MINUTES PLANNING AND ZONING COMMISSION JULY 7, 1992 The Pre-Commission meeting of the Planning & Zoning Commission was called to order by Chairman Jack Hill at 6:00 p.m. , in the Conference Room of the Euless Municipal Building. So DI5LUKION OF THE MINIMUM NOl1SING COOE Director of Development, John Craig, briefed the Commissioners on a proposal to implement standards that would establish minimum living conditions for all dwelling's in the City. He handed out a draft of the minimum housing code which established minimum health and safety conditions. He stated this ordinance would apply to all single and multi-family districts and is considered a it ordinance". Some of the major concerns in the ordinance deal with the window screens, minimum floor space per occupant and maximum number of persons per room. Mr. Craig advised the Commissioners there would be an annual fee of $1 .00 per rental unit to obtain a license and these monies would be reinvested back into the program for the hiring of additional staff to perform the required inspections. He stated that many of the apartments within the City do not meet the present safety codes and this would make all apartments comae into compliance with our safety codes. Director of Development, Rod Tyler, presented the Commissioners with an updated draft of the Unified Development Control Document (UDC). The present document containing the zoning collies is at least twenty years old and in need of updating. Mr. Tyler presented each of the Commissioners with a copy of the draft UDC. and a copy will be distributed to each Council Member at the meeting of July 14th, The next three Pre-Commission meetings will be devoted to reviewing the document with the Commissioners and any Council Members wanting to attend the worksessions. He stated that the current plan is to shoot for a Planning and Zoning recommendation at the August 18th Planning and Zoning meeting. PLANNING AND ZONING _CO I SS ION CONSIDEM110H -9f SCHEDULED ITEMS - £OUM£ The Planning and Zoning Commission continued their meeting in the Council Chambers at 7:35 p.m. , for the consideration of scheduled items. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Commissioner Owens. INVOCATION The invocation was given by Commissioner Maloney. AEPRW& Of MINUTES The minutes of the June 16, 1992, Planning and Zoning Commission meeting were approved as written. I. CONSIDER FINAL PLAT - V--92-07 - REQUEST OF SAEBIT BAPTIST CHURCH FOR THE FINAL PLAT OF 0.4577 ACRES OUT OF THE SAEBIT BAPTIST CHURCH ADDITION INTO LOT I, BLOCK A, SAEBIT BAPTIST CHURCH ADDITION; GENERALLY LOCATED SOUTH OF So H. 10 AND EAST OF SOUTH MAIN STREET. Mr. Rod Ekern, with Rod Ekern Engineering, 6112 W. Poly Webb, Arlington, Texas, was present representing Saebit Baptist Church. Mr. Ekern advised the Commissioners that he had complied with City Engineer Paul Kruckemeyer's letter of June 23, 1992. Mr. Ekern stated he had submitted the off-site easement document requested for the sanitary sewer lateral serving Lot 1. The Commissioners raised concerns about the accuracy and completeness of the plat. Specific item of concern discussed with the applicant included the legal description, dedication form title block, lack of right-of-moray information, a reference to Kadleck & Associates as the surveyor but not signing as the surveyor and inconsistencies in the addition name. CONSIDER FINAL PLAT #P--92-07 - REQUEST OF SAEBIT BAPTIST CHURCH FOR THE FINAL PLAT- OF 0.4577 ACRES OUT OF THE SAEBIT BAPTIST CHURCH ADDITION INTO LOT 1, BLOCK A, SAEBIT BAPTIST CHURCH ADDITION; GENERALLY LOCATED SOUTH OF S. H. 10 AND EAST OF SOUTH MAIN STREET. Commissioner Maloney moved to approve the final plat for #P-92-07, Saebit Baptist Church, subject to the following conditions being made to the City Engineer's satisfaction prior to this item being submitted to City Council: (1) owners certificate being in proper form; (2) the inconsistencies in the addition nave being corrected; (3) all items in the City Engineer's letter of .tune 23, 1992, be addressed to the City Engineer's satisfaction; (4) the off-site sewer easement document be of a form approved by the City Attorney; (5) filing information for the off-site easement be placed on the face of the plat; and (b) the 7 1I2 foot utility easements and building line data be indicated within the lot being platted rather than can the adjacent property not being final platted at this time. Commissioner Deithloff seconded the motion and the vote was as follows: Ayes: Commissioners Maloney, Deithloff, Zahn, Owens, Young, Tyson and Hill Nays: None Chairman Hill declared the motion carried. II. RECOMMENDATION TO CHANGE THE TIME OF PLANNING AND ZONING C0144ISSION MEETINGS Commissioner Deithloff motioned to change the Planning and Zoning Commission meetings from 7:30 p.m. to 7:00 p.m. Commissioner Young seconded the motion and the vote was as follows: Ayes: Commissioners Deithloff, Young, Owens, Maloney, Hill, Zahn and Tyson Nays: None Chairman Hill declared the motion carried. III. REPORTS Assistant Director of Development, Mr. Rod Tyler, advised the Commissioners of the future Planning and Zoning Training Series, Part 4: Subdivision Regulations, July 10, 1992, sponsored by the North Central Texas Council of Governments and should anyone desire to attend the meeting to please contact him.
