MINUTES PLANNING AND ZONING COW41SSION SEPTEMBER 21, 1993 The Pre-Commission €eet.ing of ;-.hr Planning and Zoning Commission was called to order by Chairman Ronald Young at 5,55 PM. He stated that four members of the Planning and €� Commission were present:; constituting a quorum. Furthermore, the agenda for this meeting had been properly posted in acr-ordance with the applicable law. Mr, Jeff Smitbers, Smither•~s Construction Company, P. 0, Box 2518, Russellville, Arkansas, was present regarding the construction of the facility. die advised the Commissioners that they are working with the City Engineer on the drainage of Lot 2 but d ue to such dense undergrowth the surveyors have not been able to get accurate profiles of the creek. He had been out to the site and they were in the process of clearing the channel and he expected the surveyors to be finishing this week. Chairman Young reiterated that they would have to agree to the channel improvements being done before proceeding with the fin„ platting per the discussion at the August 24th City Council meeting) . Mr. S€withers stated they do plan on improving the channel on the property. Commissioner Billy {:teens made the motion to approve the preliminary plat as presented with the understanding that the drainage €lust meet with the City Engineer's approval as well as the City Council and to include the City Engineer's "fetter of September 20, 199W Andrea Baxter, Principal Engineer, advised the Commissioners that the City will need drainage easements and Perpetual Maintenance Agreements from the owner;developer- before the final plat, Commissioner John Deithloff :seconded the motion a nd the vote was as follows; Ayes: Commissioners Owens, Deithloff, Zahn and Yung Nays: bone Chairman Young declared the motion carried.
