Mr. Pat Atkins stated he was with Tipton Engineering, consultants n+ts ito
Mr. `.i.'homp=%on yFiY.wis 111, o6 rm' r of the props-)sed Rustic Oaks Estates.
Addition.. He explained that the major constraint is the Little Bear
Creek which runs -LhrCtugh the western portion of this property. Mr.
Atkins stated that 38 acres have been planned and proposed for
single--fru'iily residential (R-1) use corsisting of 137 lots. The
remainder of the property is to be utilized as commercial use. Mr.
Atkins stated that much time has been spent with City staff so that
the R-1 district requirements would be met.. He also advised that he
felt all City .staff concerns had been addressed and :net.
" r. Purvis, owner of this property, addressed the Cori:nission, stating
that tTe long range desire of his family was to have a regional.
ti{spping facility and residential dwellings in this as r:n. Be ::traced
the purpose of his addressing the Commission was to show how this type
of shopping facility Mould accommodate and complimei:t a single-family
.esident.i_al district at this location. He stated the Harringtons
owners of approximately .110 acres :north of this property, have been
arof,: )t.i.ng' tlrvi. land as a site for a shopping mall. The southern
section of this property is already .zoned commercial. The property to
the west of the proposed addition_ has no plans at this time. 19e
stated that the Harringtons as we.l.l as himself have worked at getting
Trinity River Authority t TRF lines in and helped yet Cheek Spargi-Ir
and Mid-Cities Boulevard built. He advised that he felt the access
from C.H. 121 would service a shopping center well.. Per. Purvis stsated.
that if the Rust=ic oak.' Addition wore 'approved, ?°`r. Ike Harris would
he the buyer of this property.
Mr. Atkins asked the Commission if they had any questions concerning
this repl.a.t.
Mr. Owens asked if the dra:ii age questions were answered in detail or
if proposals only were given.
Mr. Atkins stated that. City staff had concerns about the drainage
problems of Little Rear Creek and how it would affect this Addition.
lie stated that the portion most affected is not proposed to be
residential. The City staff asked that `llipton Engineering pT•:_3vide
detailed informati:an on the drainage basin. lie said that a flood
study was done by Br. Ca`fey, from 11'TA, which identified t1 he regicn
n-aced. on in--.proved conditions of charnelization and a few other .items
which occurred in the area. The process of review is now underway.
The staff asked Tipton Engineering to provide an update of the
conditions of Little Bear Greek in the western region a.l.l th.e way
downstream. He stated this woul:I be quite extensive as Little Bear
Creek goes a long Spay. The study was also to show what water surface
elevations would be based on fully developed conditions to the West.

Mr. Atkins scat d that all items have been addressed except for t<:e
flood study, and they are wai.t.ing a::n the Corps of Engineers` analysis
before add.re;; sing that issue.
Mr. Zahn read the 12/3/90 letter from 'NIPtoi-1 Engineers to the P & Z

Mir. Balsinger asked where the drainage system ;could end. He stated

Mr. Zahn stated his concern was also the drainage issue. He stared
that he would also like definite answers rather than promises.
Mr. t3als i.nger stated his concerns were the same as the other nioi djers' .
Mr. Owens stated his concerns were the some, including the reed for a
staff engineer at the meeting to answer questions. He stated that he
did not ;want another drainage problem to occur like the one by Arena
Athletics.
Mr. Atkins stated that the Euless City Ordinance and, ^EMS a-lows
filling to the flood plain. In this proposed preliminary p.l. "at t e

is minimal reclamation at the fringes of the flood plain. Fie stated
that once the ultimate elevation is established, their commitment
will be they same minima- reclamation .n.tcs the flood fringe. The
development plans were to preserve as :such of the tree masses as
possible in the residential portion and to fill only the area
necessary to get the required elevation and to beep as i31;.Fch as
possible in its natural condition.
'fir. Atkins stated that if the Commission would t:eel more comfortable
to _Teal' his issue when Mr. McKanna, staff engineer, could be Present,
he would respectfully request to table the issue until that Lime.
Mr. :fill stated that .i.f a dote was called for at this tins, he felt it
would be turned down. He suggested it be tabled until. :fir. McKanna
could be at the meeting and at which time the :issues in question could
be addressed.
Mr. Owens stated that when an issue is tabled, it usually ?::ones `,Jack
in the same form. He suggested that this preliminary plat be turned
down and resubmitted omitted of ter it had been "cleaned up".
Chairman dill asked the Commission if they fel.t a compromise could be
reached.

Chairman Hill stated again that if a vote was called for, he felt it
would be denied. He stated that Mr. Atkins could withdraw or a vote
could be called for.
Mr. Atkins requested to withdraw this preliminary plat and advised.
that he ,Ir.ul.d resubmit at. a later date.
The request was granted and a 10 minute recess was called.

Piz•. Crary Adams, 526 Hiines, Euless, Texas, stated tha'_- he liven

the a. .e r-onditac�ns which a pool. ha1A_ would impose upon the
neighborhood. He stated that at the present tine, many people already
throw trash and beer cans in the yards located behind this site. Mr.
Adams stated t}tat f,-,..DT 31 i.1 .t>att fixperiences aS a police of .+:-r
1.found this type of business attracts d.i.srep3tab .<:. clientele and he was
concerned about the saf _ty :_3f his falmily and the noise that would be
gen r,at_ed if this type of businegs, was allowed. He stated he felt
this type of business l(.ight be more appropx iate in another {-c lion of
the city.

the Commissioners.
Mr. Balsinger stated that this was a nice biisiness idea; however, be
felt a different- location would be more. suitable.

not in favor of the billiards parlor at tliis location.

Chairman Hill called for a motion.
Mr. Halsinger made a motion to deny ZC 490--08.
Mr. Tyson seconded the motion and the cote was as follows.
Ayes: Hill, Owns, Halsifger, Zahn and Tyson.
Nays: .done
Chairman Hill declared the motion carried.
Chairman Hi11 explained to Ms. Wesson that this is not the 2di::al
location for a billiards parlor and that Euless would openly approve
this type of haziness if the right location could be found.
REPORTS AND ADJOUMRNMENT
Mr. Ba.ls i.nuer requested that his appointment to the Commission not be
renewed as he had been appointed Chairman of the Recycling Committee.
