZONING ON TRACT IC, J. GROVES SURVEY, A-599„ TOTALING 9.3323 ACRES OF LAND, FROM ITS PRESENT ZONING OF C-2 TO CUD/R-4, LOCATED EAST AND ADJACENT TO BELL HI ADDITION, SOUTH AND ADJACENT TO WEST PIPELINE ROAD AND NORTH OF S.H. 1.0 Chairman Dei.thl.off explained the rules governing a public hearing and then opened the public. hearing. Mr. Keith Wallace, Washington/Wallace, Inc. , presented the request for the owner. He explained that the property to the east was currently zoned for CUD/R-4 from West Pipeline. Road to S.H. 10 which is also owned by Mr. Bramblett. To the east of that area -is property also owned by Mr. Bramblett zoned C-2. He gave an overview of their plans which involve all the property owned by Mr. Bramblett. Their plans include the extension of Hospital Parkway from Bedford through the commercial property on the east to S.H. 10. The access for the multi-family would line up with Prestwick Street across Pipeline Road in Bedford and run through to S.H. .1.0, with cormiercial along either side at S.H. 10. This access would rean through the property already zoned CUD/R-4, not the sub;ect property. They proposed a 150 foot. buffer along the western and northern portion of the CUD, limiting the density to 12 u/a with a cane-story height_ limits a 25 .foot setback from the western property line, and a six foot fence with brick columns. Mr. Wallace fu rther stated that they felt that these buffers were adequate; however, if the Commission felt: so inclined, they were not opposed to complying with requirements .l.isted in Rod Tyler's letter dated February 28, 1986. 1.986-030 PA.GF ]FOUR PLANNING & ZONM OOICSSION .MTING MACH 4 1986 Mr. Tyson noted that the minutes for the previous multi-family zoning limited the access onto West Pipeline Road until it is improved. Mr. Wallace stated that they were not asking for access on the subject property, Mr. Tyson felt: that a condition to restrict access should be placed on the site plan, Several. members of the Commission discussed the pros and cons of restricting the access. Chairman Deithloff asked if there were any additional. proponents. There being none, lie asked for any opponents. Mrs. Marie Heflin, 2453 W. Pipeline Road, expressed her disapproval of being" assessed for improvements to W. Pipeline Road. Mr. Walter Evans, owner of 2455 W. Pipeline. Road, stated that there was already enough multi-family in the area. Mr. i T. Heflin, 2953 W. Pipeline Road, did not believe. there was just:i.fication for the multi-family grid expressed his dislike and the problems caused by the apartments to the west. Mrs. Sebastian, 1105 Paula Lane, stated her opposition anti also noted the sewer problems in the area, Mr. Britt Dalton, 1204 Paula Lane, questioned whether Needles Street would be extended through the commercial property. Mr. Knight stated that Needles would be an issue at the time of platting. He further explained that the subdivision ordinance specifies that a street either continue on through to another dedicated street or end in a cul-de-sac except in extenuating circumstances. The affected homeowners' opinion in that matter may be considered by the Council. There being no further opponents, Chairman Deithloff closed the public hearing. Mr. Ingram made a motion to recommend approval of #7C-86-02 subject to Rod Tyler's letter dated February 28, 1486, being a part of the requirements with a restriction of no access onto W. Pipeline Road. Mr. Tyson seconded the :notion, and the vote is as follows. Ayes: Messrs. Tyson, Ingram, Hill Nays: Messrs, Engle, Owens, Balsinger & Deithloff Chairman Deithloff declared the motion failed. 1sS�i-(i3l PAGE Fly PLANNING & ZONING COMXISSION MEETING MARCH 4+ 1986 Mfr. Engle made a motion to recommend approval. of 8'ZC-86-02 subject to Rod Tyler's letter dated February 28, 1986. Mr. Owens seconded the motion and the vote is as .follows: Ayes: Messrs. Owens, Engle & Ingram gays: Messrs. Deithl-off, Hill. & Balsinger Abstentions: fir. Tyson Chairman De.i.th.laff daclazed the motion a tie. A considerable amount of discussion concerning restricting the ;access of the subject property to W. Pipeline Road took place among the Commission members. Mr. Ingram made a notion to approve #ZC- 82-02 subject to Rocs Tyler's letter dated February 28, 1956, prohibiting any access onto W. Pipeline Road. Mr. 'Tyson seconded the motion and the vote is as follows: Ayes: Messrs. Ingram, Engle, 'Tyson, mill, Balsinger Nays: Messrs. Owens & De_i.thloff Chairman Deit:hlaff declared the motion earr4.ed. Chairman Deithloff instructed staff to n:-itify the residents in the audience of any replatt.ing taking place around Needles Street. VI. PUBLIC HEARING - #ZC-86--03 - REQ1JEST OF .RICHARD BRAMBLETT FOR A CHANGE OF ZONNING. ON TRACTS ID] 7 IFIA, J. GROVES SURVEY, A-599 TOTALING 5.8409 ACRES OF LAND, FROM ITS PRESENT ZONING OF C1JD (R-4) TO C--Z, LOCATED EAST OF BELT H.1 ADDITION, SOtJ`M OF W. PIPELINE ROAD AND NORTH OF AND ADJACENT TO S.H. 10 Chairman De:i.t:hloff explained the rules and opened the public hearing. Mr. Keith Wallace, Washington/Wallace, Inc. , made the request to rezone this piece of property to C-2 to be compatible with the zoning to the east and west. This property is located to the southeast of the property considered it I#ZC-86-02. Chairmen. Deithl.off asked if there were any additional proponents, There being none, he asked for any opponents. Mr. Britt Dalton, 1209 Paul Lane, inquired how this property would be accessed. Chairman Deithl.cf.f explained that it would be accessed from S.H. 10.
