SEPTEMBER 15, 1992
The Pre-Commission meeting of the Planning & Zoning Commission was cared to
order by Vine Chairman George Zahn at 5:45 p.m. , in the Conference Room of the
Euless Municipal Building.

DISCUSSION OF THE UNIFIED OEVELOFIfEMT Ct�tOL tI�lElIT
Assistant Director of Development, Rod Tyler, reviewed with the Commissioners
the 'Unified Development Control Document (UDC) for Articles IV, V, VI, and
VII. Article IV deals with the zoning district regulations and any permitted
uses for these districts. Article V contains information on the parking
requirements; Article VI contains information on signs and street graphics
regulations and Article VII contains information on landscaping, screening and
outdoor storage requirements. Commission is to read over the UDC carefully and
make any changes to daring up for discussion at the next meeting.

The Planning and Zoning Commission continued their meeting in the Council
Chambers at 7;02 p.m. , for the consideration of scheduled items.

The minutes of the September 1 , 1992, Planning and Zoning Commission meeting
were approved as written.

#92-49SP - CONSIDER THE REQUEST OF UNITED PLAN ENTERPRISES FOR A GOLF DRIVING
RANGE
Vice Chairman Zahn stated the rules governing a public hearing and opened the
hearing.
Mr. Nick Bassila, P. 0. Box 121764, Arlington, addressed the Commissioners
regarding building a golf driving range. He stated he would be the
manager'/operator of the facility and he plans to open the facility anywhere from
forty-fve (45) to sixty (60) days if the specific use permit is granted. Mr.
Bassila stated this facility will be an asset to the City and limited
improvements will be made to the property. Mr. Bassila advised the
Commissioners that he and Mr. Rick Lyle, the general Manager of Softball World,
have worked out the problems which were mentioned at the meeting of September
1st. He stated the lights at the tee-boxes are facing to the northeast and do
not present a problem to the players at Softball World.
Vice Chairman Zahn asked for other proponents. There being none, Vice Chairman
Zahn asked if there were any opponents.
Mr. Rick Lyle, manager of Softball World, 1375 W. Euless Boulevard, Euless, was
present. He stated he previously had some concerns with the golf driving range
but he is presently not opposed to the golf driving range, since he has had the
opportunity to see the plans for the facility. Mr. Lyle stated he and Mr.
Bassila will both work together should they encounter any problems.
Vice Chairman Zahn asked if there were any more opponents. There being none, he
closed the public hearing and asked for discussion among the Commissioners.

Com fl ssioner Young moved to approve Zoning Case #92-09SP, a Specific Use Permit
for a golf driving range.
Commissioner Maloney seconded the motion and the vote was as follows:
Ayes; Commissioners Young, Maloney, Owens, Tyson and Zahn
Nays: none
Mice Chairman Hill declared the motion carried.

CONSIDER PRELIMINARY PLAT - #P-92-00 - REQUEST OF UNITED PLAN ENTERPRISES FOR
THE PREL114INARY PLAT OF 17.907 ACRES OF THE ALLEN N. DOW'NEN SURVEY, A-4I5, TRACT
4U INTO LOTS I AND 2, BLOCK A, GRE£NLANDS SQUARE ADDITION; GENERALLY LOCATED
NORTH OF SOUTH PIPELINE ROAD AND WEST OF F. X. 157
Mr. Nick Bassila, P. 0. Box 1217 64, Arlington, addressed the Commissioners
regarding the development of the property for a golf driving range.
Commissioner Young inquired, if the City Engineer was satisfied with the
preliminary and drainage plans as they were submitted.
City Engineer, Paul Kruckemeyer, advised the Commissioners he is satisfied with
the plans and stated the developer plans to use retention as a part of his
drainage scheme in order to facilitate inadequate existing downstream facilities.
Mr. Kruckemeyer stated the facility will have adequate public facilities
installed.
Commissioner Owens Moved to approve the Preliminary Plat #P-92-08, for Black A,
Lots 1 and 2, Greenlands Square Addition as presented.
Commissioner Young seconded the motion and the vote was as follows:
Ayes- Commissioners Owens, Young, Maloney, Tyson and Zahn
Nays: None
Vice Chairman Zahn declared the motion carried.

III.
CONSIDER FINAL PLAT - #P-92-09 REQUEST OF UNITED PLAN ENTERPRISES FOR THE
FINAL PLAT OF 4.75 ACRES OUT OF THE ALLEN M. DOWNEN SURVEY, A-415, INTO LOT I.,
BLOB A, GREENLANDS SQUARE ADDITION; GENERALLY LOCATED NORTH OF SOUTH PIPELINE
ROAD AND WEST OF F. N. 157
Mr. Nick Bassila, P. 0. Box 121764, Arlington, addressed the Commissioners
regarding the development of the property for a golf driving range and advised
the Commissioners he would answer any questions they might have.
Commissioner Young asked Mr. Bassila what he intended to do about the other lot.
Mr. Bassila advised the Commissioners he plans to leave the other lot as
unplatted property at this tine.
Commissioner Maloney was concerned with the proposed clubhouse and any required
permits since it is not indicated on the plans.
Assistant Director of Development, Rod Tyler, advised the Commissioners the
applicant would have to apply for the building permits and would have to meet
the necessary code requirements.
Commissioner Owens was concerned with the masonry on the front of the proposed
building and asked the applicant if he planned to meet the necessary masonry
requirements.
Assistant Director of Development, Rod Tyler, advised the Commissioners the
ordinance requires at least 60`. masonry on the front of buildings.
City Engineer, Paul Kruckemeyer, advised the Commissioners he is satisfied with
the final plat as it has been presented.
Commissioner Young moved to approve the Final Plat #P-92-09, for Lot 1, Block A,
Greenlands Square Addition as presented.
Commissioner Maloney seconded the notion and the vote was as follows:
Ayes: Commissioners Young, Maloney, Tyson, Owens and Zahn
Nays: Bone
Vice Chairman Zahn declared the motion carried.
IV.
REPORTS
Director of Development, John Craig, advised the Commissioners of the Public
Meeting regarding the recently approved Minimum Housing Code is scheduled for
tomorrow night, Wednesday, September 16th, at 7:00 p.m. in the Council Chambers.

He stated letters had been sent to all property owners within the City and he
expects a goad turnout for this meeting. Mr. Craig welcomed Councilman Henry
Boatright and Councilman Todd Smith to the meeting.
There being no further discussion, Vice Chairman Zahn adjourned the meeting at
7':25 p.m.
