CRIME CONTROL AND PREVENTION DISTRICT
MINUTES OF BOARD MEETING
May 30, 2019
ITEM 1. CALL TO ORDER
A meeting of the Crime Control and Prevention District (CCPD) Board was called to order
by President Ron Shields on Thursday, May 30, 2019, at 5:01 p.m. in the Conference
Room in City Hall, 201 North Ector Drive, Euless.
Board members present included:

ITEM 2. ELECTION OF OFFICERS
Upon motion by Council Member Price and second by Citizen Member Council Member
Bynum, Ron Shields was appointed to serve as the President. The motion carried by a
unanimous vote.
Upon motion by Council Member Bynum and second by Council Member Price, Rusty
Brown was appointed to serve as Vice President of the Board. The motion carried by a
unanimous vote.

ITEM 3. APPROVAL OF MINUTES OF JUNE 11, 2018 MEETING
Upon motion by Council Member Zimmer and second by Citizen Member Rusty Brown,
the minutes of the June 11, 2018 meeting were approved by a unanimous vote.
ITEM 4. ACCEPTANCE OF ANNUAL AUDIT FOR EULESS CRIME CONTROL
AND PREVENTION DISTRICT FISCAL YEAR ENDING SEPTEMBER 30,
2018
Director of Finance Janina Jewell referred to the Comprehensive Annual Financial Report
(CAFR) for Fiscal Year Ending September 30, 2018, for the City of Euless, which had
been previously distributed. She advised that the external auditors, Weaver, L.L.P.,
conducted the audit and issued an unmodified opinion, which is the highest level of
assurance that can be provided.
Ms. Jewell presented the total revenues, expenditures, and ending fund balance for the
fiscal year:
Revenues
General Sales Tax and $2,596,444
interest earnings
Total Expenditures $2,621,183
Baseline Expenses — salaries and benefits
for 19 Police Officers, and crime prevention
supplies and Capital outlay expenditures
(debt payment on police radio system,
imaging project, and radar units)
Proceeds from sale of assets (rifles and $14,105
other equipment)
Ending Fund Balance $1,284,173
Ms. Jewell advised that the ending fund balance exceeded the FY 2018 projected fund
balance by $158,503 for the year, due mainly to reduction in expenditures.
Upon motion by Council Member Bynum and second by Council Member Price, the audit
for the Euless Crime Control and Prevention District budget for Fiscal Year 2018 was
accepted by unanimous vote.
ITEM S. HELD PUBLIC HEARING ON EULESS CRIME CONTROL AND
PREVENTION DISTRICT PROPOSED BUDGET FOR FISCAL YEAR
2019-2020
President Shields opened the public hearing at 5:08 p.m. to receive input on the proposed
Crime Control and Prevention District (CCPD) Budget for Fiscal Year 2019-2020.

Finance Director Jewell presented a summary of the current year's budget and reviewed
the projected revenues and expenditures for Fiscal Year 2019, and advised that the
projected fund balance for the end of the fiscal year is $1,144,695, which is $19,025 over
the original budget projections due to a decrease in expenditures.
Finance Director Jewell presented the proposed Fiscal Year 2019-2020 budget.

(Based on 1.5 percent increase over the current year

Police Chief Mike Brown reviewed and addressed questions related to the proposed
capital requests items for fiscal year 2019-2020, which includes funding for the following:

- Replace Dispatch Recorder $88,200
- Lifescan Finger Print Machine $28,800
- Video Recorders and Cameras $250,000
- SWAT Rifles $14,300
- Cabinet Replacement $7,500
- Police Professional Mobility Vehicle $34,060
- Microfiche Conversion to Laserfiche $25,000
- Police Data Storage $72,851
Total $520,711
Police Chief Brown responded to questions regarding the proposed capital request items.

President Shields asked for any comments from the audience.
There being no one requesting to speak, President Shields closed the public hearing at
5:31 p.m.
ITEM 6. APPROVAL OF EULESS CRIME CONTROL AND PREVENTION
DISTRICT BUDGET FOR FISCAL YEAR 2019-2020
Upon motion by Council Member Bynum and second by Council Member Price, the Crime
Control and Prevention District Budget for Fiscal Year 2019-2020 was approved as
presented by unanimous vote.
ITEM 7. DISCUSS CRIME CONTROL AND PREVENTION DISTRICT RENEWAL
City Secretary Kim Sutter presented the proposed timeline to order and conduct a CCPD
continuation election to be held on May 2, 2020.
Police Chief Brown advised of community outreach efforts to educate the residents on
the role of the Crime Control and Prevention District.
Discussion ensued regarding the term of the proposed continuation of the District and the
impact if not approved by the voters.
ITEM 8. ADJOURNMENT
Upon motion by Citizen Member Brown and second by Citizen Member Pruitt to adjourn
the meeting, President Shields adjourned the meeting at 5:54 p.m.
