TEEN COURT ADVISORY BOARD MINUTES MEETING OF SEPTEMBER 5, 2019 STATE OF TEXAS § COUNTY OF TARRANT § CITY OF BEDFORD § The Teen Court Advisory Board of the cities of Hurst, Euless and Bedford, Texas met at 6:00 p.m. at Bedford City Hall on the 5th day of September 2019, with the following members present: HURST: Bien Camungol EULESS: Robin Edwards, Renu Sloan BEDFORD: Kathleen Toms TEEN REPRESENTATIVES: Hurst Council Liaison — Cathy Thompson Bedford Council Liaison — Euless Council Liaison — Eddie Price HEB Teen Court Coordinator — Mindy Eichorst HEB Teen Court Assistant — Also present: Hurst City Secretary — Rita Frick Euless Staff Liaison — Claudia Quintero Bedford Court Manager — Doug Campbell Hurst Court Manager — HEB Teen Court Teen Liaison - Bedford Administrative Services Director - MEMBERS NOT PRESENT: Lorrie Dickerson, Aaron Switzer, Moses Vakalahi, Diana Howard, Jeannette Cook, Phoenix Sheffield CALL TO ORDER Chairperson Kathleen Toms called the meeting to order at 6:01 p.m. with a quorum of four Board Members present. APPROVAL OF MINUTES 1. Consider approval of the following Teen Court Advisory Board minutes: a) June 6, 2019 Regular Meeting Robin Edwards made a motion to approve the June 6, 2019 Regular Meeting minutes and Renu Sloan seconded the motion and all were in favor. 2. Introductions No new introductions. OLD BUSINESS 3. Discuss and possibly take action on items as they relate to 2020 annual Teen Court Scholarship Gala. Chairperson Kathleen Toms advised that there were no available dates on any of the Thursday evenings in the month of April 2020 at the Hurst Conference Center, Advisory Board Member Renu Sloan had checked into the Texas Star Conference Center to see if there were any available Thursday evening dates in April 2020 and there were a few evenings. Thursday, April 23, 2020 was available and was a top choice for the Advisory Board Members. Teen Court Coordinator Mindy Eichorst advised she would go ahead and secure the date and the rooms at the Texas Star Conference Center with a deposit. Ms. Eichorst asked the Members about the food, specifically if they wanted a buffet or plated meal. Renu Sloan mentioned that she thought the plated meal she had at the Gala in April, at the Texas Star was a bit dry. She also mentioned maybe the buffet option might be a bit fresher. Vice - Chairperson Bien Camungol mentioned he did not have any issues with the meal and that the plated meal might be helpful if there is a time constraint. The Members decided to suggest the buffet idea to the Gala Committee. A suggestion to buy Gala tickets online as an option along with still being able to buy by check or cash was brought up at the last Advisory Board Meeting and Ms. Eichorst checked into it with the Bedford Finance Department. Ms. Eichorst mentioned that this could be an option but there will be a service fee of $4 per transaction that would be added to each purchase of tickets. Renu Sloan made a motion to have online purchase of tickets through Paypal as an option and Bien Camungol seconded this motion. All were in favor. NEW BUSINESS 4. Discuss and possibly take action on Teen Court Gala Committee and a date for a meeting. All Advisory Board Members present for this meeting: Kathleen Toms, Robin Edwards, Renu Sloan, and Bien Camungol have all said they would be on the Gala Committee. The next Gala Committee will be on Thursday, October 3, 2019 at 5:00 pm in the upstairs Conference Room at Bedford City Hall. 5. Discuss the Advisory Board attendance and commitment. Chairperson Kathleen Toms requested this item be added to the agenda. Ms. Toms mentioned there is not anything about commitment in the Bylaws. She then asked how could there be more specific explanation of what the Advisory Board Members do. Euless City Council Liaison Eddie Price explained that after an interested citizen fills out an application, they are interviewed and screened by their City Council, Councilman Price asked if the Advisory Board Members could come up with a "list" of different opportunities that could be utilized in the interview process to emphasize to the citizens the level of commitment is needed. Rita Frick, Hurst City Secretary, explained there is an 80% rule for attendance to meetings unless there is an extenuating circumstance (i.e. long-term illness). There was a suggestion of adding "Members Not Present" on the Teen Court Minutes and all Members present were in favor. 6. Discuss and possibly take action on a date for the next Teen Court Advisory Board Meeting. The next Advisory Board Meeting will be on Thursday, October 3, 2019 at 6:00 p.m. at Bedford City Hall. REPORTS Teen Court Coordinator Mindy Eichorst went over the Coordinator Report and also the Revenue and Expenditures of the Teen Court Scholarship Fund. ADJOURNMENT Robin Edwards entered a motion for the meeting to be adjourned and Renu Sloan seconded the motion an all voted in favor.
