Chairman Hill and the Comissioners rested that the Future Lane Use Plan be discussed at the next meeti.ng in order to discuss the parking ordinance further. The Caodssioners viewed a video whiueh was taken of the Arena Athletics soccer facility, showing the drainage problems in the surrounding area. Mr. Rod Tyler, Assistant Director of Developuent, stated that a letter will be sent to Per. Doug Allen at Arena Athletic and the property owmer requesting that the following items be handled: (1) fill in the holes on the property; (2) grade and/or clean the drain for proper drainage,- (3) replace the trews which. had died and (4) imtall the irrigation system. Mr. Rod. 'Tyler, Assistant Director of Developtnent, presented the Cumissioners with three romps which showed the parking habits in the City. The first map indicated vehicles parked on the amass and those houses that had already e>q)ar4- ed their driveways. Coissi.oner Tyson advised the Ccssrmi ssi.oxers that he recently went down Milam .give one evening and these were so many cars pared in the street that he almost could not drive dawn the street. The second map showm was the current off street pat king situation. This map indicated homes which had one car, two car or no garb. niee third map shown to the comissioners indicated the homes which were rental properties in the City. Tyr. Paul. Krucker-eyer, City Engineer, advised the Commissioners that the City Council is wanting an ordinance that would upgrade the City's appearance and this affects everyone that lives in the City. The Commissioners expressed cones with the problem of vehicles being covered and stored in the front yards, as well as the parking of large oversized vehi- cles, After min's discussion among the Ccmi ssioners, it was the cormemus that perhaps the ordinance should also include parking for recreational vehicles, as well as def ix tee the word B°screessizagf¢ and how it relates to vehicles. Scr:e of the Ocumi ssioners feel that this is not a good time to implant this ordinance We to the economy. They feel that there are many ordinances now on the books ar4 due to staff cuts, these ordinances are not being enforced as they should. PU 91-04 '3 R.80 MDVAM Chairman Hill acKised the audience that this item had been discmsed and tabled from the previous meeting of Novenber 5, 1991, -zrJ briefed the audience on the parking ordinance. Robert and Carol Clonch, 406 Jones Drive, Euless, asked the Commissioners if this ordinance would cover all. vehicles in the front yard, only and inquired as to the screen i M requirewnts for recreational vehicles. He stated that if this ordinance- is passed, it should be uniformly enforced and the City= would need mire staff enabling thus to enforce it. Mrs. clonch stated that when she walks in the evenings, the cars parked in the front yards are very unattractive and this takes away from the appearance of the neighborhood. Mr. Clonch was advised that the definition of screening cmld be incox�rated into the ordi nano-e, as well as any other restrictions. It was also mentioned that dui; to the recent cut- backs in some departments, this would not be cost ef fective and therefore, this ordinance would not be enforced. Commissioner Maloney suggested that maw a questicmaire old be sent out in the Mayor's Newsletter regarding the parking of vehicles and receive feedback f" the residents, of the ccmxmity as to this topic. All the Camussiorexs agreed that they would like to see the City cleared up making this a better place to live.
