MINUTES
The Pr€;-Cammission meeting of the Planning and Zoning Commission was called to
order by C ai spa; < g at 5:30 p.m,, in the downstairs Administration Building
Conference Room. Seven members of the Planning and Zoning Commission were in
attendance.

p.m., for the consideration of scheduled items. He stated that all Seven members of the
Planning and Zoning Commission were present. Furthermore, the agenda da for this meeting
had been properly posted in accordance with applicable law,

The motion to approve the minutes of the April 18, 1995; meeting was made by
1ommissioner Zahn and seconded by Commissioner Baldwin. The, vote was as follows'.

Nays-1 none
The motion to approve the April 18, 1995, Planning and Zoning Commission meeting
minutes carried.
REGULAR AGENDA:
ITEM 1, PRELIMINARY PLAT #P-95-07 - VILLAGES OF BEAR CREEK
Request of Richard Shaw, Manager for Ash Park Apartments, Ltd,, for a
preltminary plat of 12,527 acres out of the R. Crowley Survey,
A-3121- located on the northeast corner of Fuller-VViser Road and E. Ash
Rod Tyier, City Planner, stated the purpose of this Preliminary Plat was to subdivide
12.527 acres into one multi-family lot for the consideration of a 250 unit apartment
complex. The Preliminary Plat had been submitted in sufficient form to warrant
consideration by the Planning and Zoning Commission. The preliminary plat met the
minimum requirements set forth in the City of Euless' Unified Development Code and the
Development Review Committee recommended its approval,
He further stated a preliminary plat serves as a draft of the final plat. Approval of the
preliminary plat will authorize the City Engineer to allow the property owner to construct
the public improvements and serve as the City's commitment to approve the final plat
upon acceptance of the public improvements and submission of a propedy executed final
plat consistent with the approval of the preliminary plat.
Paul Kruckemeyer, City Engineer, stated the Construction Plans were substantially
complete and he recommended approval of the preliminary plat.
The motion was made by Commissioner Owens to approve Preliminary Plat#P-95-07 and
seconded by Commissioner Zahn, The vote was as follows:
Ayes: Commissioners Owens, Zahn, Baldwin, McMillon, Bright, Young, Tyson,

The motion carried.
A resident at 1613 Willow Lane spoke to the Commissioners concerning the proposed
Lakewood Addition. it was his understanding from Ed Bazan that the Lakewood Addition
was o n the agenda for this meeting, His concern was for the trees that will be removed
in the creek area. He wanted to go on record stating that he did not want the trees to be
removed. Paul Krockemeyes informed him that some trees near the creek will have to
be removed because of flowage in the creek, He also stated that there is drainage
easeme nt on L=oth sides of the creek, Mr, Kruckemeyer stated he did not know how far
up or the property or easement the trees would have to be removed, He Meted the
eievatjon of the ground varies from the cuter of the creek and the exact number of trees
that reed to be removed cannot be determined at this time, He assured the citizens they
would try to save as many trees as possible a nd still, provide proper flowage.

Rod Tyler reported that the information contained in the Commissioner's packets was e
six month report on the Capital Improvements Plan i n which the city now functions M,
order to oo?mply with Mete law He stated that DRC and City Staff recommended

Chairman Young review d the memorandums from Mice Norwood (Accountant), Pa#ul
Krucke:meyer (City Engineer), Kevin Mercer (Development Services Manager) and Rod
Tyler (City Planner). He stated all facts and accounting procedures ,appeared to be in
order.

Re: CAPITAL IMPROVEMENT PLAN
I have reviewed the current Capital Improvement Plan for
water and wastewater and I recommend no changes at this
time. Funds have been dispersed from the account due to
the installation of improvements . The Capital
Improvement Plan is not however progressing as
forecasted, due to the lack of growth experienced in
areas where additional capacity is needed.

IMPACT FEES
Re:
Impact Fees are collected when a building permit is
applied for or at the time a plumbing permit is applied
for which involves a new connection to the City' s water
and/or sewer system. The fee collected is based on the
impact fee schedule in effect at the time the plat was
approved.
For the period of July 1, 1994, through December 31,
1994, no complaints were received by this department
regarding the imposition or collection of impact fees .

Re: CAPITAL IMPROVEMENT PLAN
I have reviewed the current Land Use Assumptions and
Capital Improvement Plan and find that they are generally
consistent with the City' s Comprehensive Land Development
Plan adopted on November 23, 1993 . I recommend no
changes to the Land Use Assumptions Plan or Capital
Improvement Plan at this time.
