PLANNING AND ZONING COMMISSION
MARCH 17, 1992
The Pre-Commission meeting of the Planning & Zoning Commission was called to
order by Chairman Jack Mill at 6:00 p.m. , in the Conference Room of the Euless
Municipal Building.

There were no visitors present for the meeting.
DISCUSSION OF THE DRAFT CAPE tit I A C
The Commissioners discussed the proposed landscaping requirements which the City
will be implementing in the near future. The Commissioners determined that any
projects involving two (2) acres or more shall be prepared and signed by a
licensed professional landscape architect. They also requested that all irriga-
tion plans be prepared and signed by a licensed irrigation system specialist.
The Commissioners stated that all landscaping areas would be continuously
maintained and be free of debris, litter and kept in a thriving condition. The
Commissioners were all in general agreement with the proposed landscape
ordinance and asked that it be put on the next Planning and Zoning agenda for
consideration.
Mr. Rod Tyler, Assistant Director of Development, addressed the trash collection
areas of the ordinance advising the Commissioners that dumpsters have been added
to this item. He stated the pad would consist of all concrete, with wheel stops
on all four sides to contain the dumpster and fencing would be installed on at
least three sides for access to the dumpster.

The Commissioners postponed their discussion of the Future Land Use Plan until
the next meeting.

CHAMBERS
The Planning and Zoning Commission continued their meeting in the Council
Chambers at 7:30 p.m. , for the consideration of scheduled items.
PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Commissioner Deithloff.
INVOCATION
The invocation was given by Commissioner Zahn.
APPROVAL-..OF MINUTES
The minutes of the March 3, 1992, Planning and Zoning Commission meeting and the
Capital Improvements Advisory Committee meeting were approved as written.

#92-04ZC - CONSIDER THE REQUEST OF THE CITY OF EULESS TO REZONE ALL OF BLOCKS A,
C, AND D AND A PORTION OF BLOCK D, SUNSHINE MEADOWS ADDITION FROM R-1A (SINGLE
FAMILY ATTACHED) TO R_I (SINGLE FAMILY DETACHED)
Chairman Hill stated the rules governing a public hearing and opened the hear-
ing.
Mr. Rod Tyler, Assistant Director of Development, advised the Commissioners that
this property was originally platted and zoned R-1A (Single Family Attached) in
1984, with only four (4) units being constructed (Lots 1, 2, 3 and 4, Block B).
In 1990, the property was replatted to comply with the R-1 (Single Family
Detached) requirements. Construction of single family homes is now imminent.
Some lets have been sold and in order to protect the neighborhood from owners
converting their houses to Single Family Attached units, the City is
recommending the zoning be changed to Rat (Single Family Detached) with the
exception of the 4 lots which have been built with single family units.
Chairman Hill asked for other proponents. There being none, Chairman Hill asked
if there were any opponents. There being none, he closed the public hearing and
asked for discussion among the Commissioners.
Commissioner Young moved to approve Zoning Case No. 92-04 as presented and
thanked Mr. Tyler and City staff for their foresight in avoiding any future
problems.
Commissioner Zahn seconded the motion and the vote was as follows:
Ayes: Commissioners Young, Zahn, Hill and Deithloff
Nays: None
Chairman Hill declared the motion carried.

There being no further discussion, Chairman Frill adjourned the meeting at 7;33
