Assistant Director of Developrent, Rod Tyler, discussed with the C nnhssione...rs
again the classification of major and minor axteries, collector streets and how
marry lanes each generally consists of. `Ill1e Oammissioners discussed which
streets should serve as major and minor thoroughfares as well as those collector
streets serving neighborhoods. Then they indicated on a map w1iich will be used
to help the evaluate land use alternatives.

public hearing.
Mr. Doug Allen, representing Arena Athletics, Inc. , advised the Cami,ssioners
that they were requesting a change of zon ig can Lot 27E-R, Block C, Somerset.
Place Addition, to sell wine and beer in the balcony of the saxer facility. He
stated that the establishment has more adult soccer Pla'y'er playing in the
evening hovrs and it would be beneficial. to serve alcohol to patrons during
co trolled hours. Alcohol would be served in the balcony area only and be for
spot i f i.c bx rs only. He stated that only amt ii to 9 percent of their revenue
wild be generated through al cohz>l sales. Mr. Allen advised the Cowissi oners
that the youth teams only play three to four rxxxths of the year with the adult
soccer tear, playing more during the year and the adult team generate most of
the business. The-se team are typically not associated with azry churches or
schools and the members themselves pay to participate,
Chan-ran Hill asked for other proponents. ire being none, Chairman Hill asked
if there were any opponents.
Mr. Troy Manuel, 413 Rambling Lane, Euless, 'Dei s, addressed. the Commission.
Mr. Manuel. lives behind the soar facility and stated that the parking lot is
alwz ys full and that mostly young adults go to the facility. lie also stated
that the facility does not keep the area up and when it rains m is shed out
into the ,street. Mr. Manuel advised the Ccmissioners that his fence has been
washed dc%m two times. He did say the facility operation has been quiet and
they do seem to stay txsy. He stated that when the facility first came before
the Planning and Zoning Vision in 1990, no plans w-ere shown for the lighting
and irrigation on system.

Mr. Mike Ballard, 404 Rambling Lane, Euless, mss, came before the omission
and stated that he is opposed to alcohol being sold at the soccer facility and
stag that there is a day care facility on North Main Street that is opened
until 10:00 p.m.
Is. Fatty Smith., 407 Ranbling Lane, Euless, Texas, appeared before the Counis-
sioners and advised that since the facility was built, her living room has
flooded twice due to irproper drainage. She also mentioned that trash and wveds
grow bet en the facility's fear and her femme. M. Smith. stated that since
the area went in four drains have had to be built in her yard to alleviate the
flood problem. She mentioned that she hued no flooding prior to the facility
being built.
n,,ere being no further opponents, Cbairman Hill closed the public hearing and
called for discussion among the Coranissioners.
After mph di.smssion regarding the flooding of Vs. Smith's property and the
drainage problem which evidently had not been corrected, Mr. Owens owed to
recur nd denial of the zoning rye request for Zoning Case #91-15.

Chairman Hill declared the motion dried.
Chai.rnan Hill. requested that the Certificate of Omipancy be revoked until a
solution to the drainage problem has been corrected.. He also advised the
applicant that he has two reooumese (1) he can still go before the City council
or (2) he can withdraw his request and receive one-half of his filing fee within
the next twenty-four hours.

the metroplex and they are looking to expand into the Euless area. Me present

Mr. David W. Brown, 3130 Sweetwater Oakds Drive, Jacksonville, Florida., was
present representing the owner, Tarrant Coantay Villa Asscx:iation, for a change
of zoning on I.rh s 1 and 2, Puente Del Oeste Add iti.cn. 14r. Brevet stated that the
present apartments were built in 1969 and 1971 and have b� in the hands of the
bank since 1984. He mentioned that the property is in need of renovating and
they plan to start doing maintenance work on the property in order to make it
profitable again. There are presently 260 units with only 156 residents in the

sionexs and the audience that they are requesting the :zoning change in order to
bring the apartments into zoning coupliance.

there are trash problem aws well as loud noise and people drinking and littering
the grounds.
Chairman Rill asked if there were any otter opponents. There being rare, he
closed the public heari-ig and asked for discuss-ion among the ammissioners.
Mr. Young moved to .r.ecmm)d approval. of the zoning change request for Zoning
Case #91-17.
W. Zahn seconded the notion and the vote was as follows:

Rod Tyler, Assistant Direr of Development, briefed the Commissioners on the
proceed ordi.nanc* requi rirq the parking of vehicles within the front bards, t--j
be on paved surfaces only. He stated that the proposed ordinance had been
drafted as had been a discussed at previous rseetirxgis and is now before the Ccmus°
sioners
There was much discussion amoM the Commissioners as to this causing a hardship
on scue of the citizens. Some felt that this would take away more rights of the
residents. 'here was concern expressed about the possible hardship this uruld
place on the residents living in the Midway Park. area.. Another point mentioned

was that due to the recent cutbacks in some departments, this would not be cx,,st
effective and therefore, the ordinance could not be enforced. 'here was mention
of a possible six, month pbase-in of the ordinances before being in violation.
Ms. Maloney moved to table this item indefinitely.
Mr. Owens seconded the vocation and the vote was as follows

Chairmen Hill declared that the motion failed.
Comnissi.oner° Tyson suggested that the ordinance be limited to subdivisions which
were built after 1,960 or whatever year two ear garages were required..
The Ocmdssioners asked that Mr. Tyler supply them with data as to when the
subdivisions sire developed and the number of Taints the City received amt
people parking on the front lawns.
Mr. Zahn raved to table this item to the rw,\t Planning and Zoning meeting and
requested that additional data be furnish regarding the subdivisions develop-
rt dates and the nurnber of Taints.
