EULESS CITY COUNCIL
Tuesday, September 10, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:30 p.m. on Tuesday, September 10, 2019, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum,
Harry Zimmer, and Salman Bhojani.
During the Precouncil meeting:
Mayor Linda Martin expressed her appreciation to Mayor Pro Tern Jeremy Tompkins
and Council Members Eddie Price and Perry Bynum for attending the First United
Methodist Church groundbreaking held Sunday, September 8, 2019.
Council Member Salman Bhojani advised that he assisted his daughter's Girl Scout
troop in painting 17 fire hydrants around the city on Sunday, September 8, 2019.
Mayor Martin advised that she attended the Suzy & the Sissies concert held Friday,
September 6, 2019, at Texas Star Pavilion and said it was wonderful and well
attended despite the heat. She expressed her appreciation to Texas Star General
Manager Glenda Hartsell-Shelton for hosting a great event.
City Manager Loretta Getchell announced several upcoming events:
• Wednesday, September 11, 2019, 9/11 Memorial Service, Fire Administration
Building, 9:00 a.m.;
• Friday, September 13, 2019, Quarter Century Dinner, Texas Star, 6:30 p.m.; and
• Sunday, September 15, 2019, Euless Library Foundation (ELF) annual meeting,
Texas Star, 130 p.m.
City Manager Getchell reviewed the regular agenda.
Director of Planning and Economic Development Mike Collins presented the
Founders Parc update and provided details regarding retail development in Founders
Parc South and residential development in Founders Parc North. Mr. Collins
introduced Mehrdad Moayedi, President and CEO, Centurion American.
Mr. Moayedi presented a computer generated video of the anticipated finished
Founders Parc project and provided details regarding the approximate timeframe for
project completion.
Discussion ensued regarding pedestrian pathways and confirmed restaurants.

Assistant Director of Public Works James Whitt presented the quarterly Public Works
Department update, including the status of current construction and road projects,
water and sewer maintenance, and new employees.
Finance Director Janina Jewell advised that car rental tax collections are up four
percent over the same period last year (July) and overall collections year to date is
down less than one percent.
Assistant City Manager Chris Barker provided the Capital Projects update and
advised that a temporary concrete batch plant located at the Villages of Bear Creek
Park has been installed and he has been impressed with the quality of the work. He
has also spoken to residents near the Far North Well site about the upcoming well
replacement project and they were very nice and excited for the project.
City Manager Getchell advised that staff has worked diligently to keep citizens
informed of major projects, including the Fuller and North Well replacement projects.

Police Chaplain Mark Massey gave the invocation.
PLEDGES OF ALLEGIANCE
Fire Department and Police Department Honor Guards led the pledges of allegiance to
the flags of the United States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Director of Public Works and Engineering Hal Cranor introduced Inspector III Alan Knapp.
Alan was accompanied by his wife, Julie, grandson, Preston, and members of the Public
Works Department. Mayor Martin presented Alan with a service pin commemorating his
5 years of service with the City.
Director of Fleet and Facilities Kyle McAdams introduced Crew Leader Jason Farris.
Jason was accompanied by his wife, Rosie, daughters, Lindsey, Rainy, Rivers, and Leah,
and members of the Fleet and Facilities Department. Mayor Martin presented Jason with
a service pin commemorating his 15 years of service with the City.
Police Chief Mike Brown introduced Office Technician Amber Fanning. Amber was
accompanied by her son, Brendan, and members of the Police Department. Mayor Martin
presented Amber with a service pin commemorating her 20 years of service with the City.
Texas Star General Manager Glenda Hartsell-Shelton introduced Kitchen Manager/Chef
John Aritua. John was accompanied by his wife, Rochelle, and daughters, Sophia and
Elizabeth. Mayor Martin presented John with a service pin commemorating his 20 years
of service with the City.

ITEM NO. 2. PRESENTATION OF DISTINGUISHED BUDGET PRESENTATION
AWARD
Finance Director Jewell announced that the Government Finance Officers Association
(GFOA) has awarded the City of Euless the Certificate of Recognition for Budget
Preparation. The award is presented to those who have been instrumental in their
government unit achieving a Distinguished Budget Presentation Award.
Finance Director Jewell stated that this is the 28th consecutive year the City has received
the award, which is looked upon favorably by other communities. The award recognizes
that the budget document is understandable to the community, acts as a planning
document and as a guide into the new budget year for staff. She acknowledged the entire
Finance Department for their assistance in the budget preparation process.

and 4.

ITEM NO. 3. APPROVED CONTRACT WITH KMP SERVICES, INC. DBA VINE
GROUP
Authorized renewal of a contract with KMP Services, Inc. dba Vine Group, Grapevine,
Texas, for temporary hospitality support staff, through an Interlocal agreement with the
City of Grand Prairie. This agreement provides for temporary hospitality support staff to
supplement Texas Star staff at the Conference Centre and Raven's Grille for large events.
The City of Grand Prairie contract with KMP Services, Inc. was for a one-year base
agreement with four additional one-year renewal options. This request represents the
first of the one-year renewals for the contract. The estimated expenditure is $70,000.

REGULAR AGENDA
ITEM NO. 5. AUTHORIZED ACTION ON CONTINUING TO RECEIVE A SHARE
OF BINGO PRIZE FEES AFTER JANUARY 1, 2020
Finance Director Jewell advised that House Bill (HB) 914 was passed by the Texas
Legislature during the 86th Session and signed by the Governor on June 14, 2019. House
Bill 914 requires the City to affirm its desire to continue to receive bingo prize fees after
January 1, 2020, and submit proof by November 1, 2019, to the Texas Lottery
Commission. The City adopted Ordinance 701 on April 27, 1982, that imposed a gross
receipts tax on the conduct of bingo games within the corporate city limits.
Council Member Bhojani motioned to authorize the City Manager to take all appropriate
action to continue to receive a share of bingo prize fees after January 1, 2020, pursuant
to House Bill 914.
Council Member Stinneford seconded the motion.

ITEM NO. 6. APPROVED SITE PLAN NO. 19-05-SP
Director of Planning and Economic Development Collins presented the item to the City
Council. He advised that the applicant, Glade Road Construction, Inc., is proposing to
initiate development on the southwest corner of Glade Road and State Highway 360 with
two lots containing a retail lease building and a convenience store with fuel sales. The
two lots located to the south along the frontage road will be developed at a future date.
Buffering between the buildings and the residential neighborhood will be between 15 and
20 feet in width. An eight-foot masonry wall will be constructed between the property and
the surrounding neighborhood. The Planning and Zoning Commission considered the
item on August 20, 2019, and recommended approval of the Site Plan by a 7-0-0 vote.
Abinaya Khatry, representing the applicant, was present to address any questions.
Council Member Bhojani motioned to approve Site Plan No. 19-05-SP, for a Commercial
Development proposed to be located on 2.66 acres of the Edward Taylor Survey, Abstract
No. 1550, Tracts WA and 1A2, located at the southwest corner of East Glade Road and
State Highway 360.
Council Member Price seconded the motion.

ITEM NO. 7. APPROVED SITE PLAN NO. 19-06-SP
Director of Planning and Economic Development Collins presented the item to the City
Council. He advised that the applicant, Hassan Family Trust, has purchased property at
424 and 426 West Euless Boulevard. A small retail building and a restaurant had been
located on this site for many years. Currently a vacant tract, the applicant proposes to
construct a 16,350 square foot two-story building. Mr. Hassan intends to lease the first
story for retail and the second story for a restaurant use. The Planning and Zoning
Commission considered the item on August 20, 2019, and recommended approval of the
Site Plan by a 7-0-0 vote.
Hassan Abdullah, representing the Hassan Family Trust, was present to address any
questions.
Council Member Bynum motioned to approve Site Plan No. 19-06-SP, for a Commercial
Development proposed to be located on on 1.025 acres of the A. J. Huitt Survey, Abstract
No. 684, Tracts 1 E1 and 1 E1A, located at 424 and 426 West Euless Boulevard.
Mayor Pro Tem Tompkins seconded the motion.

ITEM NO. 8. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 19-
08-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2227
Mayor Martin opened the public hearing at 7:36 p.m.
Director of Planning and Economic Development Collins presented the item to the City
Council. He advised that the applicant, Teddy Tshamala Lukebazo, Pastor, Ephrata
Ministries, intends to lease 2,000 square feet of vacant space at 414 West Euless
Boulevard. The New Lives for Old Church had previously occupied the same space after
receiving approval of a Specific Use Permit in 2016. There are at least 20 parking spaces
available to the church on Sundays when nearby Republic Tire is closed. The Planning

and Zoning Commission held a public hearing on September 3, 2019, and recommended
approval of the Specific Use Permit by a 7-0-0 vote with the following conditions..
1) Tied to the church pastor: Teddy Tshamala Lukebazo;
2) Tied to the church name: Ephrata Ministries, and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:38 p.m.
Mayor Pro Tern Tompkins motioned to approve Ordinance No. 2227, a request for a
Specific Use Permit on Andrew Huitt Survey Abstract 684, Tract 112B, 414 West Euless
Boulevard for a Place of Worship in Texas Highway 10 Multi-Use (TX-10) zoning district.
Council Member Price seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani

ITEM NO. 9. APPROVED EULESS DEVELOPMENT CORPORATION BUDGET
FOR FY2019-2020
Finance Director Jewell presented details of the proposed Euless Development
Corporation budget for FY2019-2020.
Council Member Stinneford motioned to approve the Euless Development Corporation
(EDC) budget for FY2019-2020.
Council Member Bhojani seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani

ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2228, ADOPTING THE CITY OF EULESS OFFICIAL OPERATING
AND CAPITAL BUDGETS FOR FY2019-2020 AND AMENDING
THE BUDGET FOR FY2018-2019
Finance Director Jewell presented details of the proposed City of Euless Operating and
Capital budgets for FY2019-2020 as well as amendments to the FY2018-2019 budget.
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2228, adopting the City of Euless Official Operating and Capital Budgets for FY2019-
2020, and amending the Budget for FY2018-2019.
Council Member Stinneford seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani

ITEM NO. 11. RATIFIED THE PROPERTY TAX REVENUE INCREASE
REFLECTED IN THE FY2019-2020 BUDGET
Finance Director Jewell advised that a separate vote to ratify increased property tax
revenue in the proposed budget is required by state law.
Council Member Bhojani motioned to ratify the property tax revenue increase reflected in
the Fiscal Year 2019-2020 budget.
Mayor Pro Tern Tompkins seconded the motion.

ITEM NO. 12. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Finance Director Jewell advised that public hearings regarding the proposed tax rate of
$0.4625 per $100 of assessed value were held on August 27, 2019, and September 3,
2019.

Council Member Stinneford motioned that the property tax rate be increased by the
adoption of a tax rate of $0.4625 per $100 of assessed value, which is effectively a 4.36
percent increase in the tax rate, by adoption of Ordinance No. 2229.
Council Member Stinneford clarified that, although the motion indicates that the tax rate
has increased, the City of Euless has either lowered or held the tax rate for 26 years.
However, the motion is stated in this manner to conform with state law.

ITEM NO. 13. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Finance Director Jewell advised that Ordinance No. 2230 adopts the tax roll from the
Tarrant Appraisal District.
Council Member Bynum motioned to approve the first and final reading of Ordinance No.
2230, adopting the Tax Roll for 2019.
Council Member Price seconded the motion.

Price, Bynum, Zimmer, and Bhojani

ITEM NO. 14. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.

Finance Director Jewell presented the item and reviewed the proposed rate changes.
She stated that the proposed rates would become effective October 1, 2019. Additionally,
she advised that the proposed adjustments to the current water and wastewater fee
structure are sufficient to cover the overall cost of operating the system and that the
proposed rates are based on the estimated rates provided by the Trinity River Authority
(TRA.)

Council Member Bhojani motioned to approve the first and final reading of Ordinance No.
2231, amending the City of Euless Code of Ordinances, Chapter 30, "Fees" and Chapter
86, "Utilities".
Council Member Bhojani seconded the motion.

Price, Bynum, Zimmer, and Bhojani

ITEM NO. 15. APPROVED RESOLUTION NO. 19-1551
Finance Director Jewell advised that Resolution No. 19-1551 authorizes the City
Secretary to publish a notice declaring intention to issue certificates of obligation in an
amount not to exceed $7,500,000 for public improvements to fire department facilities.
The actual amount of debt issued may be less than but not more than the amount
published.
Mayor Pro Tern Tompkins motioned to approve Resolution No. 19-1551, authorizing
publication of Notice of Intent to Issue Certificates of Obligation.
Council Member Bynum seconded the motion.

ITEM NO. 16. HELD PUBLIC HEARING AND APPROVED RESOLUTION NO.
19-1556
Mayor Martin opened the public hearing at 7:49 p.m.
City Secretary Kim Sutter advised that on November 7, 1995, the citizens of the City of
Euless voted to establish a Crime Control and Prevention District (CCPD) for an initial
period of 5 years. The citizens of the City of Euless approved the continuation of the
CCPD for an additional 20-year period at an August 2000 election. In accordance with
Chapter 363 of the Texas Local Government Code, the governing body of the municipality
that created the district may, after conducting a public hearing, request that the CCPD
Board order a continuation election to allow the voters to decide if the district, would be
continued for a period of time not to exceed 20 years.

The proposed resolution requests the CCPD be continued for a period of 20 years, and
that the CCPD Board order a continuation election be called for the May 2, 2020 election
date.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:50 p.m.
Council Member Zimmer motioned to approve Resolution No. 19-1556, requesting the
CCPD Board order a referendum on the continuation of the Euless Crime Control and
Prevention District.
Council Member Price seconded the motion.

ITEM NO. 17. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2226
Council Member Stinneford motioned to approve the first and final reading of Ordinance
No. 2226, reappointing Tim Murphy and Terri Pearce as Associate Judges of the
Municipal Court of Record to two year terms expiring September 30, 2021.
Mayor Pro Tern Tompkins seconded the motion.

City Manager
City Manager Getchell expressed her appreciation to the Directors and especially the
Finance Department for their efforts in drafting and preparing the annual budget.

City Council
Mayor Martin expressed her appreciation to all City employees. Additionally, she advised
that a brief memorial ceremony will be held Wednesday, September 11, 2019, at the 9/11
Memorial in front of the Fire Administration Building at 9:00 a.m.
