HomeMy WebLinkAbout2019-11 Euless Today November Dear Citizens, I am happy to report that our City budget for FY 2019-20 keeps our property tax rate unchanged at 46.25¢ per $100 of valuation. As usual, the new budget reflects our dedication to focusing on Euless’ growth, renovation and redevelopment. It addresses the immediate needs such as street maintenance and equipment replacement. These needs are key to providing our citizens the services they have come to expect from this great City. Capital expenditures include construction of a new Fire Station in District 1. We are also making some exciting improvements to the Parks at Texas Star and Wilshire Park. As always, we are focused on the needs of our residents as we seek to provide funding to maintain existing service levels and plan for the future of Euless. The budget provides funding to continue the day-to-day operations of the City including 24-hour police, fire and EMS service, public works, parks and recreation, library services, building inspections, code compliance and other essential City services. This is the 26th consecutive year that the property tax rate has either remained flat or been reduced. Although the City’s tax rate is the same as last year, individual tax bills may fluctuate based on changes in your home value, which is determined by the Tarrant Appraisal District. In addition to providing for basic City services, the budget provides funding for several capital projects including: • Construction of a new Fire Station to replace Station 1, which is approximately 35-years-old. This station is located in an area with a lot of residential growth and the new station will allow the Fire Department to maintain a quick response time and service level within that district. • The Parks at Texas Star Sports Complex is expanding and will now encompass Softball World. The name will change and renovations will include new synthetic turf infields, natural turf outfields, fencing, irrigation system, backstops, dugouts, LED lighting and a new building for concessions and restrooms. • Major enhancements to Wilshire Park, such as an expanded fishing dock, playground areas and parking lot, as well as a new gazebo and additional walking trails. • A new traffic signal at the intersection of Cheek-Sparger and Heritage Rd. is being installed in cooperation with the Cities of Bedford, Colleyville and Tarrant County. The General Fund Budget increased 3% and includes additional funding for the systematic replacement of equipment and furnishings as well as maintained annual funding for street maintenance. This is a significant step in eliminating dependence upon excess reserves for these critical expenditures. The budget also includes funding for an additional Code Compliance Officer and Public Works Field Technician. Property taxes represent the largest revenue source for the City. As stated, the City’s tax rate is remaining flat. Using the average home value of $239,390 and the adopted tax rate of 46.25¢ per $100 of taxable valuation, a homeowner with a homestead exemption will pay $885 this year in City property taxes. A senior citizen homeowner in a home of average value will pay $683 this year. In addition to providing a 20% homestead exemption and one of the lowest tax rates in the region, the City of Euless also offers a $35,000 exemption for homeowners over 65, and an over 65 tax ceiling. This tax ceiling lets senior citizens pay no more than they paid at age 65 even though the home value may change, excluding improvements. You, or your spouse, will qualify for the senior exemption and freeze on the date you become age 65. To receive this benefit you must complete the homestead exemption form and return it to Tarrant Appraisal District (TAD). TAD applies the information on your form to all taxing entities, so you do not have to complete additional forms to receive senior benefits from the school district or county. You do not have to reapply each year. Property tax exemptions can be applied for at TAD by calling 817-284-0024 or visiting www.tad.org. Water and wastewater rates are increasing due primarily to increased costs from Trinity River Authority to purchase water and wastewater treatment services. The residential base rate for water will increase 25¢ and the volume rate for water will increase 19¢ per 1000 gallons. The base rate for wastewater will increase 25¢ and the volume rate for wastewater will increase 2¢ per 1000 gallons. To help offset these increases, the City Council approved a 30¢ per 1000-gallon rebate from the rate stabilization fund for residential water usage up to 15,000 gallons. The City property tax represents approximately 20% of a resident’s overall property tax bill. The total tax bill also includes the school district, county, hospital district and the college district. Sales tax revenue is the second largest revenue source. Of the 8.25% sales tax rate, the State of Texas receives 6.25% and Euless receives 2%. The City’s portion is allocated as follows: • ¼¢ is dedicated for property tax reduction • ¼¢ is dedicated to crime control & prevention • ½¢ is used for economic development, parks & library • 1¢ funds general government operations The ¼¢ of voter-approved sales tax that is dedicated to Crime Control and Prevention District (CCPD) is used towards decreasing our crime rate by financing a crime control and prevention program. This program funds equipment, technology and staffing that reduces crime and increases public safety and quality of life. This sales tax district is set to expire in 2020 and the City Council & CCPD Board have taken action to call for an election in May 2020 to provide citizens the opportunity to vote to consider its continuation. CCPD Programs include: • 19 Police Officer’s salaries, uniforms, and training • Community Relations Programs such as Neighborhood Crime Watch and Coffee with a Cop • EPIC-Euless Police Inspiring Champions Program designed for Euless elementary school students • Police Summer Camp (free to participants) • SWAT Team • Crime Victim Liaison • Mental Health Peace Officer • Interoperable communications equipment and technology These are just some of the on-going ways the CCPD helps our city. In recent years, CCPD accomplishments include purchasing and installing a training simulator, replacing and improving evidence lockers, crime scene cameras, and purchasing new safety equipment for police officers. This fiscal year includes funding for replacement of 911 dispatch center recording equipment, replacing a Live Scan fingerprinting machine, replacement of the building video recorders and cameras, and police professional mobility units. Free Diabetes Awareness 5K/1K Fun Run Sponsored by JoVi Fitness Saturday, November 23, 9 a.m. Bob Eden Park, 901 W. Mid-Cities Blvd. A person is diagnosed with diabetes every 21 seconds. Walking or running together with family and friends is a great way to get out and get healthy, all while showing your community that you support people living with diabetes. Ector Dr. Safely dispose of hazardous waste from your home, such as paint, chemicals and oils. Space is limited so please only bring hazardous waste. The mobile collection unit can accept material from approximately 125 households. If the unit reaches its capacity before you arrive, you may deliver your materials to the Environmental Collection Center in east Fort Worth. You may also bring any small electrical appliances you would like to recycle like computers, radios, VCRs, stereos, clocks and hair dryers. Ector Dr. The Euless Small Business Association (ESBA) is sponsoring Shred Day. For two hours on Saturday morning, your unwanted papers will be accepted. This is a drive-through disposal. You don’t even have to get out of your car! Bring your discarded papers and documents for shredding and recycling. Papers may contain thin metals, such as staples, paperclips or even rubber bands. Please do not bring CDs, jump drives, three-ring binders or plastic bags. You may bring up to 10 boxes per vehicle of paper in standard-size boxes (15”x12”x10”) or paper grocery bags. The ESBA will host a food drive for local food pantries in conjunction with this event. Please bring a suggested donation of 2 non-perishable items along with your items for shredding.
