The Pre-Cmwdssion neeting of the Planning & zoning Ommission was
called to order by Chairman Jack Hill at 6:00 p.m., in the Conference
Root of the Euless Municipal Building.

No visitors were present for the meeting.
The minutes. of the October 1, 1991, Planning & Zoning rxmission
reeting were approved as written.
Assistant Director of Developwnt Rod Tyler briefed the Camnissioners
on cases whisk± are scheduled to be heard. Iny the Zoning Bid of
Adjustment on October 29, 1991. The first is a request of Sandl.i.n
Homes for a variance to the 251 street front yard and 251 stmt side
yard setbacks at 2200 Jonathan Cotzt due to th- property's shape and
slope. The second variance request is to allow lion of the
F,stelle Ibasani.c Lodge for classroom. Mr.`. Tyler also stated: that the
Zoning Board of Adjustrent will hear a. variance to the sign ord.ina.:v�:e
for the new pawn shop, located at 803 S. Industrial Boulevard.
Director of Development, John C..raig, advised the Comi.ssi.oners that
the We—stern Hills inn has a buyer and is wanting to convert the hotel
into a senior citizens how along with a park area. The applicant
hopes to have everything in order the first part of November.

Assistant Director of Developrent, Rod Tyler showed the Comissioners
some overhead transparencies regarding the Thoroughfare System =- d
what impact thoroughfare system have on land uses in the area. The
first transparency viu . Day the Ccoyd ssioners was concerned with Land
Use - Trips - Travel Needs _ Travel Facility - Access - Lai -value and
how these interrelate with each other. Land use is what creates
trips; trips gemerate travel need and travel facilities; ox.<;e the
facilities are in place, the increased amass to the property
increases the land value; the land value, inturn., impacts the use of
the land, etc, nds is a continuous cycle.

The discussion of where churches should be located was mentioned,
noting ng that in the past most churches were located in the local

Mr. 'Tyler stated that schools are built based on the nor of chil-
dren within districts, but due to the drop in the number of children

include Main Street, Gl,--4p, Road, Ham. Road, GVDestparlc Way and Raider
Drive and consisting of four lanes. minor collector streets were
idmtified as Baze Road, Midway Drive, Ash Lam, A ansas, Sys,
Wilshire and Marlene
Mr. 'Tyler advised the Comissiorers that they would work in fps at
the next scheduled meeting to allow them to identify land use Wiles
