EULESS CITY COUNCIL
Tuesday, October 22, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:33 p.m. on Tuesday, October 22, 2019, in the Precouncil Conference Room of City
Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro Tem
Jeremy Tompkins, Council Members Perry Bynum, Harry Zimmer, and Salman Bhojani.
Council Member Tim Stinneford arrived at 4:37 p.m. Council Member Eddie Price was
absent from the meeting.
During the Precouncil meeting:
➢ Mayor Linda Martin expressed her appreciation to Mayor Pro Tern Jeremy Tompkins
for leading the October 8, 2019 City Council meeting in her absence.
➢ Council Member Salman Bhojani advised that he had a wonderful time at the Texas
Municipal League (TML) Annual Conference held October 9 through 11, 2019, and
attended several interesting sessions. Additionally, he expressed his appreciation to
the Police Department for hosting a tour of the new simulator training room for the
City Council, and to City Secretary Kim Sutter and Assistant to the City Manager Betsy
Deck for providing goodie bags for a Boy Scout troop he spoke to on Sunday, October
20, 2019.
➢ Council Member Perry Bynum advised that he attended the TML Conference as well
and agreed that a number of the sessions were informative.
➢ Mayor Martin advised that she attended the St. John the Baptist Greek Festival
Taverna night on Thursday, October 17, 2019, and had a wonderful time. Additionally,
she introduced Attorney Rob Allibon, who is representing City Attorney Wayne Olson
during his absence.
➢ City Secretary Kim Sutter advised that early voting for the November 5, 2019 General
Election is currently underway at the Euless Family Life Senior Center on the following
dates and times:
October 21 — 25 Monday— Friday 8:00 a.m. — 5:00 p.m.
October 26 Saturday 7:00 a.m. — 7:00 p.m.
October 27 Sunday 11:00 a.m. —4:00 p.m.
October 28 - November 1 Monday— Friday 7:00 a.m. — 7:00 p.m.
Additionally, she introduced Administrative Secretary Jackie Ross, and stated that
Mrs. Ross joined the City Secretary staff effective October 15, 2019.
➢ City Manager Loretta Getchell expressed her appreciation to the Euless Family Life
Senior Center staff, Directors, Police Department staff, and the Party Planning
Committee for their assistance in hosting the Annual Employee Burger Bash held

Friday, October 11, 2019. She also mentioned other recently held events including
the Nepalese Community Meeting held Tuesday, October 15, 2019, the Euless
Tongan Community Committee meeting on Monday, October 21, 2019, and Euless
Tonga Family Day on Saturday, October 12, 2019, at the Villages of Bear Creek Park.
Ms. Getchell advised of several upcoming events, including:
• Wednesday, October 23, 2019, Michael Williamson Memorial Golf
Tournament, Texas Star Golf Course, 8:00 a.m.;
• Saturday, October 26, 2019, Halloween Trunk or Treat, Euless Family Life
Aquatic Park parking lot, 4:00 p.m. to 6:30 p.m.;
• Saturday, November 2, 2019, Municipal Complex, 9:00 a.m. to 11:00 a.m.
o Household Hazardous Waste Collection (Crud Day); and
o Shred Day
• Saturday, November 2, 2019, Hurst-Euless-Bedford Independent School
District (HEB ISD) Hall of Fame Induction Ceremony honoring Margaret
Collins, wife of Director of Planning and Economic Development Mike Collins,
and other inductees, 7:00 p.m. to 9:00 p.m.;
• Wednesday, November 6, 2019, DIY Sprinkler System Repairs, City Hall, 7:00
p.m.; and
• Saturday, November 23, 2019, Diabetes Awareness 5K/1K Fun Run, Bob
Eden Park, 9:00 a.m.
• City Manager Getchell expressed her appreciation to the Police and Fire Departments
and Assistant to the City Manager Betsy Deck for their hard work during the 6Stones
Community Powered Revitalization (CPR) Fall Blitz held last weekend. She also
expressed her appreciation to Assistant City Manager Chris Barker for leading a team
of Rotarians in revitalizing a house during the event as well.
• Director of Public Works and Engineering Hal Cranor provided a brief overview of the
City's response to the recent storms.
✓ City Manager Getchell advised that Top Shelf Training has signed a lease agreement
and will operate the Pro Shop at the Euless StarCenter and will also specialize in
hockey training. Additionally, she informed the City Council that new insurance
policies, with increased policy limits, are now in place to help protect the City against
cybercrimes.
• City Manager Getchell reviewed the regular agenda.
Assistant to the City Manager Betsy Deck advised of available grant funding for solid
waste - debris management plans and advised that there are several grants available
for FY2021. She stated that Emergency Management Coordinator Suzanne
Hendrickson will be working with several area cities to create a Regional Disaster
Debris Management Plan.
Emergency Management Coordinator Suzanne Hendrickson provided additional
information regarding the North Central Texas Council of Governments (NCTCOG)

solid waste grant application. She advised that the grant is funded by the Texas
Commission on Environmental Quality (TCEQ) and administered by the North Central
Texas Council of Governments (NCTCOG.)
➢ City Secretary Sutter provided an update on the Boards and Commissions
appointment process and advised that interviews have been scheduled to be held
with the City Council on Monday, November 11, 2019.
➢ Finance Director Janina Jewell presented the Financial update for the period ending
September 30, 2019, and advised that sales tax collections were down 10.7 percent
and car rental tax was up four percent over the same period last year.
➢ Assistant City Manager Chris Barker presented an update regarding the progress of
the redrilling of the Far North Well.
Additionally, he advised of a recently discovered issue with regard to the structural
integrity of the library's glass atrium walls and stated that the framing will need to be
replaced. A budget amendment will be presented to the City Council at a future
meeting.
➢ Director of Planning and Economic Development Mike Collins provided the
Development update, including residential and commercial development. He also
provided a brief update regarding a Housing and Structure Board meeting held
Thursday, October 3, 2019.
CLOSED SESSION
The City Council convened into closed session at 5:49 p.m. for deliberation regarding the
following:
Seek legal advice from the City Attorney as authorized by Section 551.071 of the Texas
Government Code related to:
• In Re: National Prescription Opiate Litigation
The appointment, employment, evaluation, reassignment, duties discipline or dismissal

Mayor Martin recessed closed session at 6:45 p.m.

Council Member Harry Zimmer led the pledges of allegiance to the flags of the United

ITEM NO. 1. PRESENTATION OF EMPLOYEE OF THE MONTH FOR
NOVEMBER
Police Chief Mike Brown introduced Senior Police Officer Brian Mabry. Brian was
accompanied by members of the Police Department.
Mayor Martin presented Brian with a plaque and certificate commemorating his selection
as employee of the month for November 2019.

Mayor Martin asked Assistant City Manager Barker to read each item into the record.
Council Member Stinneford motioned to approve the consent agenda items number 2

ITEM NO. 2. AUTHORIZED CITY MANAGER TO NEGOTIATE AND EXECUTE
AN ARCHITECTURAL SERVICES CONTRACT
Authorized the City Manager to negotiate and execute an Architectural Services Contract
with Oxley Williams Tharp Architects for the construction documents, development,
bidding and negotiation, and contract administration phases for the construction of Fire
Station No. 1. The estimated expenditure is $460,000.
ITEM NO. 3. AUTHORIZED PURCHASE OF DIGITAL LIBRARY MATERIALS
Authorized the purchase of digital library materials (e-books and e-audiobooks) from
Bibliotheca, Inc., 403 Hayward Avenue North, Oakdale, Minnesota, the sole source
provider of materials for the Cloud Library platform in use by the library. The estimated
expenditure is $60,000.
ITEM NO. 4. AUTHORIZED PURCHASE OF DIGITAL LIBRARY MATERIALS
Authorized the purchase of digital library materials (e-books, e-audiobooks, video, and
music) from Midwest Tape, Inc., 1417 Timberwolf Drive, Holland, Ohio, the sole source
provider of materials for the Hoopla digital circulation platform in use by the library. The
estimated expenditure is $50,000.
ITEM NO. 5. AUTHORIZED PURCHASE OF PUBLIC SAFETY SUPPLIES
Authorized the Fire Department to purchase a variety of public safety supplies through
Casco Industries, Inc., 1517 West Carrier Parkway #118, Grand Prairie, Texas, using
several different procurement methods including through an Interlocal agreement with the
City of North Richland Hills and through the BuyBoard Cooperative Purchasing Program
Contract No. 524-17. Purchases will include bunker gear, self-contained breathing
apparatus (SCBA) supplies, Personal Escape Systems, structural gloves, MSA gas
monitoring equipment, cairns, structural boots, and hoods. The estimated expenditure is
$70,000.

ITEM NO. 6. AUTHORIZED PURCHASE AND INSTALLATION OF FLOORING
FOR THE FITNESS CENTER
Authorized the purchase and installation of flooring for the fitness center at the Euless
Family Life Recreation Center from Gomez Floor Covering, Inc., 1130 Inwood Road,
Dallas, Texas, through the BuyBoard Cooperative Purchasing Program. The estimated
expenditure is $58,849.10.
ITEM NO. 7. AUTHORIZED PURCHASE OF FOUR (4), THREE-QUARTER TON
TRUCKS
Authorized the purchase of four, three-quarter ton trucks from Rush Enterprises, 4000
Irving Boulevard, Dallas, Texas, through the BuyBoard Cooperative Purchase Program
Contract No. 521-16. This purchase is for the replacement of two Animal Control cab and
chassis, one Parks Department pickup, and one new pickup for Public Works. The
estimated expenditure is $112,718.
ITEM NO. 8. AUTHORIZED PURCHASE OF A TANDEM AXLE DUMP TRUCK
Authorized the purchase of a tandem axle dump truck from Rush Enterprises, 4000 Irving
Boulevard, Dallas, Texas, through the BuyBoard Cooperative Purchase Program
Contract No. 521-16. This purchase is for the replacement of Public Works unit 781, a
2006 GMC tandem axle dump truck. The estimated expenditure is $127,262.

REGULAR AGENDA
ITEM NO. 10. APPROVED SITE PLAN NO. 19-10-SP
Director of Planning and Economic Development Mike Collins advised that the applicant,
Grace Specialty Pharmacy, intends to construct a 4,988 square foot pharmacy
specializing in compounding pharmaceuticals for sale to medical professionals. The
pharmacy will not be a retail location. The new facility will contain clean rooms in which
the concentration of airborne particles is controlled to meet a specified airborne
particulate cleanliness class in order to preserve the quality of the materials used in the
final product. Technically a pharmacy, the facility has laboratory aspects that a retail
pharmacy does not have. The Planning and Zoning Commission considered the item on
October 1 , 2019, and recommended approval of the Site Plan by a 7-0-0 vote.
Tom Hoover, Engineer, was present to address any questions.
Mayor Pro Tern Tompkins advised for the record that the main entrance to the building
will be a concrete walkway as opposed to ground cover that is depicted in the site plan
drawing. Additionally, he inquired about shared garbage dumpsters.

Mr. Collins confirmed that dumpsters would be shared with adjacent businesses.
Council Member Bhojani motioned to approve Site Plan No. 19-10-SP, for a Commercial
Development proposed to be located on 0.677 acres within the Allen Estates Addition,
portion of Block A, Lot 2 at 951 Clinic Drive.
Council Member Stinneford seconded the motion.
