Mr. Owens made a motion to approve 1,P--87°01, as submitted, subject to Bill Hepworth°s .letter dated January 1.5, 1.187. Mr. Hill seconded the motion, and the vote was as follows: ,Ayes: Messrs. Owens, hill, Tyson, Dei.thloff and Ingram Nays: None Chairman Ingram declared the motion carried. V. REPORTS Zoning Case 12 date Mr. P,od Tyler reminded the Comm ission of a zoning case, that occurred approximately two years ago in which an exposed aggregate screening fence was approved between homes along Kynette and the We-st.park II. Addition. The developer is now ready to begin const ruction Y however, he has requester.( the use of an alternate masonry material. Mr. Tyler supplied the Goiimissi.on with a sample and asked the Conwtission if this material would meet: with their approval.. After discussing the issue, the Commission decided that if the developer could get the consent of all the affected homeowners, then the material could be used. Unified Development Code Landscaping Requirements The Commission began their di-scussion of the proposed zoning requirements with the _;.andscape requirements. A rather intsansive landscaping requirement of a minimum 20% of the street yard be. landscaped on all .land uses except: single family and duplexes was being proposed by ;Node Technology. Mr. Tyler presented examples of what various percentages of landscaping may look like on a typical commercial lot. Mucrt discussion took place regarding the appropriate percentage and whether the tight-of--way should be included. Ma-. Tyler stated that the amount of right-of-way between the roadway and property lute could vary from 3 ft:. to I0 ft. in some cases and would make calculating the required. area to be landscaped very difficult. Page Pour PlannIpS & Zoning Commnission Heetin J4pua 20 1987 1.987---012 Mr. Deithloff and Air. Ingram felt that 20% landscaping would cost developers too much money and would run off development. They felt that even 10% was too much. The remainder of the Commission felt that the City was spending a lot of time, money, and effort to beautify the City through the Beautify Euless Everyday campaign, Arbor Day celebration and the .landscaping of City right--of--ways and facilities. They felt that new developments should join in the effort, and that this requirement would encourage quality developments in, the remaining land. Air. bill made a motion to amend the 20% requirement to 18%, and to allow street right-of-way to be used to make up the remainder of the 20.. Mr. Tyson seconded the motion, and the vote was as follows: Ayes. Messrs. Hill a Tyson Nays. Messrs, Dei.thloff & :Ingram Abstentions: Mr. Owens Chairman Ingram declared the motion failed. After further discussion, Mr. Owens made a motion to �Lraend the minimum street yat-d landscaping requirement from 20% to 18% excluding the right-of-way. Mr. Tyson seconded the motion, and the vote was as follows Ayes: Messrs, Owens, hill & Tyson Nays: Messrs. Deithloff & Ingram Chairman Ingram declared the motion carried. The Commission also discussed the requirement that a landscape architect :approve the landscape plans. Mr. Tyler explained that the purpose of Lhat requirement was to ensnare that the plans submitted meet the min:ia tmi ordinance requirements. After discussion, a general consensus was reached to exempt parcels one-third acre or less from any requirement of having to provide certification, and require larger lots to provide certification from certified nurseryman and those certified to do irrigation. The Comm-ission's reasoning was the concern that requiring an architect to sign and seal the plans would be an unnecessary expense. Screening Mr. Tyler stated that the proposed screening regulations require screening around all opera storage areas and that trash receptacles be screened from adjacent properties and from the street.. He stated the current. code requires as dumpster to be screened whether or not it was visible from the street or any other property. He also stated that- though the screens were being provided, they were being oriented so that the surrounding screening was not doing any good. 1987-013 Page Five Plannin f Zoning Commissionjeeting, January 2011 1987 With respect to screening walls and fences between single family uses and others, Mr. Tyler asked the Commission if a masonry wall and not just a wood fence should be required between single family and mult.i--family and commercial uses. The Commission discussed the issue, but derided a G ft. wood fence was sufficient. Air:. Tyler asked the Commission if they had any problems with the sign or nor:-conforming use sections. They dial not. Mr. Tyler pointed out that 0ode Technology was proposing to change the minimum notification procedures by notifying property owners within a 300 ft. radius instead of 200 ft. He stated that currently staff excludes the street right-of-way in their measurements and, thus, end up notifying far beyond a 200 ft. radius. By increasing the notification distance to 300 ft, and defining the method of measurement as being radial and including the right-of--ways, confusion as to notification could be reduced and no increase in staff notification time could be expected..
