Chambers of the Euless Municipal Building. MINBERS & STAFF PRESENT HERS ABSENT Jack Hill John P.eithloff Billy Owens Carl Tyson Ron Young George Zahn John Craig, Director of Development Rod W. Tyler, Assistant Director of Development Paul Kruckemeyer, City Engineer' Jean Harris, Staff Secretary PLEDGE OF ALLEGIANCE The Pledge of Allegi-Ance was led by Mr. Carl Tyson. INVOCATION The invocation was given by Mr. Billy Owens. APPROVAL OF MINUTES The Minutes of the May 7, ..1.991, Planning & Zoning Commission meeting were approved as written. I, ZONING CHANGE #91-07ZC - CONS=IDER REQUEST OF JOSEPH NAZARRO AND ST. ANTHONY ASSOCIATION FOR A CHANGE OF ZONING FROM C--1 AND PD (WHOIXSALRIDTSTRZBU TION) TO PD (WHOLESALE/DTSTRIMION) AT 1001 S. MAIN, EXPRESS SKATE SUPPLY Mr. Walter Elliott Elliott & Hughes Engineers, was present representing applicant Joseph Nazarro. He advised that the, proposed zoning change :included an addition to the present building of 18,560 square feet and a larger parking lot. He fEurther advised that deliveries and pickups would be made by way of Trinity Boulevard. Mr. Bill_ Paste=ur spoke in favor of the zoning change, advising lie was representing the Knights of Colunbus who is selling the property to Mr. Nazarro for the expansion, Chairman Hill asked for other proponents. There being none, Cha:i-rman Hill asked if there were any opponents. There being none, he closed the public hearing and asked for discussion among the Commissioners. PLANNING AND ZONING COMMISSION, MAY 21, 1991 - PACE TWO Questions were raised by the Commissioners concerning landscaping, overnight parking, the location of the :loading dock, maintenance of the property, sprinkler system for landscaping, fencing, overhead doors, and facade on the front of the building. Mr. Nazarro, applicant, advised the Commission that he had proposed landscaping including a combination of shrubs and trees. He stated that he wanted the location to be pleasing to look at. and that he wanted to keep a low profile. He also stated that the landscaping would have a sprinkler system; therefore, raking maintenance of the landscaping easier. He further stated that the overnight_ parking allowed was for the residents of the nearby apartments, not vehicles making deliveries or pickups at his place of business. Mr. Nazarro advised that the location of the loading dock shown in the plans was the only .feasible location. He added that the loading dock would have overhead doors for easy loading and unloading of trucks. He stated that the facade on the front of the building would include brick or stone. He also stated that he would have an area for outdoor storage and would have a screening fence on three sides of We property. Mr. Nazarro advised the Commission that he wanted the City to be completely satisfied with his location including the building, landscaping, and outdoor storage. He stated that he wants to be are asset to the City, that he likes this location and plans to be Mere. for many years. Mr. Owens moved to approve the zoning change request with the following stipulations: The trees and shrubs proposed in Landscaping ,areas 1, 2, and 3 be shown on proposed plans 5° screening fencing on three sides of the property be shown Stone or brick facade on front of building Y Maximum height of outdoor storage no more than the height of the screening wall Truck traffic serving the site be routed to/from the south No overnight parking of trucks Correct metes and bounds on submitted plans ^ All stipulations be shown on submitted plans prior to City Council consideration PLANNING AND ZONING COMMISSION, MAY 21 1991 - PAGE THREE Mr. Zahn seconded the motion and the vote was as follows: Ayes: Messrs. Owens, Zahn., Tyson., Young, and Hill Nuys: None Chairman Hill declared the motion carried and adjourned the meeting to the Conference Room to furt.her discuss the General Future Land Use Plan at 8:35 p.m. II. REPORTS Rod Tyler advised the Commission that the local chapter of The American Planning Association was sponsoring a training class for Planning & Zoning Commissioners on Monday, June 2, 1991, in White Settlement and asked if the Commissioners were interested in attending. He further advised that if the Commission chose to attend this training class, the Commission could meet at City hall and ride over together in a City van. It was the consensus of the Commission to attend the training class and cancel the regular meeting of June 3, 1991. ILL. DISCUSSION OF THE CITY'S FUTURE LKNDASYPIAN The Commission asked Rod 'Tyler to pent together an Agenda for the Commission to follow in the process of proposing charges to the City's Future Land Use Plan. Rod Tyler advised that he would make an Agenda and that he would also check with ether cities in the area to get copies of their comprehensive plans.
