RFJ'0RTS REGULAR MEETING EULESS INNING & ZONING CONMI.SSION JULY 18, 1989 CALL TO ORDER The regular meeting of the Planning & Zoning Commission was called to order at 1 :29 .m. in the Council Chambers of Euless City Ball by Chairman Larry Ingram. PACE TWO, PI_aANNZNG & ZONING COMMISSION 1!EET1NG JULY 1£I 19Q CONSIDER PLATTING - AP-89-09 - COMBINED PRELIMINARY AND FINAL PLAT OF 1,011 1, BLOCK .A, MIDWAY CITY PARK ADDITION, 11.:321 ACRES, LC3C:A`.€°ED AT 300 WEST MIDWAY DRIVE Mr. Jwnes Knight, City I.'.riq ine?e r, reported that the city has been involved in constructing a new recreation center on this site over -t:he past veal At the time of planning the project, a number of issues came up concerning fire protection, storm water runoff, sanitary sewer, access. Also, it was `oti¢-d that the property had never been platted having been donated to the city'' by the Midway Fark homeowner's group. In order to build an a piece of property, it is a requirenent: that it be platted in wit-.'l the subdivision ordinance. PUBLIC: HEARING - #It:--89-04 - REQUEST OF UNITED PLAN EN'IFRPRISES FOR A SPECIFIC USE PERMIT FOR OU'11)O 3Ii STORAGE (NCI SCRZE MING) IN AN I-1 ZONE, 2.51 ACRES, GENERALLY 1A)C'.ATED APPROXIMATELY 300 FEET WEST OF F.M. 157, ALONG TH€? NORTH SIDE GE S. PIPELINE ROAD, .ALSO! KNOWN AS A PORTION OF TRACT 41i, A.M. DOWNEN SURVEY", A-4:15 Chairman Ingram explained the rules governing the public hearing and then declared the public tearing open.. Mr. Nick Ba.ssila, 500 E, Border, Arlington, presented the request or behalf at United plan Enterprises. Ise stated that the site plan needed to be corrected to reflect that it would be in effect until the year 20320 .instead of 1999. He explained that the property would be used for outdoor storage for individuals in the community; i.e, , boats, cars, vans, personal property, etc. , on a short term basis. The .surface would be grra.%e- and there would €e a fence around the property. They are considering L:;>.ing a loc.. & key system with each person having a key. There w-u .d be someone checking the :property twice a day and changing the lock at night to prevent: the property from being used :.after a certain time. PACE THREE, PLANNING & ZONING COMMISSION MEETING, JULY 1S, 1989 Chairman Ingram inquired way gravel was chosen and how they would control weeds. Mr. B• ssila stated that gravel was more economical and quicker to .lay down. weeds woi,.ld be controlled on a regular basis. Mr, l?_:ithloff asked if the applicant had another project; of this nature. Mr. Ba;>v,ila stated they did not. Chairman ingrain; .asked if there were any addit:i.onal. proponents. There being none, he asked for any opponents. There being none, he declared the public c hearing cl.c:sed. Mr. Dc ithloff asked Mr. Knight if there wm,.l.d be a control for storm drainage runoff. 'sir. Ynint:t stated that alai.:: is normialiy done with the p.l.atti,.ng process. Without�a building being constructed, there would not be a requirement for hire to plat.. --Members of the commission expressed concern ove r allowing this type use f _i 0 years and also felt that this type of use should require screening and a raved surface instead of gravel. It was the consensus of the commission th.at this was not the best use for this piece of property. Mr. Deithloff made a motion to recommend denial of WC-69-04 as presented. Mr. Zahn seconded the motion and the vote is as follows: Ayes. Messrs. Deithl.off, Zahn, Tyson, Ballinger, Owens and Ingram, Nays: None Chairman Ingram declared the motion carrier. IIT. REPORTS For. Rod Tyler informed the commissioners of a _'j a Z training course being held at CC3i3. Mr. 'Tyler also presented slides showing the amount of land zoned, occupied, and vacant for each zoning category. Iv.
