APPROVAL OF.NINUTES The minutes of the August 4, 1992, Planning and Zoning Commission meeting were approved as written. I. CONSIDER REPLAT w #P-92-I0 - REQUEST OF MIKE JANSZEN FOR A REPLAT OF A PORTION OF THE WESTPARK PROFESSIONAL CENTRE, LOTS 4 AND S, BLOCK 2 INTO LOT 4R, BLOCK 2, ESTPARK PROFESSIONAL CENTRE; MORE GENERALLY DESCRIBED BEING NORTHEAST OF WESTPARK COURT AND WE5TPARK WAY Chairman Nils explained the roles governing a public hearing and then opened the public hearing. Mr. Pike Janszen, owner of Mid-Cities Physical Therapy, 425 Westpark Way, Euless, Texas, was present. Mr. Janszen advised the Commissioners that he is planning to build a 66,000 square foot three-story medical building for a physical therapy and rehabilitation center which would also include medical offices. Due to the location of the hospital, the proposed medical building would bring more physicians to the Euless area. Mr. Janszen stated he hopes to begin construction possibly during the month of September. lie stated access to the medical center would be by way of Westpark Court. PLANNING Al ...QgL"fi_ C ISS1off. CONSIDER REPLAT - #P-92-I0 - REQUEST OF MIKE JANSZEN FOR A REPLAT OF A PORTION OF THE WESTPARK PROFESSIONAL CENTRE, LOTS 4 AND 5, BLOCK 2 INTO LOT 4R, BLOCK 2, EWARK PROFESSIONAL. CENTRE, MORE GENERALLY DESCRIBED BEING NORTHEAST OF STPARK COURT AND WESTPARK SLAY Chairman Hill asked for other proponents. There being none, Chairman Hill asked if there were any opponents, There being none, he closed the public hearing and asked for discussion among the Commissioners. There was some concern as to the existing drainage in the parking lot. Mr. ,.ian:szen mentioned the parking lot would be designed to retain the flow of drainage from the property site and advised the Commissioners this had been discussed with City Engineer, Paul Kruckemeyer and it should not present any problem. It was mentioned there were some typing errors in the legal description and these couple of errors should be corrected before going to City Council. Commissioner Owens stated too much leeway is being given to the applicants/developers and they should have everything in order before coming to the Commissioners. Comissioner Tyson moved to approve Replat #P-92-10, Westpark Professional Centre, subject to the corrections for the metes and bounds description being made and reviewed by staff before going to City Council. Commissioner Young seconded the motion and the vote was as follows: Ayes: Commissioners Tyson, Young, Deithloff, Maloney, Zahn and Hill Nays: None Abstain Commissioner Owens Chairman Hill declared the motion carried. II. #92-07SP - CONSIDER THE REQUEST OF MR. JAMES E. WILLIAMSON FOR A SATELLITE RECEPTION DISH - 908 VINE STREET Chairman Hill stated the rules governing a public hearing and opened the hearing. Mr. James E. Williamson, owner of 902 Vine Street, Euless, addressed the Commissioners regarding the installation of a satellite reception dish at the above address. Mr. Williamson advised the Commissioners he had requested a permit for the satellite dish but it was denied by the building official . He said the only location which would receive any reception was within the front property line because of the large trees in his yard and surrounding yards. Mr. Williamson advised the Commissioners he would screen the satellite dish with a six (5) foot wood fence. PLACING LND ZONING COMMISSION, NGU51 18, 9 -.,,PAGE II. Willis, 909 Vine Street, stated he has no problem with the satellite dish being placed at the proposed location in the front yard. Chairman Hill asked if there were any opponents. There being none, he closed the public hearing and asked for discussion among the Commissioners. There was some discussion as to the screening and if the applicant would install a screening fence to obstruct the view. Mr. Williamson advised the Commissioners he had planned to install a six (0) foot wooden fence. Commissioner Owens moved to approve Zoning Case #92-07SP, a Specific Use Hermit for a satellite reception dish as presented. Commissioner Maloney seconded the motion and the vote was as follows Ayes: Commissioners Owens, Maloney, Deithloff, Young; Zahn, Tyson and Hill Nays: None Chairman Hill declared the motion carried. III. #92-08-ZC - CONSIDER THE REQUEST OF MIKE SANDLIN HOMES INC. , FOR A CHANGE OF ZONING FROM C-1 (NEIGWORHOOD BUSINESS DISTRICT) AND C-2 (COMMUNITY BUSINESS DISTRICT) TO PO (PLANNED DEVELOPMENT FOR R-I SINGLE FAMILY DETACHED - LER LOTS); MORE GENERALLY DESCRIBED AS BEING SOUTH OF HARWOOD AND EAST OF F.H. 157 Chairman Hill stated the males governing a public hearing and opened the public hearing. Mr. Mike Sandlin, Mike Sandlin Hones, Inc. , 5137 Davis Boulevard, Fort Worth, Texas, was present. Mr. Sandlin advised the Commissioners he is proposing to build 83 single-family detached units on smaller lots behind Sutherlands. The entrance to the proposed new development will be from Harwood Road with the sane type of entrance as the new River Forrest Addition in Bedford. The hoses will be 75% masonry, have brick mail boxes and the price of the homes will be about $100,000. Mr. Sandlin stated the side yards are currently 9 and 3 feet but he proposes to change the side yards to 5 and 5 feet and the front building line will be 20 feet from the property line. He stated these home would be one and twos-story homes with a minimum of 1,7 00 square feet plus or minus 10%, deviation. Mr. Sandlin mentioned with the adjoining Midway Park Addition, he would limit the number of windows on any twos-story homes facing into Midway Park Addition. (cunt.) #92--08-ZC - CONSIDER THE REQUEST OF MIKE SANDLIN HOMES INC. , FOR A CHANGE OF ZONING FROM C-I (NEIGHBORHOOD BUSINESS DISTRICT) AND C--2 (COMKUNITY BUSINESS DISTRICT) TO PD (PLANNED DEVELOPMENT FOR R-1 SINGLE FAMILY DETACHED - SMALLER LOTS); NORE GENERALLY DESCRIBED AS BEING SOUTH OF HARWOOD AND EAST OF F.N. 157 Mr. Doug Lena, engineer for Owen D. Long and Associates, Inc. , 1615 Precinct Line Road, Suite 106, Hurst, Texas, was Present to answer any questions which the Commissioners or audience might have. Chairman Hill asked for any proponents. Mr. John Collins, 905 Fayette Drive (Block 39, Lot 10-R), advised the Commissioners he has no problem with the proposed homes being built. He mentioned that after a rain it takes three to four days for the water to run-off and he hopes the building of new homes will not cause more drainage problems for the current homeowners. Mr. Tommy Daves, 908 Rockwall Drive (Block. 4, Lot 3) , stated his only objection is to any two-story homes being built directly behind Fayette Drive. He mentioned these should be very nice homes and he has no problem with then being built. Chairman Hill asked if there were any opponents. Mr. Richard Rutter, 825 Fayette Court (Block 39, Lot 13-R), advised the Commissioners that he is apposed to the increase in traffic which will be generated from the proposed addition. He feels also there will be too many homes crammed into to small an area, He stated he is concerned with there being drainage problems from the proposed development. Mr. Rutter mentioned he feels the proposed addition would be more attractive with less homes. Ms. Elizabeth Holden, 904 Rockway Drive (Block 4, Lot 5-R), stated she feels 83 proposed homes is too many for this small an area. She stated she is representing two other homeowners who are opposed to the proposed new addition. Mr. Charles May, 823 Fayette Drive (Block 39, Lot 14-R), stated his concerns for two-story homes backing up to Fayette Drive and anted if there would be an alley between the homes on Fayette and the new addition. Mr. Don Ottensman, 1100 Timber Ridge Drive (Block 5, Lot 1), stated he was concerned with (I ) no left turn onto Harwood Road; (2) the drainage and run-off of excess water and (3) the number of homes proposed generating an increase in traffic. Ms. Elizabeth Schellhorn, 1003 Fayette Drive, (Block. 39, Lot 6-R), advised the Commissioners of several concerns she has. (cont.) #92- -ZC w CONSIDER THE REQUEST OF MIKE SANDL IN PRIMES INC., Fit A CHANGE OF ZONING FROM C-1 (NEIGHBORHOOD BUSINESS DISTRICT) AND C--2 (COMMUNITY BUSINESS DISTRICT) TO PD (PLANNED DEVELOPMENT FOR R-I SINGLE FAMILY DETACHED - SMALLER LOTS), MORE GENERALLY DESCRIBED AS BEING SOUTH OF HARWOOD AND EAST OF F.M. 157 and the new addition tying into it; (2) the growth of weeds and who will maintain the area between Fayette Drive and the proposed development; (3) does not want any two-story homes built directly behind Fayette Drive; (4) increase in traffic and (5) reducing the number of hones being built instead of the proposed 83 homes. Mr. William Hawkins, 817 Fayette Court (Block 39, Lot 17-R), asked the Commissioners if this development is the best use of the land. He was also concerned with the long term effect of the proposed development and was opposed to the number of homes in the proposed development. Mr. bark Harrison, on 1003 Woodhaven Court north of Harwood Road, was concerned with the ingress/egress onto Harwood Road and the size of the proposed lots. He advised the Commissioners he is in favor of the residential area but is opposed to the lot sizes and 83 homes being built. There being no further opponents, Chairman Hill closed the public 'hearing and called for discussion among the Commissioners. Mr. Sandlin asked to address some of the audiences concerns. He stated the minimun unit size to be 1,600 square foot pads. Mr. Sandlin stated they would save as many trees as possible during the development of the property and most of the drainage problems would be alleviated with the excess water going into the drains once Becker Drive is constructed. Mr. Sandlin is proposing to install the six foot fencing along the property lines behind Fayette Drive with a 7 1/2 foot utility easement on the property. There was much concern among the Commissioners regarding the ingress/egress onto Harwood Road and also with the proposed Timber Ridge Drive not being in alignment with the existing Timber Ridge Drive. The Commissioners wanted the streets to align with the existing streets north of Harwood Road. There was some concern with two-story homes being built behind Fayette Drive and they asked that only single story homes be built along the back of Fayette Drive. Mr. Sandlin requested that this item be tabled until he can handle some of the homeowners concerns. He would try and align the proposed streets with the existing streets north of Harwood Road by possibly removing some proposed lots. Commissioner Young stated his concerns with; (1) Becker Drive intersecting Harwood Road and a no left turn from Harwood Road and (2) who would be responsible for maintaining the landscaping and irrigation of the median and front entrance into the proposed development. I57 Commissioner Maloney moved to table Zoning Case No. 92-08, request of Milo Sandlin Homes Inc. , until the applicant can correct the areas of concern being the entrance, drainage, street alignments and fewer homes to be built. Commissioner Deithloff seconded the motion and the vote was as follows: Ayes; Commissioners Maloney, deithloff, Owens, Young, Zahn, Tyson and Hill Nays; None Chairman Hill declared the motion carried.
