CONSIDER PLATTING #P-87-02 _ COMBINED PRELIMINARY R FINAL. .PLAT OF THE WHITE ADDITION LOCATED ON THE NORTH SIDE OF S.H. 10, EAST OF F.M. 157 AND WEST OF ECTOR DR.TVE Mr. Bill Peifer, Site Fork, Inc. , presented the request for combined preliminary and final platting. Mr. Peifer staled that they were aware that funds will have to be escrowed with the City pr:i.or to filing the plat at the County. Chairman Ingram inquired of the purpose for the replat. Mr. Peifer stated that the reason for the replat was that two (2) of the exist- ing three (3) buildings would be removed. The building .furthest from the street would remain as a storage building and a new facility erected on the front of the site. Chairman Ingram asked if there were any further questions, there being none, Chairman Tngra.m entertained a motion. Mr. Dei.thloff made a motion to approve #P-87-02, as submitted, subject to Jim McKanna's letter dated January 27, 1987. Mr. HI-11. seconded the motion, and the vote was as follows: Ayes; 'less-r7s. Balsinger, Deithloff, Tyson, Owens, Hill and Ingram Nays; None Chairman Ingram declared the motion carried. II. PUBLIC HEARING - #7C-137-01. - REQUEST OF BROOKS BUILDERS, INC. , FOR A CHANGE OF 7ONTNG ON LOT 2, BLOCK 1; LOTS 1­4 & 6-9, BLOCK 2; DOTS 1-5 & 8-11, BLOCK 7 OF THE BELL RANCH TERRACE ADf3ITTON, FROM ITS PRESENT ZONING OF CUD (COMMUNITY UNIT DEM—OPMENT) 13 U/A TO RI-A SINGLE FAMILY ATTACH Chairman Tngram explained the rules governing a public. hr-aring and there opened the hearing. Mar. At this tinge, Mr. Hagan presented a copy of the proposed replat site plan for the Commission's review so that they could better consider the rezoning. After some discussion between Mr. Hagan and the Commission, Chairman inn-ram. asked i.f there were any other proponents. 'n-tere being rove, Chairman Ingram asked if there were any opponents. There being none, Chairman Ingram closed the public hearing and opened the discussion amongst the Commission members. Mr. Owens stated that he had a few reservations about Kynette Street, but that he felt the rezoning was a good request. At this time, Chairman Ingram inquired of Mr. Knight if there had been a problem with any of the front entrances as proposed by Brooks Builders. Mr. Knight stated that staff's position in the past was to not recommend t:se fronting of Lots onto major or minor t-boroughfa:res. It was brought out that lots that from: on major and minor thoroughfares could impede traffic .flow due-, to the amount of on-street parking and the backing of vehicles into traffic. Flans call for Nita bane to eventually be extended northward to intersect with the eastbound frontage road of Airport Freeway. Should the exit ramp off of Airport Freeway onto F.M. 157 ever be moved back to provide greater vehicular stacking at Y.M. 157, southbound traffic may divert down Nita to Signet to FW 157 in order to avoid the F.M. 157 traffic signal. At this time Chairman Ingram called for a motion. Mr. Tyson made a motion to approve #ZC-57-01, as submitted. Mr. Deithloff seconded the motion:, and the vote was as .follows: Ayes. :Messrs. Owens, Oeithloff, Tyson, Hill., Balsinger and Ingram Nays: None Chairman Ingram declared the motion carried. III. P€1TTIC IIEAR NG - OZC-87-02 - REQUEST OF M11LIAM F. FILET FOR A SPECIFIC USE PERMIT FOR A. SATELLITE RECEPTION DISH CLOSER THAN[ 80' TO THE FRONT PROPERTY LINE ON InTS 5 & 6, BLOCK 12, OF THE CEDAR DILLS ESTATES Chairman Ingram explained the rules governing a public hearing and then opened the hearing. Mr. Fletcher informed the Commissilon that the satellite reception dish is of a black screen mesh design, located in a side yard and was installed before the City ordinance was passer). He stated that he is ca_nabl.e to move the dish due. to the fact. that there would be obstruction of reception. Chairman Ingram asked if there were any additional proponents. Mr. Harold Richards, 905 Vine St. ; Diane Sparling, 857 Vine St. ; Mr. .Tames Thatcher, neighbor behind; and Mr. Randy Miller, qCd Broadway, all spoke in. :favor of :fir. Fletcher's request. At this time, Chairnasala. Ingram asked if there: were any other- proponents. .There being none, he inquired if there were any opponents. There being none, Chairman. Ingram closed the public hearing and opened discussion by Commission members. Mr. Owens stated that he Lives around the corner from Mr. YLetcher and had never noticed the dish. Chairman Ingram stated that he would entertain a Motion. Mr. Balsinger made a motion to approve RC-87--02, as submitted. Mr. Owens seconded the motion, and the vote was as follows: Ayes; Messrs. Deithloff, Hill., wens, Tyson, Balsinger and Ingram Nays- None Chairman Ingram declared the motion carried. IV. REPORTS Mr. Tyler made Commission aware of an Ordinance permitting City Council, after rece:iv .ng recommendation from Planning & Zoning, to attach conditions subsequent to any zoning change request:. Mr. Tyler informed Cormissiun that the brae c:npy, of the Zoning Ordinance con- tained all the Commission's proposed revisions and was close to the final draft that would go to City Council. He noted th.a:: Cede Technology would be here in two weeks in order that the Commission could make inquiries if they have any questions. At that time, staff will be looking for a recommendation from P.lan .l.-rig & Zoning to City Council with regard to this section of the Unified Development Code. Mr. Tyler also stated that he had talked to tht e Parks Depart- ment with regard to certified nurseryman. They felt that a certified nurseryman was capable of taking a plan and executing it., but was not necessarily a des ,gn- er. Because the Building Inspection Department requires site plans to be submitted along with building plans for building permits, and the site plans have to show parking, building locations and curb cuts, the designer will end up having to design the layout anyway to ins-ure that adequate landscape space has been provided. 1.987-019 Page Five, Planning & Zoning Commission Meeting, February 3. 1987 V.
