EULESS CITY COUNCIL
Tuesday, September 24, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:33 p.m. on Tuesday, September 24, 2019, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tern Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Perry Bynum,
Harry Zimmer, and Salman Bhojani.
During the Precouncil meeting:
Mayor Linda Martin expressed her appreciation to Mayor Pro Tern Jeremy Tompkins
and Council Members Eddie Price and Perry Bynum for attending the First United
Methodist Church groundbreaking held Sunday, September 8, 2019. Additionally, she
expressed her appreciation to City staff for hosting a wonderful Quarter Century
Dinner held Friday, September 13, 2019.
City Manager Loretta Getchell advised of several upcoming events, including:
• Saturday, September 28, 2019
o Trinity GAP Club's Petpawlooza, Glade Parks Plaza, 11:00 a.m. to 2:00 p.m.;
o Euless Citizens Police Academy Alumni Association (ECPAAA) Barbecue
Fundraiser Dinner, Euless Senior Center, 6:00 to 8:30 p.m.;
• Tuesday, October 1, 2019, National Night Out, 7:00 p.m.;
• Saturday, October 5, 2019

City Manager Getchell reviewed the regular agenda.
Director of Parks and Community Services Ray McDonald presented the Parks and
Community Services update including improvements to parks, the demolition of the
Wilshire Pool, the Summer Youth Work Program in cooperation with the Hurst-Euless-
Bedford Independent School District (HEB ISD), Euless Summer Adventure Camp,
and special events.
Director of Planning and Economic Development Mike Collins provided the
Development update, including residential and commercial development.

RECESS FOR CRIME CONTROL AND PREVENTION DISTRICT MEETING
Mayor Martin recessed the Precouncil session for a Crime Control and Prevention District
meeting at 6:00 p.m.
The City Council reconvened into the Precouncil session at 6:07 p.m.
Finance Director Janina Jewell presented the Financial update for the period ending
August 31, 2019.
City Manager Getchell advised that a citizen has requested to be placed on the
October 8, 2019 City Council agenda to discuss the temporary concrete batch plant
located in the Villages of Bear Creek Park.
CLOSED SESSION
The City Council convened into closed session at 6:32 p.m. for deliberation regarding the

The purchase, exchange, lease or value of real property as authorized by Section
551.072 of the Texas Government Code related to:
• Cresthaven Addition
Mayor Martin recessed closed session at 6:37 p.m.

PLEDGES OF ALLEGIANCE
Council Member Perry Bynum led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
OCTOBER
Director of Parks and Community Services Ray McDonald and Recreation Center
Supervisor Sonja Howard introduced Special Events Coordinator Chance Boyd. Chance
was accompanied by his wife, Dominique, mother, Debbie, mother-in-law, Monica
Ptomey, father-in-law, Jim Ptomey, and members of the Parks and Community Services
Department.
Mayor Martin presented Chance with a plaque and certificate commemorating his
selection as employee of the month for October 2019.
ITEM NO. 2. PRESENTATION OF EMPLOYEE SERVICE PINS
City Manager Loretta Getchell introduced Director of Parks and Community Services Ray
McDonald. Ray was accompanied by his mother, Katie, father, Ray, girlfriend, Dawn,
and members of the Parks and Community Services Department. Mayor Martin
presented Ray with a service pin and clock commemorating his 25 years of service with
the City.

Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 3
through 7.

ITEM NO. 3. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE AN
AMENDMENT TO A COMMERCIAL LEASE
Authorized the Mayor to negotiate and execute an amendment to a commercial lease
with U.S. Concrete, Inc., 311 North Main Street, Euless, for use of a City owned building
located at 201 West Euless Boulevard, Euless. The City owns the former Fire Station
No. 3 located at 201 West Euless Boulevard, which is currently being leased and occupied
by U.S. Concrete, Inc. The current lease expires on September 30, 2019.
ITEM NO. 4. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN ENGINEERING SERVICES CONTRACT
Authorized the City Manager to negotiate and execute an Engineering Services Contract
with Elliott and Hughes, Inc., 1001 West Euless Boulevard #214, Euless, relating to the
Capital Improvements Plan Project Management. Due to an increase in work in the City
Engineering Department, there is a need for a contract professional engineer to assist in
the review and coordination of upcoming CIP projects. Work would be performed on an
as needed, hourly basis.
ITEM NO. 5. AUTHORIZED PURCHASE OF LIBRARY AUDIO/VISUAL
EQUIPMENT
Authorized the purchase of audio/visual equipment, installation, design, and training, for
the Mary Lib Saleh Euless Public Library, through Digital Resources, Inc., 2107
Greenbriar Drive, Southlake, and is provided through The Interlocal Purchasing System
(TIPS) Contract No. 171001. The estimated expenditure is $346,884.84.
ITEM NO. 6. AUTHORIZED PURCHASE OF AUTOMOTIVE AND EQUIPMENT
TIRES
Authorized the purchase of automotive and equipment tires from Republic Tire and
Supply, 125 North Vine Street, Euless, through the BuyBoard Cooperative Purchasing
Program. The contract will be for a one-year term with the option to renew annually. The
estimated expenditure is $70,000 and is based on an as needed basis.

ITEM NO. 8. APPROVED A REQUEST FOR A TEMPORARY USE PERMIT NO.
19-12-CC
Director of Planning and Economic Development Mike Collins advised that St. John the
Baptist Greek Orthodox Church is seeking a Temporary Use Permit to host its' annual
Mid-Cities Greek Food Fest on the church grounds. The Church has coordinated with
several City departments including the Police and Fire Departments as well as the Public
Works Department.
Cynthia Pursley, Festival Chairperson, was present to address any questions.
Council Member Bhojani motioned to approve Temporary Use Permit No. 19-12-CC, for
a Greek Food Festival to be located on Alexander and Cullum Subdivision, Lot 6R and
Lot 7R, 303 Cullum Drive, for four consecutive days, beginning on October 17, 2019 and
concluding on October 20, 2019.
Council Member Price seconded the motion.

Price, Bynum, Zimmer, and Bhojani

Mayor Martin declared the motion carried.
ITEM NO. 9. HELD PUBLIC HEARING FOR SPECIFIC USE PERMIT NO. 19-
07-SUP AND APPROVED FIRST AND FINAL READING OF
ORDINANCE NO. 2232
Mayor Martin opened the public hearing at 7:18 p.m.
Director of Planning and Economic Development Collins presented the item to the City
Council and advised that Double Nine Investments first received approval of a Specific
Use Permit for an Assembly Use in 2010, and a renewal in 2011. Since 2010, the site
has been in continuous operation as an event center/banquet hall. The total area of the
internal space is 14,500 square feet. No issues or complaints about any issues, including
parking or noise, has been brought to the City's attention during the years that the
business has operated.
Since 2017, a company doing business as Events of Your Dreams, has managed and
operated the facility on behalf of Double Nine Investments. The company is now seeking
to own the event center/banquet hall business outright, transfer the building lease to
Events of Your Dreams, and control the Specific Use Permit and Certificate of
Occupancy. Additionally, the Planning and Zoning Commission considered the Specific

Use Permit on September 3, 2019, and recommended approval by a vote of 7-0-0 with
the following conditions:
1) The Specific Use Permit is tied to the Property Owner: Stephen Cain;
2) The Specific Use Permit is tied to the Business Name: Events of Your Dreams,
LLC; and
3) The Specific Use Permit may be revoked if one or more of the conditions imposed
by this permit has not been met or has been violated.
Mr. Collins advised that the applicant, Stephen Cain, was present to address any
questions.
Mayor Martin asked to hear from any proponents followed by opponents of the case.
There being none, Mayor Martin closed the public hearing at 7:20 p.m.
Council Member Bynum motioned to approve Ordinance No. 2232, authorizing a Specific
Use Permit on Glade Crossing Shopping Center Addition, Block 1, Lot 1 R1A, 101 West
Glade Road, Suite 102 for an Event Center/Banquet Hall in the Community Business (C-
2) zoning district.
Mayor Pro Tern Tompkins seconded the motion.
Ayes: Mayor Martin, Mayor Pro Tern Tompkins, Council Members Stinneford,
Price, Bynum, Zimmer, and Bhojani
Nays: None
Mayor Martin declared the motion carried.
ITEM NO. 10. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2233
Director of Planning and Economic Development Collins advised that the City Council
approved the Mid-Town Planned Development Zoning District through Ordinance No.
2072 on June 23, 2015. Centurion American Development Group (CADG), the Master
Developer of the renamed Founders Parc development, has requested that the City of
Euless vacate and abandon the portion of public right of way on the south side of Villa
Drive which was dedicated by the developer to become part of a cul-de-sac. CADG owns
the property on the abutting side of this portion of Villa Drive. Therefore, if the City Council
approves the abandonment, the former right-of-way reverts to CADG.
Council Member Stinneford motioned to approve Ordinance No. 2233, approving the
vacation and abandonment of a portion of Villa Drive as street right-of-way.
Council Member Bhojani seconded the motion.
