He explained that no action would be required by this body, but he mold like to get the Ce,,mission' s feedback. Mr. Tyler staited at 1 /Ii-Y was purposing to update its Master Plan. Based on data received to date, massive changes were being proposed which i.mlmd.ed adding two (2) runways, alteration in vehicular traffic, a total redesigning of the terminals and a relocation ion of several other facilities. He stated the purpose of the report was to determine if the changes proposed in the U/FW Master Flan are consistent with the City of Euless' Land Use Plans and Policies. Mr. Tyler described how the Current General Future Land Use Plan of Euless, considered the current Airport Master Flan and aircraft noise exposure zones. He pointed out that the City had gone to great. lengths to impose land use and development controls in Aircraft Noise Exposure Zone "B" (i.e. , tl':ose areas deemed receiving significant noise from 1)/FW. ) iLmong the policies established by the C _y of Euless incl E:de assigning the area ads#_-icent. to 1-)11;-q to M-ul.ti-°family and Commercial, requiring built A noise attenuation if residential structures, requiring avigation agreements, and requiring more stringent development regulations and landscaping to offset the negative iiiip_;ct.. of ;.ow flying aircraft in the area. The report points out that these plans and policies meet or exceed €hose_e recommended by NCTC"OG and that all development within ,aircraft Noise Exposure 'Gone "B" complies with city plans and policies. `.€`h_.,:. report also describes the land Uses 4v!Udn the area, receiving the primary iFapiact from proposed operation., on Runway 16/34 West. Ile report points out that very little- of the existing land uses in the newly impacted area will be consistent with city land use and development policies within Aircraft Noise Exposure Zone Fizz " city policy discourages single family development in acne "B" and the operation of proposed Runw+"_i'v 16/34 West will }:lace over 750, single family units in conflict with this policy. Current city ordinances reTAre multi-family deveic_?pment. with Zone "B" to be constructed to specific noise attenuation require- ments f}i; which none of the multi-family units have beer. required to comply, thus, placing 764 multi-family Unit: in conflict with city building requirements.
