The Pre-Co fission meeting of the Planning & Zoning Ccmission was called to
order by airman Hall. at 5,30 p.m. , in the dcwnstairs Administration Building
Conference Room.

Ihe Cam.issioners discussed Article 5 - Off-Street a� C�f-S�
Regulations. They discussed c Lion 5®200 - Off -Street. Parking.- (3)
Multiple Uses as well as (7) (e) sign Standards Joint. Use and suggested that
sham parker would be beneficial to the City. City Planner, Rod Tyler,
advice the Commissioners that (7) (k) Design. Standards-Handicapped spaces, that
the City will work with ADA (American Disability Act) with regards to this item.

Chairman Hill advised the audience that a resolution had been drafted for Mrs.
Letty Lynn Maloney for her service on the Planning and Zoning C=dssion daring
this past year.
Commissioner Deithloff mved to approve Resolution Ho. P&Z 93401 cx=wnding
Letty Lynn Maloney for her service can this comission daring 1992.
Ommussioner Yom second the notion and the vote was as follows.

NOM Cctissioner Yom advised the audio that on the next item he has
property within the radius of notification and he has conferred with the City
Attorney and that there is no financial interest nor conflict of interest, but
for propriety I am going to refrain from any discussion and abstain from voting.

Chairman Hill stated the rules gaming a public hearing and opened. the
hearing.
Mr. Food Tyler, City Planner, advised the Cormissioners the applicant is
requesting a variance to the Fence C i.r *e:. He stated that during the
construction of the house a brick mazonry fie was built and encroached into
the front building line by five (5) feet. Staff has reviewed the varies with
re-qxct to the following item and dudes that granting the variance will:
1. Have little or no adverse affect on health, safety or the City's
- ability to provide services;
2. Have little, if any adverse affect on the neighboring property owners;
and,
3. Though there is no significant hardship on the lard, the hardship of
requiring the wall be remved and then reconstructed in the pry
location will produce a disproportionate hardship on the applicant
than is wanted.
Therefore, staff reconwzx1s that the variance be granted.
Mr. Johnie filer, superintendent for L. P. Horton, Inc., 2221 E. Lamar 1950,
Arlington, Te)ms, advised the Comissioners that this was an oversight an their
part un they were building the hcm. He stag that all the surrounding
neighbors have stated theme is no problem with the fence and they say it
enhances the prey.
Mr. Walter Jacobs, owner of the property at 1805 Eden Trail, stated there were
ra r homes in Arlington that had been built with the mason. fences and this was
what he 'wanted in Euless. He felt the fence was an enhancement to his property
and he has received many c:;ol.ints on the fence and his neighbors are in favor
of the variance.
Chairman Hill asked for any proponents.
Mr. Tones Doves, 1803 Eden `frail. (Lot 15) , advised the Ctmissioners that Mr.
Jam has a very nice house and the fence is an asset to the cmmunity.
M. Betty Igoe, 1809 Eden Trail (Lot 12) , advised the Gcmi.ssioners that the
fence variance does not create any adverse problem.

Chairman Hill advised the audience that W. Curtis Gentry at 1806 Eden Trail had
called the developaent office and stated he would not he able to attend the
meeting but uwyted it to rho on reed that he does not have a problem with the
fence. variance.
Chairman Hill asked if there were any opponents. `here being none, he clod
the public hearing and asked for discussion among the Canmissioners.
Commissioner Deithloff moved to approve #32°-17-FV, a fence variance for lot 14,
Block 5, Trail Lake Estates SCI as preset
Ommssioner Zahn seconded the motion and the vote was as follows:
Ayes e Commissioners Deithloff, Zahn, ,Tones and Tyson
Nays: Chairman Hill
Abstain: Commissioner Young
Chairman Hill declared the notion carried.

Mr. Rod Tyler, City Planner, advised the Commissioners that the applicant plans
to continue with their recently approved PD (Planned Development) zoning request
for R-1 (Single Family Detached Dwelli ) apses and that staff has revio*vd the
pry preliminary plat and layout plans and finds them adequate.

that all the Developrent Review Comittee's ( ) cmoerns had been handled and
they are reader to start the preliminary platting of the property. He also
advised that all the requests by the City Octm .l at the November 10, 1992,
meeting had been handled. Mr. Lang :Mated they previously had two streets for
entry into the addition but had charmed the entry and made one wide entry. Mr.
IcM advised the Cmnssioners the water loos will he located at the north and
south ends of the property and later will add an 841 loop to the west towards
F.M. 157. Mr. Long meted this is a better plan than had previously been
omitted..

Commissioner Yr g inquired as to if the City Erxjinemer had any problem with
this plan.
City Engineer, Patel Fxuckemeyer, stated he has worked very closely with the
applicant and is satisfied with the progress made in the layout plans thus far.
Camissioner Young moved to apps the Preliminary Plat #P-92-14, for Covington
Hill Addition subject to meeting all the conditions referred to in the Iecerber
7, 1992, letter to Mr. Doug Long.
Commissioner Deithloff s+ c4mded the remtion and the vote was as follows;
Ayes: Commissioners Yom Deithloff, Tyson, Mihn and Hill
Nays: C€mi.ssicner Jones
Chairm Hill declared the motion carried.
Joe Hen icy, Director of Developrient and Operations, advised Mr. Long that the
tam mist be paid before the final plat is submitted to the City.
