A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EULESS,
TEXAS, AUTHORIZING THE APPLICATION FOR THE SUBMISSION OF
AND RECEIPT OF A GRANT, THE SOLID WASTE PASS — THROUGH
GRANT PROGRAM, FROM THE TEXAS COMMISSION ON
ENVIRONMENTAL QUALITY (TCEQ) THROUGH THE NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENTS (NCTCOG), FOR
FUNDING TO DEVELOP A DISASTER DEBRIS MANAGEMENT PLAN
FOR THE CITIES OF BEDFORD, COLLEYVILLE, EULESS,
GRAPEVINE, AND HURST, WITH A TOTAL GRANT VALUE OF
$125,000, THAT IS FULLY FUNDED AND DOES NOT REQUIRE A CITY
MATCH, AUTHORIZING THE CITY MANAGER AS THE AUTHORIZED
OFFICIAL TO EXECUTE ALL DOCUMENTS IN REGARD TO THE
REQUESTED FUNDS, WHICH INCLUDES THE POWER TO APPLY
FOR, ACCEPT, REJECT, ALTER, OR TERMINATE THE GRANT; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Council ("City Council") of the City of Euless, Texas, agrees
that in the event of loss or misuse of funds from the Texas Commission on Environmental
Quality Solid Waste Pass — Through Grant Program, the City Council assures that funds
will be returned in full to the North Texas Central Council of Governments, and
WHEREAS, the City Council wishes to designate the City Manager as the
grantee's authorized official The authorized official is given the power to apply for, accept,
reject, alter, or terminate the grant on behalf of the applicant agency
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF EULESS, TEXAS, THAT•
SECTION 1.
The City Council authorizes the Emergency Management Coordinator to submit
an application to the Texas Commission on Environmental Quality (TCEQ), the Solid
Waste Pass — Through Grant Program, through the North Central Texas Council of
Governments (NCTCOG) for funding to develop a Disaster Debris Management Plan for
the Cities of Bedford, Colleyville, Euless, Grapevine, and Hurst
SECTION 2
The City Council assures the awarded funds will be returned to the TCEQ, the
Solid Waste Pass —Through Grant Program through NCTCOG, in full in the event of loss
or misuse of the TCEQ funds
SECTION 3.
The City Council authorizes the City of Euless to serve as the sponsoring agency
and will prepare and file the Solid Waste Pass — Through Grant Program application on
behalf of the Cities of Bedford, Colleyville, Euless, Grapevine, and Hurst, will administer
the potential Solid Waste Pass — Through Grant Program award, will procure and
disburse the Regional Disaster Debris Management Plan, and will file for 100 percent
reimbursement under the Solid Waste Pass —Through Grant Program award in the event
of approval
SECTION 4.
The City Council authorizes the City Manager, as the authorized official, to execute
all documents in regard to the requested funds, which includes the power to apply for,
accept, reject, alter, or terminate the grant
SECTION 5.
The City Council for the City of Euless assures the City of Euless will comply with
other rules set by the Solid Waste Pass - Through Grant Program
APPROVED AND ADOPTED at a regular meeting of the Euless City Council on
November 12, 2019, by a vote of 7 ayes, 0 nays, and 0 abstentions
