Mr. Hill was adamantly against using another consultant an a task the
previous consultant had been unable to complete. is was seriously
concerned a.iout. Mr. Bout.vell getting paid for a job he strongly feels
will never be cotal`.i.ete. He further expressed that it was not the
Planning c& Zoning (.".Ciii1333i:ision's fault the adoption of the previous b•;ork
had not been adopted.
Mr. Knight explained that the previous worn done on the zoning portion
by the first, consultant had in fact been adopted, but not implameVed.

sioner's wanted done.
Mr. Ovens asked why Cortmdssicner's t1hemselves could not set a.

Mr. Tyler stated the previous consultant was only paid for work he had
completed. The portion remaining incomplete= was not paid for, leaving
monies left over originally. Mr. Tyler stressed this project was not

of r . He expla..;,ned the only retaining process for the 7on.tng portion
oias to be typed into the c'.ty' s corri. %liter, work done by the secretary
on staff, and the format; changed at that time.
Mr. '].y son stated he understood -this to be a conso.1-- .da.tion of all the
city's codes, making it an easier documeat for developers as well as
>ta.f and caftmiission's to handle and was impressed with the concept.
Mr. ingram was also impressed with the concept presented.
Mr. :-Till reiterated his :-lotion to table this item.
Per. Owens seconded the motion.
Chairman ingram suggested a vote be taken then have discussion between
the commissioner's, but then determined that ?fir. tioutwel.l .`hoE:,ld
continue his presentation before proceeding with ea v ,te on fir. Hills
motion. Mr. Boutwell advised Mr. that lit: had compicted his
presentation and was willing to <;uestions.
Discussion ensued between the Commissioner's as to what they would
actually be tabling because the presentation required red no action by the
Coumission at this time.

concerns with- this issue.
