III, CONSIDER PLATTING #P-86-04 Preliminary Plat of Sots 17R, 19 - 23, Block 1, and Lets 14 - 18, Block 12, Oak Crest Estates, containing 4.5184 acres of land, located east and adjacent to Cullum Drive, north of Alexander Laze and south of S.H. 10. Keeler, Staff Secretary VISITORS Several interested citizens were. present INVOCATION The, invocation was g-even by Mr. Carl Tyson. "PROVAL OF MIMn'E.S The minutes of the regular meeting dated March 4, 1986, were approved as written. 1986-035 PAGE TWO PLANNING & ZONIM COMRISSION MARCH 18t__1986 CONSIDER PLAT ABANDONMENT OF MILLICAN ADDITION, AS CURRENTLY FTLED IN VOLUME 388-16, PAGE 97, AT THE TARRANT COIHN'N PLAT RECORDS, LOCATED EAST AND ADJACENT TO CULLUM DRIVE, NORTH OF ALEXANDER LANE AND StRfH OF S.Hfi 10 Mr. Rod Tv.le3 presented the request for plat abandonment on behalf of the Citv of Euless. He then stater that the primary objective was to bring this piece of property bark to an unplatted state, to remove all property lines and easezients in order to allow the property to be platted to current city ordinances and standards. Mr. Ingram :Wade a motion to approve plat abandonment of Millican Addition as presented. Mr. Engle seconded the notion and the vote is as follows: Ayes: Messrs. Ingram, Engle, Owens, Balsinger, peithloff and Tyson Nays: None Chairman Debthloff declared the motion carried. Ti. CONSIDER .R-O-W ABANDONMENT OF MI.LLICAN STREET RC£,BT-OF-NAY, LOCATED AETW.RFN S.H. 10 AND PROPOSED ALEXANDER LANE Mr. Roil Tyler presented, the request for right-of-way abandonment on behalf of the City of Euless, He then stated that all property owners that have frontage. on Millican Drive had been contacted, and per request of the City, their signatures had been obtained t.;} sign off on the right--of_way aban- donment. :Mr. Nens made a r-mation to approve abandonment of Millican Drive right- of-way. Mr. Bals:inger seconded the motion and the vote is as follows: Ayes, Messers. lh,r<rrs, Balsinger, Ingram, Del.thloff, Eagle and Tyson Nays: Alone Chairman .Ue:i.thloff declared the motion carried. CONSIDER PLATTING #P-86-04 - PRELIMINARY PLAT OF LOTS 17R, 19 - 23, BLOCK 1, AND LOTS 1.4 - 1-8, BLOCK 12, OAK CREST ESTATES, CONTAINING, 4.5184 ACRES OF LAND, LOCATED FAST AND ADJACENT TO CllAalAR4 DRT E, NORTH OF ALEX"ER LANE AND SOUTH OF S.H. 10 Mr. Rod. Tyler, again on behalf of the City of Euless, presented this platting. 1986--936 PAGE THREE PtANNIATG to ZONING COMMISSION MARCH 181_1986 Mr. Ingram inquired as to what the proposed use would tie, asking specif ically as to whether the City proposed a fire station going in there. Mr.. Tyler replied that at one time that location had been the site of a possible fire station, but that due to it 's residential location, it was not feasible. He stated that it would be the site of a 1utj:Ere elevated water storage tank. Mr. Ingram matte a motion to approve 6P--86-04 as presented. Mr, Engle seconded the motion and the vote is as follows: Ayes: Messers. Ingram, Engle, Owens, Bal.singer, Deithloff, Tyson Nays: done Chairman Deithloff declared the motion carried. Ili'. P1fffl..TC HEARING - CONSIDER PLATTING ##P-86-08 - FLAT OF LOTS 17 & 18, BLOCK. 1, OAK CREST ESTATES AND LOTS PREVIOUSLY KWNM W LOTS J, K, M, 14, AND A PORTION OF LOTS H & L OF THE MILLIC.AN SUBDIVISION, INTO LflT 17R, B1,OCK 1, OAK CREST ESTATES, SECOND FILING, CONTAINING 2.198 ACRES OF LAND, LOCATED EAST AND ADJACENT TO CULLUM DRIVE, NORTH OF A1 vi e ANDER LANE AND SOUTH OF S.H. 10 Chairman Deithloff explained the rules governing a public hearing and then opened the public hearing. Mr. Roy Tyler, City of Euless, presented the request. He explained that this was to complete the four steps in the process of bringing this prop- erty into conformance with the Subdivision Ordinance. The preceding items on the agenda abandoned the existing plat and street right-of-way and preliminary platted the property that had been abandoned. This item completed the platting process for the property on which Millican Rec- reation Center is located. Mr. might stated that the building is currently located on 3 separate lots, encroaching over the lot lines and existing easements. He noted that the main objective was to clean up this lot so that in the future a build- ing permit could be issued. Mr. might theft took the opportunity to reference the possibility of putting a water storage tank in this location by stating that the =iighest point of land on the south side of Airport Freeway is just to the east of the existing building, making this a desirable location for an elevated water storage site. 1986-037 PAGE POUR PLANNING Q WNING ChMKI S8IGN MAR(M 18 1986 Mr. Larry Inslin, 4Ul East Alexander Tame, expressed concern of increasing traffic hazards once Alexander is made into a thru street. He would like to see a 3-way stop or some kind of traffic signal installed at the intersection of Alexander and ].Dunaway if Alexander were made into a thru street. Mr. Knight them stated that in order to have a traffic signal installed very specific traffic counts and warrants had to be met, He said that installing a stop sign did not have to meet ;-near as many specifications, so this would probably be more justifiable for the beginning. There being no fu-t*ther opponents, Chairman Uei.thlof.f closed the public hearing. Mr. Ingram made a motion to approve, #P-86°08 as presented. Mr. Engle seconded the motion. Mr. Owens then stated that he felt part of the motion should include the traffic control device the citizens were concerned about. Discussion went on between the Commission Members and it was decided that such an issue was not a part of this re.platting request and should be associated with either the preliminary plat discussed previously or a part of the final plat of the lots on either side of the extension of Alexander Lane. Mr. Ingram then stated that he was back to his original motion, to approve #P-86-08, as presented. Mr. Engle seconded the motion, and the vote is as follows: Ayes: Messers. Ingram, Engle, Ealsinger, Ueithloff and Tyson Nays: Owens Chairman peithloff declared the motion carried. V. REPORTS There was nothing to report. VI.
