OCTOBER 5, 1993
The Pre-Commission meeting of the Planning and Zoning Commission was called to
order by Secretary John Deithloff at 5:30 P.4 , in the downstairs Administra -
tion 8wilding Conference Room. Six members of the Planning & Zoning Commis-
sion were in attendance with one Commissioner absent,

Secretary John Deithloff opened the Planning and Zoning Commission meeting at
7,00 P.M. , for the consideration of scheduled items. He stated that six
,members of the Planning and Zoning Commission were present, constituting a
quorum, Furthermore, the agenda for this meeting had been properly posted in
accordance with the applicable law. He welcomed the guests in attendance.

Secretary John Qeithloff explained the rules governing a public hearing and
then opened the public hearing.
Mr. Rod Tyler, City planner, advised the Commissioners the applicant did not
meet the minimum requirements set forth in the City of Euless Subdivision
Rules and Regulations duo to his failure to submit acceptable construction
plans to the City E gi€peer`s' office. Therefore staff ;does not recommend
approval of this replat� The applicant had previously promised to have all
necessary changes i nto the City Engineer's offices therefore this item was
placed on this agenda with public not ice being given to area property owners
and published in the newspaper, State law requires replats to be considered
after a public hearing which a minimum of fifteen {15} days advance
notification is given to area property owners. Mate law also specifies that
cities must act on all plats within thirty (30) days of filing with the City
or the plat will be deemed approved. Notice was mailed to property owners on
September 17, 1993, which means that the Planning and Zoning Commission must
act on the plat by October 17th or the plat will he deemed approved. The next
Planning and Zoning Commission meeting will not meet until October 19, 1993,
Mr, Barry Hudson, Vice-President of Everago Consultants, Inc. . 2639 West
Freeway, Suite Igg, port. Worth; advised the Commissioners the reason they did
not submit approved construction plans was dui: to finding a mistake in the
plans when making the necessary corrections. He asked that the Commissioners
conditionally approve the replat while the revisions are being made.
Secretary Deith toff asked for other proponents. There being none, Secretary
Deithloff asked if there were any opponents. There being none, he closed the
public hearing and .asked for discussion among the co rnissloners,
Commissioner Billy Owens advised Mr. Hudson that they want all construction
plans complete and in order when corning before the Commission or they do not
want to hear 'the cases.

The motion was made by Co-, €€issionpr flack. Hill and seconded by Co€missioner
George Zahn to deny #P-93-04 €eplat of Bell Ranch Terrace - Phase 3 and the
vote was as follows:
Ayes.' Commissioners Hill, Zahn, Owens, Baldwin, Tyson and Deithloff
Nays: None
Secretary Deithloff declared the motion carried,

€om- issiorrer Billy Owens stated he appreciates the staffs concerns regarding
the Unified Development Control Document and recommends adding extra staff or
obtaining outside help if necessary in order to finalize the document,
