Kruckemeyer, City Ergineer Rod Tyler, Assistant Director of Development Cary Gerland, Risk/Safety Lager Randy Byers, Director of Public Works Mike Logan, Fire Marshal Gary McKamie, Assistant Police Chief The following are comwzrt.s generated by the Development Review Ckxmttee (DRC) at their 04/06/92 review of the proposed landscape ordinance: 1. Section 10-103(5)(c) Recommend eliminating the statmrent flHowever, no parking space shall be located further than 50' from a pe..rrneable land scaped island, peninsula or median". ERC COMMENT: The DRC felt that this requirement placed to many design restrictions on proposed developments. The general requirement of "r:ore or less evenly distributed throughout such parking areas" seems adequate. 2. Section 10-103(10) Recomieand changing the Sub-Title and inserting the following sentence at the beginning of the paragraph: "C 110*4 t d: Landscaping shall not be located or placed to obstruct any emergency equipment such as fire hydrants, stand pipes, etc. , nor shall landscaping be places in a manner to obstruct emergency ingress/egress to building. Landscaping shall not obstruct OW CU4,. This will prohibit the placement of landscaping in a ranner that would be detrimental to public safety and providing emergency services. 3. Section 10-103(12)(a) Rec om,)end changing to read as follows: '"lemmral Of irq: The City may at anytime rercve or require the land to remove any landscaping located within any right--of-way or public ease- ment for the purpose: of public safety, ass to utilities and to perform any public improvements within said right-of-way or public easement.» DRC CCMMEM: The €RC wanted to make sure the City maintains the authority to remove any landscaping to service its utilities or safety reasons and not be placed at the property owner°s r.ercy to remove it upon request. often tires utility repairs and other public services are perfor-r d under emergency conditions and waiting for a property owner to remove landscaping at his convenience is not an option. 4. Recomend changing Section 10-103(1 ) by repZacia xl: °_ lm provided for vehicular and pedestrian use" to °'.lance provided in vehicular and pedestrian use.ee DRC MWWr; Clean-up, regulate the plat and design of the landscaping rather than the placv-wnt and design of the lighting system. This ordinance does not rebate lighting system. 5. ReOM.Mend wing Section 10-104(1)(c): From "utility ease tsll to B°utility and eimrge ,y ass pmts." DRC C OWWr: This change will require fire lanes to be shown on landscape plans, an well as utility ea-saxnents. 6. Reed dbangi.ng Section 10-106(2) by removing the sew paragraph. DRC CC*4ff > A regulation governing the parking of certain vehicles is- covered by Section 14-112(c) of the Euless Code of Ordinances. \dw4\r t\its.drr-
