PUBLIC HEARING - ZONING CASE 192-06 Request. of Mike Wells for a change of zoning on Lots 9-22, Block C, Chelsea Park Estates, from its present zoning of PD #832 (Planned Development - Single Family Attached) to R-1 (Single Family Detached) . This property is located at 117, 119, 121, 123, 201, 203, 205, 207, 209, 211 , 213, 21.5, 217 and 219 Canterbury Street. II. REPLAT - #P-92-04 - CHELSEA PARK ESTATES Request of Mike Wells for a replat of a portion of the Chelsea Park Estates, Lots 9-22, Block C into Lots 9R-21R, Block C, Chelsea Park Estates; more generally described as 117, 119, 121, 123, 201, 203, 205, 207 , 209, 211 , 213, 215, 217 and 219 Canterbury Street. The Commission studied maps of the TX 10 corridor that depicted the current zoning, land use and a reap indicating local vs. absentee land ownership. The distribution of ownership appeared to be about 2/3 local and 113 absentee. The zoning along SH 10 consists primarily of a 300' wide strip of C-2 zoning. This zoning was established over 20 years ago when the City first, initiated zoning. It was pointed out that strip commercial was not desirable because it uses land very inefficiently, reduces the vehicular capacity on the corridor street because of the number of driveways typically provided for each business. Each business typically wants their own pole sign, and the effect of pole sign after pole sign after pole sign along a strip tends to look cluttered and reduces the visibility of other signs along the strip. UNE 16. 1992. - PAGE TWO SCU ...ZONINGFQ1EXALAQ.__"---- o__nt, The Commission also noted that the "TX 10" district allowed for a much. larger range of uses but offset the negative effects of these, uses by imposing more ridged development standards. Properties zoned "TX 10" would be allowed all the uses in the '`TX 10" district but they also would be developed with the landscaping, screening walls, and others buffers required by the "TX 10" district. However, rezoning property already built, and developed produced certain problems . These buildings if rezoned, would became lawfully existing nonconforming structures and would be allowed all the additional uses permitted -in the "TX 10" district but would not be required to redevelop the site so that the more intensive buffering and development standards were adhered to. Because of the noncorming structure status and the number of existing structures, rezoning the "TX 10" vicinity east of F'.M 1.57 could produce some problems. Due to time constraints the Commission decided to continue this discussion at another date. PLANNING_ANQ_._ZONING CONNISSION CONSIDERATION OF KHEDULED ITEMS -- COUNCIL ' The Planning and Zoning Commission continued their meeting in the Council Chambers at 7;30 p.m. , for the consideration of scheduled items. Mr. Walter Elliott , Elliott & Hughes, Inc. , 1001 W, Euless Boulevard, Euless, Texas, was present, representing qtr.,. Mike Wells the owner. Mr. Elliott advised the Commissioners that Mr� Wells is asking for a zoning change in order to construct seven new single family detached hues in an area which is predomi- nately duplexes. Fir. Elliott stated the wilder., for the homes would be Mr. Bobby Tuley, with the homes ranging in price from $90,000 to $100,000 and square footage being from 1 ,721 tip to about 2,100. Mr. Bobby Tuley stated he has been a builder for thirteen (13) years and these homes will enhance the surrounding neighborhood. He also mentioned the 'lots would be between 75 to 80 feet wide with the yards being sodded and fences installed for each home. Chairman Hill asked for other proponents. There being none, Chairman Hill asked if there were any opponents. There being none, he closed the public hearing and asked for discussion among the Commissioners. Commissioner Young moved to approve Zoning Case No. 92-06 for lots 9-22, Block C, Chelsea Park Estates as presented. Commissioner Owens seconded the notion and the vote was as follows: Ayes. Commissioners Young, Owens, Zahn, Maloney, Tyson, Deithloff and Hill Nays: None Chairman Hill declared the motion carried. II. CONSIDER REPLAT -- #P-92-04 - REQUEST OF MIKE WELLS FOR A REPLAT OF A PORTION OF THE CHELSEA PARK ESTATES, LOTS 9_22, BLOCK C INTO LOTS 9R--21R, BLOCK C, CHELSEA PARK ESTATES; MORE GENERALLY DESCRIBED AS 117, 119, 121, 123, 201, 203, 205, 207, 209, 211, 213, 215, 217 AND 219 CANTERBURY STREET. Chairman Hill explained the rules governing a public hearing and then opened the public hearing. Mr. falter Elliott, Elliott. & Hughes, Inc. , 1001 W. Euless Boulevard, Euless, Texas, was present representing the owner Mike Wells. Commissioner Deithloff moved to approve: the replat for #P-92--44, for proposed Lots 9R-21R, Block C, Chelsea Park Estates as presented. Commissioner Zahn seconded the motion and the vote was as follows: Ayes; Commissioners Deithloff, Zahn, Owens, Maloney, Young, Tyson and Hill Nays: None Chairman Hill declared the motion carried. IYI. REPWTS Assistant Director of Development, Mr, Rod Tyler, reminded the Commissioners of the second annual orientation/refresher course presented by the Midwest Section of the Texas Chapter of the American Planning Association, which would be held in Hurst at 6:3€1 p.m, on Monday, June 29, 1992. He advised everyone interested. in attending the refresher course to meet in the parking lot outside Building "B" and a city van would take anyone wanting a ride to the meeting.
