PLANNING AND ZONING COMMISSION
APRIL 7, 1992
The Pre-Commission meeting of the Planning & Zoning Commission was called to
order by Chairman Jack Hill at 6:00 p.m. , in the Conference Room of the Euless
MLMiciPal Building.

The minutes of the March 17, 1992, Planning and Zoning Commission meeting were
approved as written.
1.
CONSIDER REPLAT - #P-92--01 - REQUEST OF WEAVER DEVELOPMENT COMPANY FOR A REPLAT
OF A PORTION OF BLOCK A, INTERNATIORAL/REGIONAL INDUSTRIAL COMPLEX INTO BLOCK Al
LOTS 3R AND 4R.
Mr. Ernest Hedgcoth, 5701-C !Midway Road, Fort forth, Texas, was present repre-
senting Weaver Development Company. Mr. Hedgcoth advised the Commissioners that
they are proposing to replat a portion of the property into two lots. He stated
they will meet the recommendations stated in Mr. Tyler's letter of April 2,
1992, before they go to City Council .
Commissioner Young moved to approve Replat No. P-92-01 , International/Regional
Industrial Complex, subject to compliance with Mr. Rod Tyler's letter of April
2, 1992, regarding construction plans and profiles for the storm sewer system
meeting the requirements of the City Engineer before going to City Council.
Commissioner Deithloff seconded the motion and the vote was as follows:
Ayes; Commissioners Young, Deithloff, Owens, Maloney and Hill
Nays: None
Chairman Hill declared the motion carried.
II.
CONSIDERATION OF RESOLUTION NO. P&Z 92-01 TO RECOMMEND AMENDING THE ZONING
ORDINWE
Mr. Tyler, Assistant Director of Development, briefed the Commissioners on the
proposed landscape ordinance. He stated that the proposed ordinance had been
drafted per the discussions at previous meetings and is now before the Commis-
sioners.
Commissioner Maloney Moved to approve Resolution No. P&Z 92-01 recommending an
amendment to Zoning Ordinance No. 347, by adding Landscaping, Screening and
Outdoor Storage Requirements. Commissioner Maloney requested that the motion
include the DRC (Development Review Committee) comments of April 5, 1942,
Commissioner Owens seconded the motion and asked that this item go to the City
Council for discussion at their Pre-Council meeting. The vote was as follows:
Ayes: Commissioners Maloney, Owens, Hill, Young and Deithloff
Nays: None
Chairman Hill declared the motion carried.

The following are comwzrt.s generated by the Development Review Ckxmttee (DRC)
at their 04/06/92 review of the proposed landscape ordinance:
1. Section 10-103(5)(c) Recommend eliminating the statmrent flHowever, no
parking space shall be located further than 50' from a pe..rrneable land
scaped island, peninsula or median".
ERC COMMENT: The DRC felt that this requirement placed to many design
restrictions on proposed developments. The general
requirement of "r:ore or less evenly distributed throughout
such parking areas" seems adequate.
2. Section 10-103(10) Recomieand changing the Sub-Title and inserting the
following sentence at the beginning of the paragraph: "C
110*4 t d: Landscaping shall not be located or placed to obstruct any
emergency equipment such as fire hydrants, stand pipes, etc. , nor shall
landscaping be places in a manner to obstruct emergency ingress/egress to
building. Landscaping shall not obstruct

ranner that would be detrimental to public safety and
providing emergency services.
3. Section 10-103(12)(a) Rec om,)end changing to read as follows: '"lemmral

any public improvements within said right-of-way or public easement.»
DRC CCMMEM: The €RC wanted to make sure the City maintains the
authority to remove any landscaping to service its
utilities or safety reasons and not be placed at the
property owner°s r.ercy to remove it upon request. often

property owner to remove landscaping at his convenience is
not an option.
