PI AN FOR AL-KO SOUTHWEST ADDITION Mr. Dick 'Calvert, Calvert 6: Company Architects, presented the site plan for AI.--K,_3 Southwest, as required in all l:! Zoning Districts. Mr. Calvert informed the commission that the City Council merti.oned that the property to the north carries a zoning; of CUD for multi-family; so a screening fence would be required between the two differing zoning PlanD%5 & Zonin Commission, July 34 1990, Page Four categories. ?fir. Calvert requested he C`.au-iiiission defer the . e i-ir ment of the screening fence until residential development occurs on the adjacent property. Al-Ko outhwesf has no problem erevoin< a screening fence once this property develops, (for their liability reasons as well as City requirements) ; however, they believe it is an unnecessary expense at this time. Mr. Tyson made _3 motion to approve the site plan for F1 -Ko Southwest, as presented, with t?-}i:e stipulation that the required screening "fence be erected at the time = residential development occurs adjacent to this property. SPECIFIC USE PERMIT REQUEST BY DIMABLE SPECIALISTS, INC., PDR A SPECIFIC USE PERMIT FOR INDOOR CUMMERCI.AL AMUSEMENT; GENERALLY LOCATKD AT 100 E. MIDWAY DIVE Mr. Little, for Durable Specialist, Inc. . explained this re i,est is for an indoor soccer facility which will be rented to leagues to e:. nduc t indoor games and tournaments. Mr. :little stated that at he- visi.tUd a similar facility in Addison and observed three teams playing and only three cars in the parking lot. Most of the tra.f..f.ic would be parents dropping off and picking up the players. The i:uil.di.:zg will be an attractive and h.arrre:nious addition to the area; a seven foot 17 ) screening fence will be provided between the building and the residential ;neighborhood. to the east. Ample light ing would be provided at a height lower than the fence to avoid inter- ference with the neighborhood. Chairman Ingram called for additional proponents. €'here being none, Chairman Ingram called for any opponents. Mr. `t'roy Manuel, 413 Rambling Lane (Lot. 1, Block C), stated he was not opposed to the use or the zoning, but wanted the City to be aware of problems with the storm drainage in this area. He was concerned that. with another building ing going in, the drainage problem will worsen; his property has flooded numerous times from this drainage problem. He also scanted to know the hours of operation, if an ri,asement would be provided to keep patrons from standing on cars in this parking list and coming over his fence and into his pawl, and hose much traffic was anticipated. Ms. Maggie Schill.;.ngforu, 202 Rambling Lane (Lot 6, Block , stated she was not opposed to the zoning or this type of recreational facil-- i.t.y. Her concerns were with the parking tut being on this cast: side of the building. She preferred to see the lay-out "flipped," so the parking lot would be on the west side of the building, not adjacent to the residents. Additionally, she .believed the wilding would be a noise buffer, more ae sthetically :leasing, and would maintain a consistency with the other businesses in this area ( _.e. , parking in front of building). Mr. Wayne Vice, 409 Rambling Lane, and Mr. Mike Ballard, 405 RaFttiing Lane, both expressed concern with the parking facility o . the Fast side of the building and requested the Commission consider `(flipping" the b-uilding and parking arrangement on the site plan prior to ap- proval. :sir. Francisco Fuenzalida, 201 Primrose, expressed concern with pos- sible liquor sales, the company's longevity, etc. , stating he needed to know more abort the company.
