REPORTS REGULAR M nIM Planning & Zoning Commission April 7. 1987 CALL TO ORDn Tho r-egul%3r meeting of the Planning & Zoning Commission was called to order at 7.36 p.m. in the Council Chambers of Euless City hall by Chairman -ar:ry Ingram. He ex- plained that this was a completion of the preliminary plat approved about four months ago. He further stated that the. comments :in Mr. Knight's letter dated April 3, 1987, were tieing handeled, Mr. Lowry Davison, attorney for the owners of the tract to the east of the proposed addition, stated he would like to point. out that his clients foresaw a potential problem with the discharge of water oxztO :heir property. He stated that his clients felt some changes had been made in the drainage course and were concerned about the potential damage this would create. He explained that his clients were willing to r;egotiate but would need some time and felt that this should be a deciding factor in the approval of this plat. Mr. Davin Mullins, DM Engineering, stated that he was the engineer for ':'fir. Davisou's clients. He stated he was concerned for his clients because the storm drainage area used in the Baccarat plans was much larger than the drainage area previously used in the preliminary plans of! Triple `x' Properties Addition approved in February of 1986. He stated also that there had been a channel cut across the outside of his clients' property running from hest to east with a width of approximately six :feet (ii' ) and a depth of two (2) or three feet (39. This channel alteres the natural fiber of storm water and diverts it onto his clients' property. Pair. Knight explained there was an easement to the west that was platted in the 1970's. He stated that apparently Mr. Mullins had. prepared his drainage area map for Triple T on the basis of topo- graphic maps provided by the City. He explained that these are aerial maps that were #down. in 1979 and all engineers are advised that these maps are adequate for preliminary work, but on-the.--ground checks should be made at final design. He stated he was not aware of anyone doing any channel i s anon wore in that area within the last five (5) years, but could not discount the possibility that wo-rk Could have been done in the area without the City's knowledge. He further stated that the drainage area map prepared for the i=accarac Addition, employed several "spot checks" to determine the direction of flow. Mr. Knight explained that the staff concurs with Mr. Peebles in t;Ye. drainage area that contributes runoff to the site and that is generally directed in an easterly direction. There being nothing further- to discuss, Chairman Ingram stated he would entertain a motion. Mr. Owens made a motion to approve #P-86-36, Baccarac Industrial Park Addition subject to Mr. Knight's letter of April 3, 1987. PLANNING & ZONING COMMISSION APRIL 7 1987 PAGE TMRE.B Air. Deithl.otf seconded the motion and the vote was as follows: Ayes: Messers. Owens, Deithl.off, Hill, Ingrain and Zahn Nays: None Chairman Ingram declared the motion carried. II. PUBLIC NEARING - #ZC-y87-04 - REQUEST OIL TACO BELL, 100 W. Et3LESS BLVD, AT MAIN STREET, F R A SPECIFIC USE PXXVT J:N A C-2 (COMUNITY BUSINESS DISTRICT) TO A1I0 REDUCED PULE SIGN SPACING Chairman Ingram explained the rule; governing a pu.bl.:i.c hearing and then opened the pfzblic. hearing. Mr. .Jerry ffimt, represented Taco Dell in this request. He explained that his existing signs are not in conformance with current city standards, and since he was installing new signs with new logos, he would have to come into conformance. He slated that he could comply with al . requirements except the 100 foot spacing requirement. He stated that by putting the new signs in the same place as the existing signs, a separation, of less than 100 foot would exist between his signs and the 'ScDonalds signs. `;here being no further proponents Chairman Ingram asked for any opponents. There being none, Chairman Ingram closed the Public. Hearing. Mr. Hill inade a notion to approve #ZCW87-04 as presented. Mr. Deithloff seconded the motion and they vote was as follows: Ayes: Messer.s. Hill, Deithl.off, Owens, Ingram & Zahn Nays; None Mr. Owens stated that he felt items of this nature had no place coming before this board.
