Request of dike Sandlin Homes Inc. , for a change of zoning out of the
J. P. Halford Survey, A-711, Tracts 7-E-1, 7-G and 7-.G--1, from its
present zoning of C-1 (Neighborhood Business District) and C-2
(Community Business District) to PD (Planned Development for Single
Family Detached, small lots). This property is more generally
described as being south of Harwood and east of F.M. 157.

The Pre-Commission meeting of the Planning & Zoning Commission was called to
order by Chairman Jack Hill at 5:45 p.m. , in the Conference Room of the Euless
Municipal wilding.

The minutes of the August 18, 1992, Planning and Zoning Commission greeting were
approved as written.

#92- -ZC - CONTINUATION TO CONSIDER THE REQUEST OF MIKE SANDLIN NODES INC. , FOR
A CHANGE OF ZONING FROM C-1 (NEIGHBORHOOD BUSINESS DISTRICT) AND C_2 (COMMUNITY
BUSINESS DISTRICT) TO PD (PLANNED DEVELOPMENT FOR R-1 SINGLE FAMILY DETACHED -
SNAL.LER LOTS); MORE GENERALLY DESCRIBED AS BEING SOUTH OF HARWOOD AND EAST OF
F.N. 157
Chairman Hill stated the rules governing a public hearing and opened the public
hearing.
Mr. Mike Sandlin, Mike Sandlin Homes, Inc. , 5137 Davis Boulevard, Fort north,
Texas, was present. Mr. Sandlin advised the Commissioners he had submitted a
set of deed restrictions with the associations by-laws regarding such items as
boats, trailers, antennas, nuisances, with sites being 1 ,500 square feet and not
the pad sites. There would be a minimum of 1,600 square feet of living area.
He stated Timber Ridge Drive now lines up with the existing road north of
Harwood Road. Mr. Sandlin mentioned lots 32 through 50 are indicated on the
development plan to be limited to single-story homes, however, the fence is tree
lined being 18 and 20 feet high so the view out the second-story windows would
be blocked by these trees. Rather than prohibiting two-story on these lots, he
requested the site plan be changed so that up to 5V4 of the homes on Lots 32
through 50 could be two-story and the remainder single-story.
Chairman Hill asked for other proponents. There being none, Chairman Hill asked
if there were any opponents.

Mr. Don Ottensman, 1100 Timber Ridge Drive (Block 5, Lot 1) , stated he was still
concerned with (1) one of the accesses onto Hat-wood Road being offset from an
existing street; (2) the drainage and run-off of excess water behind the lots
backed-up to Fayette and getting the water across Harwood and the erosive effect
down stream and (3) the size of proposed lots to be built, he felt they should
be as large as the ones in the neighborhood.

Mrs. Nancy Smith, 907 Fayette Drive (Block 39, Lot 9R) , was concerned with
screening with trees and the possibility of the trees being cut dawn and then
there being no screening available. She advised the Commissioners she world
prefer single story homes built behind her home but if two-story homes are to be
built then she requests that no windows be allowed on the rear sides.
There being no further opponents, Chairman Hill closed the public hearing and
called for discussion among the Commissioners.
Commissioner Young stated that sheet 2 of 2 be amended for Timber Ridge Drive
and Pecker Drive is still of concern. He thought the site plan should be
changed to create a safer condition. He stated the street median should be
continued at Pecker Drive prohibiting any left turn onto and from Becker Drive.
Mr. Doug Long, engineer for Owen D. Long and Associates, Inc. , 1515 Precinct
Line Road, Suite 106, Hurst, Texas, stated they will do more analysis regarding
the median and drainage of water in the street area. If the Commissioners
desire, they will close up the present opening in the median or make the median
cut as advised by the City's staff.
Mr. Sandlin stated the brick wall being proposed along Harwood Road and the
entry landscaping would be maintained by an owner's association but if this
association went bankrupt, the maintenance responsibility would fail on the
individual property owner where the fence was located.
Commissioner Tyson was concerned about Lots 1 through 3 and Lots 30 through 32
having proposed ten (10) foot rear yards and stated this was insufficient and
would rather see rear yards of fifteen (15) feet.
After some discussion Mr. Sandlin stated these minimum rear yards would be
revised to fifteen (15) feet.
Commissioner Tyson moved to approve Zoning Case No. 92-08, request of Mike
Sandlin Homes Inc. , with the following exceptions: (1) the rear back yard
dimensions for Block P, Lots- 1, 2, 3 and 30, 31 , 32 will be no less than fifteen
[151 feet, (2) extensions of the median across Becker Drive on Harwood Road; (3)
Block A, Lots 33-50 be restricted to no more than 50o two-story homes and with
no visual access from the second floor to the rear; (4) streets be of concrete
and (5) sheets 1 and 2 be revised before going to City Council.

#92-09SP CONSIDER THE REQUEST Of UNITED PLAN ENTERPRISES FOR A GOLF DRIVING
RANGE
Mr. Bassila stated there ,hour be no problem with the portion of property
staying C-2 since both parcels are owned by United Plan Enterprises. Mr.
8assila mentioned there should be no problem with golf balls flying into
Softball World fields because most golfers generally do not hit that far, but he
stated a net could be put up to catch any balls if it becomes a problem.
Commissioner Owens moved to approve Zoning Case 14'-92--09SP, a Specific: Use Permit
for a golf driving range as presented.
The motion died for a lack of second.
Commissioner Deithloff moved to table Zoning Case #92-09SP, a Specific Use
Permit for a golf driving range with the stipulation that the legal description
be corrected and the two owners work out a solution to the fencing/netting
problem.
Commissioner Zahn second the motion and the vote was as follows:
Ayes: Commissioners Deithloff, Zahn, Maloney, Young, Tyson and Hill
Nays: Commissioner Owens
Chairman Hill declared the motion carried.
III.

Assistant Director of Development, Rod Tyler, advised the Commissioners of the
future Planning and Zoning Training Series, Part I: The Role of the Planning and
Zoning Commissioner, November 6, 1992, sponsored by the North Central Texas
Council of Governments and should anyone wish to attend the meeting, to please
contact him.
There being no further discussion, Chairman Hill adjourned the meeting at 8:50
p.m.
