Chairman Ronald Young opened the Planning and Zoning CormOssion € eeting at
P, , , for the consideration of scheduled items. He stated that six members of
the Planning and Zoning Commission were present, constituting a qu•. rugrso

Paul Kruckemayer, City Engineer, informed the Commissioners that the first item
was 'o€ping Case i 93-05-SP which was a request for a Specific Use Permit for a
Nursing Home. He farther stated that staff had recommended approval for this
Specific Use Permit with come€ ts. The Parcel is currently ;one --4 an R- 55
Chairman Ronald Young explained the rules governing a public hearing and Qpenpd
the hearing for Zoning Case 093-05-SP.
Mr, Jeff" Smithery, S€€ ithersf Inc, in Russellville, Arkansas, addressed the
commission on behalf of I'load Hobs and i.1oyd R :stone i n rpgards t,f the
development of Westpark Nursing Center € n Westpark Way. He fated that the
reason for the request for the Specific Use Permit is to allow construction of a
120 bed edicaide/Private Nursing Facility. This facility would offer both
skilled and private care,
Mr. S ither~s stated that the exterior of the building would be Colonial design
with brick veneer stru(sture and composition roof. There would be approximately
36,000 square feet, The complex would be well landscaped and irrigated. Mr,
S ithers informed the Commission that this facility would add approximately 60,
full time jobs; to the Fuless area. These jobs wciuld be spread out over three
different shifts
Mr. Smithers stated that the reasons for locating this business in this area of
Euless was because they felt that their opvrati€ n was not heavy Commercial
business but rather a residential comaierc is l operation,
Chairman Ronald Yung asked for any other propionent.t to come forward, There
being none he called for any opponents to come forward to speak.

Barry Strittmatter, 2.503 Westpark Way, stated that his property borders the
proposed area for the € ursin home— He informed the Commission that his main
concern was the type and intensity of the lighting that woul d be installed in
the parking lot. qtr. Strit.tmatter stated that he was not in opposition to the
Nursing Home being in the neighborhood bemuse he preferred the nursing home as
opposed to having apartments,
;fir", Frank McInnis, 2514 Wastpark Way., voiced concerns about the lighting that
world affect neighboring lots and drainage. Mr, McInnis stated that drainage
was his main concern,
Ms, Rowena Clark, 1€01. Westpark Way, asked the Commissioners if the proposed
nursing home would cause her tames to be increased.
There being €ro further proponent s oppose t s. Chairman Young closed the public
hearing for discussion.
Mr. -loyd Stone, 6335 W. Northwest Hwy, Dallas, Te,,xas stated t;h4at he would
like to address the commissioners and citizens on their concerns.

stated that this location afforded them the Flexibility of a residential ial type
neighborhood as well close proximity to area hospitals and doctor's offices for
medical care.
Mr. Stone stated that the only type lighting that Ctrs€old be installed in the
parking lot would be indirect lighting, This lighting would primarily be for
security purposes only for staff e ntering and leaving the building, He further
stated that the structure would be a one story building. Mr. Stone advised the
Commissioners that traffic flow to the area would be €inimal due to the three
shift charges,
Randy Byers, Director of Public Works & Development, stated that as an addition
to the tax rolls, 'the new €ursing home would assist in defraying future tax
increases,
gfs€.g Long, Owen D, Long Associates, 1615 Precinct Line Rd. , Hurst, Texas, stated
that according to an an site investigation this property will Prot accept,
discharge or interfere with the drainage in this area.
Mr. S€rrithers s=tated that they had a agreed to a screening fence to he
constructed from steed post, with wood cedar. He stated that all trees on the
drawing will he planted along with construction,ion, Add€t'io sal ly, he informed the
Commissioners that the >_iumester site would he located at the farthest point away
from residents.
Commissioner Carol Tyson had some concern on the irrigation shown on the drawing
to he only in the front: of the building and thus not providing adequate care for
the trees serving as the buffer. The applicant informed Commissioner Tyson that
irrigation would be provided by hand by a paid staff member.
Commissioner Yyson also had some concern in reference to the number of parking
spaces the applicant had proposed. He stated that only 9 parking spaces were
:shown on the drawing.
Mr. Lloyd Stone and Mr. Jeff S mithers assured the Commissioners that there would
be sufficient parking at thin facility. The Commissioners continued to voice
concern over the nucaber of earring spaces at pear times. This concern was to
prevent on street parking when the parking spaces were full,
"here was discussion among the Co mmissioners on a Wft. tall masonry fence along
the entire northern property line. they had questions on whether the applicant
would provide a 6 ft, high fence on the western side of the property.
Mr, Smithers stated that the ordinance did not require a masonry fiance, however,
he :understood th-at. the City wanted all new development to go beyond the minimum
requirements. He farther stated, that after discussing the masonry fence with
their.. lender, if the masonry fence was required it would be economically
feasible. Mr. S mit.hcers informed the Commissioners that heir intention was to
build a 6' ft., tall wooden screening fence on metal frames completely around the
project and surrounded by trees,
Commissioner ;Owens stated that he liked this project, however, he informed the
applicant thart a, masonry fence has become necessary for all new developments
because of our maintenance problems.
Commissioners Jones asked the applicant several questions con. ce ni€q outdoor
space for residents, family rooms for visitation and sidewalks for residents to
walk or exercise.,
Mr. Store responded by stating that the facility has multi --purpose, rooms, for
activities and the facility has a very large front porch. He informed the
Commission that probably 75% of the patients were not ambulatory in nursing
heaves and therefore a small number of residents would use outdoor facilities,
Commissioner Withloff stated he was in favor of -t_.he project and thought it
could be an asset to the City of Euless, He also had some concerns regarding
the drainage on the property.
Mr, Doug Long stated that the site Plan shows the grating of the site and the
proposed site is flattest portion of the 4.2 acres. He stated that any water
wrill drain back to the facility on Site 2. He informed the Commission this
would be shown on the Preliminary urinary Plat: to be presented at the next meeting. He
stated that there is a. drainage way that cuts across the property south of the
tract. Mr, Long informed the Commission that the R5 Portion of the property
would be utilized at a later date and would complement the nursing home,
Chairman young voiced questions and concerns €n the fire lane width as shown on
the site plan. The current fire lane showed a 20' ft. width and it had been
recommended in the DRC comments for the fire lane to be 2V ft. Bide. The
applicant stated that the Fire Marshal had approved a 20 f V fire lane for the
rear. Chairman Young stated this had to be confirmed with the Firs; Marshal,

that staff had noted in the DRC comments that the If-ire 'arie needed to be 24' 1"t,
wide, a mas�irry fence along the north side and the applicant had proposed a
wooden fence Qn steel posts, also, staff had recommiended 3" caliper trees and
the drawing shows 2" trees along thr, north property line, Additionally, W%
Krockempyer stated that there ils, a, discrepancy in the field notes in the legal
description that requires correctiyin, Mr. Kruckemeyer informed the Commission
that the reason a masfaniry fence was requested along -the north side of -the
prc-peaty was beca€ise uF the outside lighting in dose proximity to neighboring
homes.
Commissioner Billy Owens made the motion and it was sect�nded by Comissionor
J,C. Jones tc, approve Case 93--01-SP as presented, along with the fifllawing
conditions.- 1 . ) The drainage being worked out -to -the Cltty Engineers
satisfaction (prior to platting; 2, 1 Correction of Legal description-, 3. ) The
number of parking spaces will comply with current City requirements with 44 or
more spaces providei; and 4-) a masonry type wall to be constructed to conform
with surrounding design will be required.
