The Pre--€:ee-n€iss on greeting of the Planning s Zoning Commission was called to
order by Chairman 'Young at 5,30 fsX , in the downstairs Administration Build-
ing Con s erpncp Room. All members were in attendance with the exception of
Comniss ieners George Zahn and Carl Tyson.

Chairman Ronald Young opened the Planning and Zoning Commission meeting at
7� h Pala for the consideration of scheduled items. He stayers that'. five

meeting were approved as written,

City Planer, Rod Tyler, introduced the proposed Preliminary Plat of a portion
of Bell Ranch Terrace Addition. He stated that Bell Ranch Terrace was platted
several years ago with € o public improvements ever being installed. The
applicant, Brooks Builders, is proposing to follow through with their recently
considered P.D. zoning by preliminary platting the subject property, paving
the way for a replat..
Mr. Tiler stated that staff has reviewed the preliminary plat and layout
plans and finds then sufficient for the commissions approval with the follow-
ing conditions;
City Council l approval of the Planned Development proposed ZC 092
2. ) The preliminary plat and layout plans he consistent with the Planned
Desfelopment proposal ZC #92-18 if amended;
3, ) Approval of R_g_ vacation of portions of Toplea Street, Nita lane and
Crowe Drive;
4. ) Co€mitment from Brooks B uilders for future R..d..R dedication on Lots 8
and 9, Block 15 adequate to realign Toplea Street; and,
v ? Adjustments in the bearing and distances as required for consistency
between the proposal and current plats of record and interior dimensions
being reconciled with the perimeter boundary,
Paul Rrucke ever, City Engineer, stated that the whe n the dedication documents
are provided to deed this property back, there needs to be some special
concern given on some of the dimensions and be consistent with existing
platting. He reported several discrepancies in the property dimensions that
needed attention,
Barry Hudson, representing Brooks Builders, apologized to the Comm. issio n for
the discrepancies and staged that those errors would he corrected. He also
reported that he was aware of the five (5) conditions prior to coming to this
Commissioner Jack Hill requested that Crowe Strept< which is an existing
street., be dotted in on the final plat.
Commissioner J.C. Jones reported that he had ran a north-south string on the
preliminary plat and calculated a 7' ft. discrepancy on the overall dia€en-
s ions, He asked that this be reflected in the lot sizes,
Chairman Young asked for any additional questions or comments.
:doe dennig, Director of Development asked it thorn had been and further
discussion on the masonry fence that is to be erected on the south property
line. Mr. Hudson stated that Brooks Builders is in the process of discussing
vario€rs types of masonry fencing.
The motion was made by Commissioner i€ nerY John Deithloff and seconded by Commission-
er Jack Hill to approve the Preliminary Plat and Layout Plans of Bell Ranch
Terrace, Phase 3 .. #92-15, with the City's letter of April 14, 1993 signed by
W Red Tyler being included as ;part of the motion and if apropos, the latest
revised drawing dated April 16; 1993, Phase 3 - Reis Ranch Terrace be incW -
ed,
Commissioner Billy Owens asked that the minutes reflect that he agrees with
the motion, However, so that the City Council will know although he agrees
with the motion, he does not agree with developers coming in to the Planning
and Zoning Commission with incorrect information when they have had meetings
and conversations with staff.
The vote was as follows.
