Young at 5:30 p_'M. in the dmis irs Administration Building Oxfference Rom. All rmt)ers of the Planning & Zoning o=nission were present with the exception of Canissioner J. C. Jones. Chairman old Young opened the Planning and Zoning Ca mission meeting at 7:00 p.m., for the consideration of scheduled items. He stated that six rAmiters of the Planning and Zoning Co -i ssicx3 were present, constituting a quorum. N. 157 City Planner, Rod Tyler, stated Mike sandlin Homes has submitted a final plat isi.stent with the approved planned developrent and preliminary plat approved on January 1.2, 1993. He advised the Commissioners that staff has reviewed the application, plat and public inprave iient plans and recoaunends, approval of this item, Paul. Yxudkemeyer, City Engineer, advised the Camission that the public utprovement plans submitted appear for the most part to be adequate. A motion was made by Camissiemer John Deithloff a-d seconded by ox issioter George Zahn to approve #P-93-01 the Final Plat of Cov�n Hill as presented. NWW PlaMMSM EM A SPBMIFTC USE PEFWT FUR A SAM12M RMPa4 DIM - 1410 SItC' URM airman Young explained the rules govex-ning a public hearing- and opened the hearing, Mr. Rod Tyler, City Planner, advised. the Commissioners the applicant is requesting a variance to the satellite reception dish due to the small lot size EL8MMEGAND AkMK 0909=0N. 57W 1. 1993 -- PAGE IL. The zoning ordinance has previsions that allow the Planning and Zoning and City mil to approve differing standards for satellite dishes that can not be reasonably located in a manner specified by the ordirwt ce. The satellite reception dish which had been installed is eight feet (81) higher and two feet (21) closer to the front property line than normally permitted. Mr. Tyler stated that he had received four to five phone calls regarding this matter sine surrounding property owners ware notified, however, none were negative. Mr. Mort' Richardson, 1413 Signet Drive, Euless, Texas, advised the Com .issioners that he purchased the satellite reception dish in oc ober from Pi.dgeWs. He was notified by the owner of the property that the miner had received a notice of violation for the satellite dish being installed without a permit and being to high. Per. Richardson further stated that he is being relocated and they will only be in Euless for only six more months but he does want to cooperate with the City. Chairman Young called for further proponents. There being none, he called for any oppments at which time Ms. Janice Myers, owner of 409 Yorkshire, Euless, Tom, addressed the Comi.ssion. Ms. Myers stated that she has lived at this address since 1969 and the satellite dish to her is an eyesore. She also stated that she would not have any objection to the satellite dish being where it is, if only it was lowered. Mr. Richardson advised the Commissioners that the installer from Pidgeon's told him the satellite reception dish named to be that hig&1 in order to "sees' over the high roof pitch of the house. Also, his backyard is so small that there was no other location, ether than the front yard, that the dish could be located and still, "see" the satellite. A. motion was made by Co nissioner Zahn and seconded by Commissioner Cuens to deny the Specific Use Permit for Z(ming Case #93-03-SP. He asked if the C=missioners had any cannents or questions regarding this section of the document. Joe Hennig, Director of Developer and Operations, briefly summarized the changes and\or revisions to this section of the Unified Developrent control Document. There was some concern and discussion as to the whether- the size of easements should be fifteen (15) or twenty (20) feet and stated that the property owners are responsible for maintaining the eas cents. The matio n was ode by Camdssioner Owens and sanded by cc iissioner Deitb_loff to approve the revisions to .Article 10 of the Unified Development control Document. The vote Was as follows: Ayes. Cmmissiorx-�,rs Zahn, Owens, Deithloff, Tyson and Yom Nays: C nissioner Hill. Chairman Young declared the motion carried. IV. There were no reps for discussion.
