Chairman Bill. explained the rules governing a public is `tearing and -F77en
opened the public hearing.
.
Mr. Peter Kavanagh, for Sc.uthw£'stern Berl_ Mobile Systems, explained
that it Lwc`3s -the r desixe and intention, provided City approval, to
open a Mobile Telephone Switching Office (MTSO) to serve the `[`arrant
County area. The MT SO,, :hich would be on the far :Tester, portion of
the tract, will be accompanied byi office space, an antenna to
trai-tc:i3it telephone signals, a central storage :area., and a center for
technical staff who would maintain equipment located in other parts of
the system. They are i.'t.i.`c requesting Limited industrial (11A ) zoning
on the eastern portion (Tract 2) . A use similar to Southwestern B& .
Mob.--le Systems is'oL2ld arx- py this, if not SLLahwestern Bell. Mobile
Systems themselves,
Mr. Kavanagh responded to a question by the Commissioners regarding
the height of the microwave t_o wer by stating that: it L o-u a d be 150' .
This tower in; to interact with the only P%i° S' currently serving the
i etropl.e.x, located at. leiesti77orel.and and _-30 Iii Dallas. 'A'.'E;ere are
towers with heights of only 75' , but these serve a different function.
in order to have a clear path between the proposed M!T.130 and the
current facility in Dallas, 150' is thi:i m:i.ni.rrcu_m height needed. Mr.
Kavanagh also said that although he had not spoken with the Federal
Aviation Administration 'FAA) personally, a cons,al.tant had, and -tile
Qmer conforms with all FAA regulations.
The Commissioners questioned Mr. Kavanagh about tit;.' proposed second
floor an the drawings provided.
Mr. Kavanagh informed the Commission that this space would probably be
utilized as :,office space. Southwestern Bell Mobile Systems has
indicated they ;would possibly move the billing operations ti; this
facility froan the Dallas; location, but nc.-thing dig finite has been
established at this time.
PLANNING & ZONING COMMISSION, JUNE 5, 1991 , PAGE FOUR
Some discussion ensued between the Commissioners as, to Parking space
requirements now and in the future, especially if the billing opera-
tions tions portion of the company moved to this location at a Later date,
but it was determined t hia't ample parking would be available.
Mr. :i ngram expressed concern of the proximity of this proposed
development in relation to the school. and re i<ienti.al. neighborhood.
-.e.>. asked Mr. Kavanagb why this site had been chosen ratter than One in
the "industrial" area.
:sir. Kavanagh explained that this area was easily accessible, and the
elevation is higher than the "industrial" district. They have at-
tempted to be considerate to the surrounding area by placing trees and
shrubs in addition to the required 7' screening wall.. He said that
although this is not a "noisy" environment, the trees as ;yell as the
,Vctll would not only be a Visual. screen but StirC.:i3ld also serve as sound
absorption. he staff would consist of dispatchers that monitor the
system an a 24 hour basis. Wre would be maintenance persons during
day hours. but no maintenance crews after normal business I"1our;, -
thus, no substantial night i_1Cte activity. He felt that this area had
limited prospects in ge nera!t and Southwestern Bell Mobile Systems way'
willing tc: ;pork. with -the City in any way necessiary. Byers Avenue
;firmsuld be reconstructed and a cul-de-sac added; all truck traffic would
crater and exit via Byers to limit traffic iii the area around the
Southwestern Bell While systems has regue_.-ted I ne. eastern portion Of
the property be zoned L1 . Mr. Kavanagh stated
th i, was a more logical
category and would coincide with the facility pi',posed. Also, an Ll
category would give the P wuAng 'tic Zoning Cor- 1issii:i . site plan np-
pyoval for future use of this property.
`[h;7 -re being nco further questions for Mr. Kavanagh, Chairman :{ill
t:.t:'c'tii:lCed him for his presentation and called for any additional pro-
ponents.
T'hiere being none, Chairman Hill called for any opponents.
.`heree tieing none, Chai Y.man Hill closed the public hea3'ing and open:id
discussion between the Commissioners.
Mr. 71e ithlo f asked about the building that would be utilized a: the
warehouse.
Par. Kavanagh stated that Sii._m-th+tieste.rn Bel' Mobile Systems would be
willing to work with the City. There had been discussion at one point
of a metal building for war:ak;otusing, but nothing definite had beer.

The general consensus of the Commissioners itieit against a metal build-
%q; it ~:,'as determined that Sh.W.d this re<ue!_t be a.pp-o-ved, the
