JUNE 18, 1991
The regular meeting of the Planning & Zoning Commission was called to
order by Chairman Jack Hill at 70:35 p.m. , in the Council Chambers of
the Euless Municipal. Building.

ELECTION OF OFFICERS.
Chairman Jack Hill opened the floor- for nominations of officers.
Mr. Deithloff made the motion 'Lo re-elect the present officers; Jack
Hill as Cha.irm n, George Zahn as nice Chairman and John Deithloff as
5ecretarv.
Mr. Young seconded the motion and the vote fo-r officers was as
i•ollows:
Ayes: Commissioners Owens, Maloney, Deithloff, Young, Hill and Tyson
Days: None
Chairman Hill declared the motion carried.

#P-91-07 - CORRECTED PLAT OF LOTS 23 & 24, BILK E, WESTPOINT
ADDITION
Mr. Young sated that the bearing on one of the Lots looked to be off
by one second and that the lot numbers in the City approval block
need to reflect the new lot-, numbers rather than the old ones.
Mr. Tyler advised the Commis:siLon that lie would ask the surveyor to
check they work and correct it where necessary.
Mr. Young made the motion to approve P-91-07, the co-r-rected plat: of
Lots 23R & 24R, Bl.oMk, E, Westpoint Addition, with the corrections to
the approval block and verification of the lot bearing.
Mr. 0-wens seconded the motion and the vote was as follows-.
Ayes: Commissioners Owens, Maloney, Deithloff, Young, Hill and Tyson
Nays: done
Chairman Hill declared the motion carried.
III.
ZONING CHANGE 091-09-ZC - CONSIDER THE REQUEST OF HBF UPRISES FOR
A CHANGE OF ZONING FROM PD (PLANNED DEVELOPMENT FOR RETAIL/OFFICE) TO
PD (PLANNED DEVELOPMENT FOR GOLF DRIVING RANGE WITH PRO SHOP AND

DRIVE
Chair--Ban Hill explained the rules governing a public hearing and then
opened the public hearing.

Mr. Walter Elliott, of Elliott. & Hughes Engineers, was present
representing Harvey Fanning, Aryan Anderson and Richard K. Craig. He
advised that the proposed zoning change requested would include a golf
driving range with pro shop, restaurant, chipping green, tee area and
an 18-hole putting course. An 11 ,000 + sq. ft. club Douse with Locker
rooms is being planned and will :include over 190 parking spaces. This
will be a fall service, 24-hour operation for semi-pro golfers. There
will be overhead lighting in the parking lot and tee area with bunker
.lights in the greens area. A landscape berm is proposed along the
east and south property lines which will include shrubs, trees and
flowering plants.
During a lengthy discussions the Commissioners expressed concern with
the club house not meeting they masonry requirements. They stated that
if the club house was built of wood and painted, and later the
property was sold and the facility was not properly kept. tip, the
maintenance requirements would not be enforceable. Commissioners were
also concerned with the lighting of the facility and warted to make
sure that the l.ight:i.ng, would not bother adjacent homeowners. The
applicant advised that all lighting be indirect lighting except over
the tee area and parking lot. This lighting should not bother
adjacent property owners. The Commissioners also expressed concern
with strain golf balls going onto adjacent property and were advised by
the applicant that a screening or netting would be installer; for the
protection of the homeowners if the need arose. The screening could
be a green mesh which would be installed along, the trees and shrubs
and would blend in the with the surrounding greenery. The
Commissioners mentioned that the plans call for the drainage channel
to have a concrete bottom and asked if this was needed. Mr. Elliott
advised the Coim�issioners that this was put into the-. plans but the
applicant wants the channel to remain in a semi-natural state.
Chairman Hill asked for other proponents. There being none, Chairman
Hill asked if there were any opponents. 'Iliere being, none.. he closed
the public hearing and asked for discussion among the Commissioners.
After much discussion, ter. Young moved to approve the zoning change
request subject to the following:
1. That staff recommendations #,k1, #2 and #3 of the staff
letter: from Rod Tyler dated June 13, 199:1 be met.
Require a note be placed on the Development Plan
stating that upon written request f rom the City,
,
protective netting or screening will be paced along
the perimeter of the property. Such netting or
screening is to be located a minimum of 20' from the
property line and be of sufficient height to
intercept any stray golf balls.

Require the plan be amended so that the landscaped
berm along the east property line is extended in
front of the south property line and the east side
of the park.
Same as recommendation number I.
2„ That all. references to the sizing of the drainage
facility be removed from this plan so as properly sized
upon a detailed drainage analysis.
3. That the elevations of the club house and maintenance
building shown by the applicant be made a part of this
development pear:; that the exterior facade of the club
house be painted wood and/or masonry; and the
maintenance building be of masonry or vinyl siding on
masonry.
4. That a note be placed on the development plan stating
that upon written request from the City, the applicant
Will make whatever adjustments are necessary* tO the
Iighting, so as to reduce the impact to the adjacent
homeowners.
5. That all charges need to be. made to the plans prior to
this item being considered by City Council.
Mr. Deitrloff seconded the notion and the vote was as :Follows:
Ayes- 'Co-r.-:iissioners Owens, Deit.h7.off, Tyson, Young, Maloney and Hill
Nays: Alone
Chairman Hill declared the motion carried.

#91--10-FV -- REQUEST OF SOVEREIGN HOMES FOR A VARIANCE TO THE FFXCE
ORDINANCE ON IDT 79, BLOCK A, ARBOR GLEN ADDITION
Chairman hill. :stated the rules governing a public hearing and opened
the hearing.
Mr. William S. Dahlstrom with the firm of Akin, Ctnytp, Strauss, Hauer
Feld, was present representing the prospective buyers, Mr. and Mrs.
Mark Ur:iff.in. He advised the Commiss:.ones ;.fiat the fence setback
should not apply because these are private streets. He stated that

slave to the shape �f the i.s;t, the :fence needs to be. constructed closer
to the street. He explained that they ad worked out an equitable
solution that they throijgh the property owner at 500 Arbor Creek Drive
and the buyer of this house could live with. Ilie explained that an
analysis of the site had been done by his traffic cortsultant and had
determined that if the fence were set beck from the property line a
minimum of 8' , the driver of a car backing out of the driveway at 500
Arbor Creek Drive could see past the fence. and still riots have any
portion of the car extending out into the street. He further stated
that a chain link fence would not be suitable due to all other fences
in the neighborhood being of wood construction.
Chairman Bill asked for ether proponents. There, being stone, Chairman
Hill asked if there were any opponents.
Ms. Marilyn Dickinson, 500 ,Arbor Greek Drive, advised the
tai»anissioners that she -Is against the variance at 464 Arbor Creek.
Drive due to visibility being greatly impaired when backing from her
driveway. This presents a danger to Herself and her mother w;ho lives
with her. . She mentioned that cars exceed the speed limit which
presents a hazard to all residents in the area. Ms. Dickinson
presented the Cs»stission with some pictures she had taken of the
proposed fencing.
Chairman Hill declared a 5 minute -re:cess and invited those interested
in viewing a video tape regarding this item into the Conference Roam.

Mr. Mel. Harrison, 420 Arbor Creek Drive, the president: of the-
homeowners association of !arbor Glen, also opposed. the .fence variance.
He states{ that vehicles do exceed the speed limit in this area and
there has been a concern for the safety of residents for a couple of
years. He further stated that if the fence is constructed, it would
hinder the visibility.
Chairman :Till closed the public hearing.
After much discussion., Mr. Owens mop*sad to deny the fence variance.
M. s. Maloney seconded the motion and the vote was as follows:

Pays; Commissioners Young, Hill and Tyson

After further- discussion, Mr. Young made the motion to approve
#91°10-.FV a variance to the fence ordinance for 464 Arbor Club Lane,
Block A, Lot 79, Arbor glen Addition subject toe th.e fence at the
corner of the house: on Arbor Creek drive not extend past the corner of
the house; that it continue easterly to a point where it is 9 fret
from the back of the curb, or 8 feet from the property lime; that at
that point to be 2 feet from the comma-on .lot line between Lots :9 and
Lot. 80 at which point. a 2' x 2° corner clip would be provided. This
would make the fence set back along the common property line of hots
79 and 80 a distance of 11 feet from back of curb or 10 feet from the
property life. The ensuing clip can either be rounded or struck toff
on a straight lime.
Mr. Owens seconded the motion and the vote was as follows:
Ayes: Commissioners Owens, Maloney, Young, hill and Tyson
Nays: None
Mrs. Hill declared the motion carried.
Chairman Hill advised that due to the lateness of the hour, the other
items for discussion would be postponed until the meet.i.ng of July 2,
1991 .
There being no further discussion, Chairman Hill adjourned the meeting
at 10:17 p.m.
