The regular meeting of the Planning & Zoning Commission was called to ordure
at 7:34 p.m. in the Council Chambers of Euless City Pull by Chairman marry

Mr. . David C. Hughes, Jr. , Elliott & Hughes, Inc. , represented. the H-H-Ii
Independent School District in the request for platting. The property is
being ,platted in order to construct a new Junior high school to the west of
the present school site.
Mr. Tyson asked if this will do anything for drainage on Raider Drive.
Mr. James Knight stated that the school district will pick up 100' of the
cost of the on-site drainage. The school district has approached the City
about sharing the cost of the off-site drainage. The City is studying the
proposal.
Mr. Deitlal.of.f made a motion to recommend approval of ##r-37-14 , as
presented.
Mr. Baisinger seconded the motion, and the vote was as follows:
Ayes: Messrs, Deithloff, B als:inger, Hill, Tyson, Zahn and Ingram
Nays: None
Chairmaa:n. Ingram declared the motion carried.

SLAUGHTER) FOR A REVISED SITE PLAN ON A PORTION OF TRACT A, WII-SHIRE
VT1J.AGE SHOPPING CENTER, TOTALING 4.701 ACRES, TO A11OW AN IUDOIaR
RECREATION CENTER AT THE CURRENT SITE OF THE ALPINE BOWLING CENTER. THIS
FlOPERTY IS GENERALLY LOCATED AT LIASE SPACE #94 WIt.SHIRE VILLAGE, EAST OF
WILSHIRE DRIVE AND NORTH OF S.H. 10 (W. EULESS BLVD.)
Chairman Ingram explained the rules of the public hearing and then opened
the public hearing.
Mr. Wyatt Slaughter, 1205 Circle Lane, Bedford, Texas, presented the
request for rezoning. Ile noted that since his last request:, whi

Chairman Ingram asked for any additional proponents, There being none, he
;asked for any opponents. There being none, Chairman Ingram opened
discussion among the commissioners.
Mr. . Tyson believed the atmosphere ;,could have a. brig draw for teenagers. He
asked Air. Slaughter if it would work without the sale: of alcohol.
Mr. Slaughter stated that it would not be viable without the alcohol sales.
He noted that the projected alcohol revenue is a little more than that
generated with the bowling center. He also noted. :ghat. the proposed
facility is similar to Dave & Busters in Dallas which is frequented by
adults instead of teenagers.
Chairman Ingram asked about: the safeguards proposed.
Air. Slaughter stated that he would hire an off-duty police officer as
needed and could consider restricting miners froin the back area of the
building after a certain hoar. lie explained that the business in Balla a
required minors to be accompanied by a parent: or guardian between 6 p.m.
and 10 p.m. , and no minors were allowed after 10 p.m.
There being no additional proponents or opponents, Chairman Ingram closed
the public hearing.
Mr. Hill believed that the previous proposal would attract more adults, and
this proposal would attract more teenagers.
Mr. Deithloff stated that he had been to the similar operation in Dallas
and it was verse much an adult entertainment. He liked the restrictions for.
minors and preferred a maximum alcohol revenue of 0% of the total revenue.
Chairman Ingram felt: the percentage of alcohol compared to the total sales
was too blyn He questioned whether this project would follow through
since the otters proposed by the applicant in the past have not. Should
the case be recommended for approval, he felt an expiration date should be
established that voided the specific use permit should the applicant not
follow through with his plans.
Mr. Tyson dial not consider the proposed uses and alcohol as good mix.
Mr. Zahn voiced the same concerns and was concerned about how the
restrictions would be enforced.
Chairiiaan asked Mr. Slaughter if, after hearing some of the Commission's
concerns, he wanted to make any adjustmen s to his proposal..
Air. Slaughter stated that under his present zoning Pie is allowed to sell
alcohol and is only requesting additional recreational uses. He explained
why the ot:Pier projects did not go through; riainly being the failure of
;.ending institutions that bad made loan commitments. Fie stated. that lie,
could agree to reducing the alcohol sales percentage to 25% of the total
sal.res. He agreed to requiring minors to be accompanied by a parent or
legal guardian from 6 to 10 p.m. and no minors allowed after 10 p.m.

Security: Management shall provide security on site as
needed.
5. The sale of alcohol shall be Limited to less than 25% of the
total grass revenue.
