Commissioner Owens inquired abmd the application € f the City's aircraft noise poky,
Mr, B€ umvell stated that the policy tlesci ibed in the C;ompreherasive Plan depicts, mo A)ncs. a
'bard application` of the policy. and a "s€3it application". Mr. Tyler explained that the area that
Mr. Boutwell galls a "bard application" is an area that is currently impacted by the..aircraft nois-o.
