Slaughter), for a change in the current specific use permit on a portion of Tract A, Wilshire Village Shopping Center try allow an indoor recreation center- at the current site of the .Alpine Bowling Center. The location, consisting of 4.701 acres, incorporates lease space 494 Wilshire Village Shopping Centers and associated parking, on S.H. 10, west: of F,M. 157, and east of Wilshire Drive. .l.I. PUBLIC HEARING - #Z C-87-06 Request of H.T. Ardinger & Sores for a change of zoning on `trait. :3A, of the A. Barnard Survey, Abstract 107, from its present zoning of R-1 (Single Family Detached District) to C-2 (Community Business Dis- trict). The property, consisting of 28.4489 acres and is generally located on the northeast corner of Minters-Chapel Road and S.H. 183. � i 1111 REPORTS I i i i it 1987-034 REGULAR MEETING Planning & Zoning Commission AP:rll. 21, 1987 CALL TO ORDER The regular meeting of the Planning & Zoning Ceimmission was called to order at 7.32 p.m. in the Council Chambers of Euless City Hall by Chairman Larry Ingram. PUBLIC HEARING - ##ZC--87-0.5 -- REQUEST OF ROYAL RECREATION CENTER (WYATT SLAUGHTER) FOR A CHANGE IN THE CURRENT SPECIFIC USE PERMIT ON A PORTION OF TRACT A, WILSHIRE VILLAGE SHOPPING CENTER TO ALLOW AN LNDOOR REGREATION CENTER AT THE CURRENT SITE OF THE ALPINE BOWLING CENTER. l"HE LOCATION, CONSISTING OF 4.701. AGi1FS, INCORPORATE, LX,.ASE SPACE ##94 WILSHIRE VILLAGE SHOPPING CENTER AND ASSOCIATED PARKING ON S.H. 10, WEST OF F.M. 157, AND LAST OF WILSHIRE DRIVE Chairman Ingram explained the rules governing a public he::iring and then opened the public hearing. Mr. Wyatt Slaughter, Rout Recreation Center, asked that #/'-C-87-06 be beard first due to the possible lengthiness of his presentation. There being no objections from the Commissioners, Chairman Ingram left: the public hearing open and stated the Commission would come back to �iZC-87-CS< II. PUBLIC HEARING ##7G-87-06 - REQUEST OF H.T. ARHINGER & SONS FOR A CHANGE OF ZONING ON TRACT 3A, OF THE A. BARNARD SURVEY, ABSTRACT 1.07, FROM ITS PRF.SENT ZONTNG OF R-1 (SINGLE FAMILY DET°ACMM DISTRICT) TO C-Z (C%1MUNI`l'Y BUSINESS DISTRICT). THE PROPERTY, CONSISTING OF 28.4489 .ACRES, IS GENFRA11Y LOCATED AT THE NORTHEAST CORNER OF MINTERS_ CHAPEL ROAD AND S.H. 183 Chairman Ingram explained the rules governing a public hearing and then opened the public hearing. Ir. Lynn Meier, Paul S. Unzicker, Inc_. , represented this request. He explained that the subject property fronted on Minters-Chapel Road and ran parallel with proposed S.H. 360 extension. He :Mated that be had spoke with <lJ:i.im Baster from U/FW Airport., Planning Department and had been informed that this location was in the Noise Z{ine "B" and did riot recommend this area for residential use. Chairman Ingram asked for any additional proponents. There being none, lie asked for any opponents. Ttiere being none, Chairman Tngram closed the public hearing and stated he would entertain a motion. Mr. Hill made a motion to approve #ZC-87-06 as presented. Mr. Balsinger seconded the motion and the vote was as follows- Ayes: Messers. Hill., Balsinger, Owens, Ingram & Zahn Nays: Done Chairman Ingram declared the motion carried.. 1J87-030 P1.ANNTNG A 7.[NTNG C M1LSSI©N APRIL 21 1.987 PAGE THREE Chairman Ingram stated the Coumiission would resume hearing #ZC-87-05. Mr. Slaughter explained they were trying to convert their present facility into a malt:i.-rise recreation aria entertainment facility. Be. stated with the opening of Show place Lanes this sun-flier they would not be able to continue, their present. operation. He explained that four (4) bowling; .lanes would he Left intact, and other recreational uses would be offered including bingo, video games, batting cages, etc. Some uses like the bingo area and arcade area have been limited to a maximum square footage because it is his intention to provide a variety of recreational services. Mr. Slaughter stated that he had not hired an architect: to design the floor plan layout becaxise he wanted to wait until he knew from the City whet uses and how much of each use was acceptable. Mr. Slaughter stated that the rises lie was proposing would be contained within the existing 22,260 square foot lease space. Chairman Ingram asked for any additional. proponents. There being none, he. asked for any opponents. There being none, Chairman Icagram stated that the Commissioners would take this t me: to ask any ques- tions they may have. In response to a question from the Commission, Mr. Slaughter explained -there would be bingo strictly governed by the State, two (2) softball batting cases, and t.-.,.;o (2) haul ball batting cages, and ether uses such as billiards, golf, video & arcade games, tanning, dance floor, indoor miniature golf, acid a stage for .live entertainment. He further stated they would be putting in a fire sprinkler system as required by city ord-inance. Mr. Owens :iz tated that he liked having the bowl.:i.ng alley at I.-his location, but did not fees. a recreation center was appropriate. Mr. Hill stated that not enough detail had been submitted to base a d'ec,ision fin. Several of the Commissioners stated their reservations with respect to bingo coming into the City at this time. Mr. Slaughter explained the primary source of revenues would lie derived from the bingo. He further stated they wrould be willing to put any restrictions the City fall: necessary, and stressed they were not planning on running a honky-tonk or hang-out.. After much discussion between the Commissioners and Mr. Slaughter, Clxa:i.rm,an Ingrain closed the public hearing and stated he :could enter- tain a motion. Per. Owens made a motion to deny #ZC-87-05 as presented. Vie motion. died for lack of a second. 1987--037 PIAANNIAIG & ZURING COMMISSION APRIL 212 1987 PAGE FOUR Mr. Ba.lsinger made a motion to table #.#ZC-87--05 for 30 days in order to allow Mr. Slaughter to come back with a site plan :.-hat would show a more detailed description of how the area would be used. Mr. Hill seconded the motion and the vote was as follows: Ayes: Messers. Balsinger, Hill, Ingram & Zahn ;trays: Messers.
