PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS, (C.hairrnan Ronald Young opened the Planning and Zoning Commission meeting at 7:00 p.m, for the consideration of scheduled items., He stated that seven members of the Plan€ €€gig and Zoning Commission were present, Furthermore, the agenda for this meeting had been properly hosted in accordance with appl€cable law, MEMBERS STAFF PRESENT; MEMBERS ABSENT- Chairman Ronald Young George Zahn Nancy Bright Robert McMillon Keith Eggers Joy Baldwin Billy Owens Randy J. "Bud" Taylor Andy Chesney Councilman Bobby Baler Barry Knight Chuck Southerland PLEDGE OF ALLEGIANCE AND INVOCATION: The Pledge of Allegiance was given by Commissioner Baldwin and the invocation was riven by Chairman Young. PLANNING AND ZONING COMMISSION MEETING a PAGE TWO AUGUST 16, 1996 MINUTES- The motion to approve the minutes of the July 18, 1995, meeting was made by Commissioner Mc Millon and seconded by Commissioner Eggers. The vote was as follows: Ayes: Commissioners Mc Millon,n, Eggers; Owe ns, Baldwin, Bright, Young, Zah n Nays, None The motion carried. ITEM L PUBLIC HEARING FOR REPLAT #P-96-09 w TUCKER ADDITION Request of Tom Hart, Euless City Manager, for a replat of Lots 1-15, Bloch C. and Lots 2 and 3, Bloch B, Sheppard Addition and Bloch 1, Tucker Addition, into Lot 1-R, Block 1; Tucker Addition, described as 2-01 N, Ector Drive. Randy J. Byers, Director of Public Works a nd Development, gave the location of the proposed replat. He stated the Development review Committee had met and reviewed this application on July 20. 1995, and all concerns had been satisfactorily addressed. 'The ITC finds this application to be consistent with the requirements of the UDC and therefore recommended approval. Rod Tyler, City Planner, represented the applicant stating this replat would also include some additional residential lots that were platted many years ago. This will eliminate those property limes and re move some easements that were granted some time ago and vacates some right-of-way. It will also dedicate so me additional right-of-way for Eetor and Trojan Trail and identifies and locates various easements on sight. The Chairman stated for the record that no letters or telephone calls in opposition to this Public Hearing had been received by the City. The Commissioners acknovAedged lvlr.Betty Duna, a resident on Sheppard give, and asked if she had any questions. She had none but stated she would attend the meetings to stay informed on the progress of the library. Commissioner Baldwin made the motion to approve Replat P-95-09 and the motion was seconded by Commissioner Bright, The vote was as follows: Ayes: Commissioners Baldwin, Bright, Owens, Mc Millon, Young, Zahn, Eggers PLANNING AND ZONING COMMISSION MEETING - PAGE THREE AUGUST 1e 1996 Nays, None The motion carried ITEM 11 P B C HEARING 4 SPECIFIC USE PERMIT #95-16-SUP Consideration of Specific Use Permit for a self storage facility within a C-2 Community Business) zoning district on the north side of West Euless Boulevard and east of Vine Street (Tracts IJt and IJI A, A, J. Hoitt Survey, A-684) Randy Byers, Director of Public Works and Development, introduced Case #95-16-SUP and gave the general description. He stated the applicant was requesting e specific use pen-nit for a self storage facility within a C-2 (Community Business) zoning district. This request would ,allow for the construction of a self storage facility on 3.387 acres on the north side of W. Euless Boulevard and oast of {dine Street. He stated the Development Review Committee had reviewed the application, found that the conditions of approval were adequately fulfilled and therefore, recommended its approval, Chairman Young opened the Public Hearing for Case 5-16-SUS' and asked for the applicant or the applicant's representative to make a presentation. Barry Knight, 5400 Renaissance Tower, Dallas, Texas, represented Colby and Genevieve Sandli,an for the self storage specific use permit, He descnbed the Colby`s self storage facilities as high quality businesses throughout the country, The facilities are constructed with high pitched roofs and masonry exteriors using earth tone colors. The applicant has proposed a wrought iron fence along Euless Boulevard and a solid screening wall to the abutting property. Chuck Southedand; 4138 Harvest Htl! load, Dallas, Texas, stated the company was builders, owners and managers of these facilities. They have been in business for approximately 20 years. He Mated the buildings are red brick with tan doors and have the appearance of private residences, The facilities do not allow businesses on the property or ,repair oars. Approximately 40% of the occupants are businesses using the space for storage of records, plumbers storing pipe or electricians storing wiring, etc. and 60% of the tenants are residential customers. He stated they own the 47 projects across the country and have built 5 projects in the l etroplex area with two more belong built within the nest twelve months. Chairman Young asked for any other proponents, there being none he called for opponents. Mr. R. M. "Bud" Taylor spore for the record to slow his opposition due to PLANNING AND ,ZONING COMMISSION MEETING - PAGE FOUR AUGUST 16, 1996 the market not supporting two mini-warehouse facilities, He is currently seeking a site plan for a 500 unit facility, Mr, Southerland stated there was plenty of market area for both facilities. He also stated that restricting businesses was not part of the zoning ordinance., There being no other proponents or opponents, Chairman Young closed the Public Hearing for discussion among the Commissioners, Commissioner Zahn stated he had concerns regarding the fencing around the facility. He stated the proposed ' chairs link fence along the north side of the property was a concern. He stated he would like to see a 6' masonry fence constructed because of the children that come across the foot bridge as a means of access to get to the south side of the highway, He stated not only would this enhance the visibility but also the security, He stated his other concerns were the east side, 6' screening fence (masonry or dbbeo metal) and the 4` wrought iron fence across the front. He stated, historically, the Commission has required a masonry screening fence around these types of facilities especially with the screening being taken down the southwest property line to the distance that would block visibility. Mr. Southerland stated that visibility was an important factor and vital to the business, He stated they do visibility screening along residential areas when they are next to the facilities.. He stated at the site plan approval stage, along Huffman which is at Hwy 183, they would be willing to consider extending a 6 wrought iron fence around the edge instead of a chain link fence. He stated they would put a masonry wall along the service station area. However, he stated they did need the visibility along the street since their business comes from people seeing the attractive facility. He also stated they could raise the 4' fence to a 5' fence due to the Commissioners concern regarding the school children, Commissioner Zahn asked the applicant for reassurance that there would be absolutely no outside storage; no boats, no car repair, etc, The applicant stated this information would be contained in the site plan as well as the specific use permit. He also .stated the facility has a sensor on every door that registers at the manager's office whichh shows who is on site at all times and what they are doing. Mr, Southerland stated the police and fire departments in Carrollton wanted the wrought iron fence in order to see down the isles of the facility as they were patrolling. Commissioner Eggers voiced concerns regarding the view access from Hwy. 183 and sidewalks along Hwy 10 and Huffman, Commissioner McKilon stated at first he was concerned whether this project was the highest and best use for the land, however, after reviewing the plant and seeing the quality of the project he felt he could support it. He had a moor concern with the-flow of traffic(children)from the south side of the city to the PLANNING AND ZONING COMMISSION MEETING - PAGE FIVE AUGUST 1 , 1996 junior high school, He commended the applicant on the quality of the project, Also, Commissioner Mcl illon voiced concern over the ingress and egress to the project because here will be e tremendous flow of business in and out of the property. Mr, Southerland stated they would discuss the possibility of putting in a directional island that would force drivers to turn right at the time of the site plan. Commissioner Baldwin stated the building itself was very appealing however, she thought there were so many storage areas in the area already. Also, she stated her concerns on the tremendous flow of business and the egress and ingress, Commissioner Owens Mated the same concerns as the other commissioners regarding the flow of traffic and the children walling home from the junior high school. He Mated the City of Euless had two main thoroughfares where children are. directed into the street. Commissioner Owens warted reassurance from the applicant that they would build the mini-warehouse property and not change their mi nd at a later date. Commissioner .Owens proposed to the applicant to co nstruct the fence to the east of the racetrack in order for the children to pass. Mr- Southerland stated these facilities were their pension plans and they had no plans to build and turn around and sell, Mr, Southerland also stated their sign would be a pole sign which would be black and white and meet all city standards for signage. The applicant stated they would record the fact that there would be no auto repair at the facility in whatever instrument the Commissioners requested. Chairman Young asked the applicant about selling the facilities once they were wilt, Mr. Southerland stated they have sold only one of the mini-warehouse facilities and that was in Wichita, Kansas in order to build additional facilities, Chairman Young inquired about the applicant's market research. Mr. Southerland stated there had been extensive market research done. Commissioner Owens stated that some of the property west of this site had previously had some flooding problems, He stated the City Engineer stated in pre-session that this situation had been taken care of and he wanted it on record he was concerned about the drainage and encouraged staff'to loop at it very closely to prevent any further flooding to the buildings on the western edge. Mr, Southerland stated they will not drain water to the west. Chairman Young called for a motion on Specific Use Permit #-95-16-SUP and gave the Commissioners the options for the motion, The €not ors to approve Specific Use Permit #95-16-SUP was made by Commissioner McMillon with the following conditions. 1) the applicant will furnish extensive site plan reviews at a later date, 2.) during the site plan review the ingress and egress will be addressed to the property, clarifying concerns regarding flow of traffic eastwardly out of PLANNING AND ZONING COMMISSION MEETING k PAGE SIX ,AUGUST 16, 1995 the property, 3.)the fencing will be address regarding the masonry fencing along the east, the 6 rought iron fence along the northern side on Huffman Street and the fence along the south side along Hwy, 10 will be a minimum of 5'wrought iron: and 4.) the developer will tale every interest in the concerns of the Commissioners in trying to provide sidewalks around the perimeter for traffic flow. Commissioner Owens seco nded the motion. commissioner Owens asked staff members if the motion needed to include the applicants participation on Huffman Drive as noted in staff notes. Mr. Tyler stated this topic was a platting issue. Commissioner Ovens asked it the City had a means by which it would guarantee us that the City would not have to out in all of the street with citizen tax money, Commissioner Zahn stated a concern regarding assurance that the property would have absolutely no outside storage. Commissioner McMillon asked if he should amend his motion. The Commissioners stated no, the City Ordinances would cover this subject. The vote was as follows: Ayes: Commissioners McMillon, Owens, Baldwin. Bright; Young, Zahn, Eggers Nays: None The motion carried. ITEM IlL SITE PLAN #96-19-SP m A.M. DOWNEN SURVEY, 1 Request of R, M, "Bud" Taylor for approval of a site plan for a self storage facility within a C-2 and 1-1 (Community Business and Light Industrial) zo ni ng district on the south side of I 100 block of ;Vest Euless Boulevard Tract 41316, A. ill. Downen Survey; A-415) Randy J, Byers, Director of Public 'Works and Development introduced the site plan request. He gave the general location of the site and stated the Development Review Committee (DRC) had reviewed the site plan and found the information provided to be cons*tent with the zoning and subdivision regulations of the Euless Unified Development Code and, therefore, recommended its approval. Mr, Byers informed the Commissioners there had been a change in the fencing on three sides of the property. The original pla ns showed a 6 ft, slatted chain link fence with 2-3 strands of barbed wire a nd the current clans show an 8 ft. metal ribbed fence. PLANNING AND ZONING COMMISSION MEETING - PAGE SEVEN AUGUST 16, 1996 There was discussion among the Commissioners regarding the current change. Commissioner Owens stated the change was a definite improvement, however, at the last hearing on this case the adjoining property owner was in agreement because of the chain link fence with the barbed wire, The property owner felt the chain link fence would serve as a deterrent for criminal final elements, Mr. Byers stated the concern of the property owner was not the type of fencing, but the six foot fence, in itself, was not enough to dater criminal elements. However, the three additional strands of barbed wire would be the additional deterrent and be more of a security measure. He Mated, in his opinion, the 8 ft. ribbed metal fence would be more secure than the 6 ft, chain link with barbed wire. Commissioner McMillon stated, in the State of Texas Design Criteria for Mater and Wastewater Facilities, it is required to have either a 8 ft, fence with three strands of barbed wire or an 8 ft, fence. Commissioner Owens asked the applicant if he was satisfied with all the things staff had asked him to do regarding drainage, He also asked the applicant if he would be able to move forward with his project without any problems, because toward the end there are always horror stories about staff asking applicants to get easements or brick fencing, etc. Commissioner Owens then asked Paul Kruckemeyer, City Engineer, to explain the detention pond on the drawing. Mr, Kruckerneyer stated the detention pond releases the grater to the east to the right-of- way of ley 157. There is an existing drainage swell that comes to the northeast corner of this property. Mr. Taylor is acquiring all of the grater on the site into the detention pond and releasing at the same rate it drains off the swell at this time.. Mr, Kruckerneyer stated the Engineering Department had reviewed the construction plans and made the initial comments, The revised drawings had been delivered back to Engineering at this date, however, they had not had time to review the changes, He further stated that Mr. Taylor had signed off that all the changes had been made and he did not anticipate any problems. Commissioner Eggers asked for clarif ication regarding the brick screening fence along the front of this project and the previous case was not required to do so, Mr, Byers and the Commissioners explained the current project indicated a masonry fence on the front because he will have outside storage at his facility and the other self storage facility has indicated there will be no outside storage. Mr. Taylor stated he had purchased the property on the southeast comer to Hwy 187 to allow for drainage. Commissioner Owens stated he had problems with an applicant coming in and getting the Specific:. Use Permit (not only this applicant, but several others as well) and works out drainage, then later after going back to staff the applicant roost go out and purchase possibly 80-100 acres of land to take care of the drainage off site. Commissioner Owens PLANNING AND ZONING COMMISSION MEETING - PAGE EIGHT AUGUST 16, 1996 stated he would be bringing this issue €gyp at a later date. Paul Kruckemeyer, City Engineer, stated both developers in this area on Hwy. 10 had to out detention facilities on their site and either of those developers would rather not have detention ponds on their site. But this is being required by inadequate systems on Hwy. 157 out in by the Highway Department. He assured the Commissioners this was the most economical way to tale care of the drainage, He stated he did not feel it would be proper for the City to provide all of the drainage calculations at the front end, because the engineering cost for this is so great and the applicant would not know if he would be approved. It would be placing e financial burden at the front end of the projects. Mr. Kruc erneyer stated every year the drainage gets to be more and more the larger portion of the oast of a development. Mr, Byers stated the potential for off site easements can this Site Plan had been discussed with the applicant from the beginning of the project. Commissioner Owens made the motion to approve #95-19-SP as p'resented and the motion was seconded by Commissioner Baldwin. The vote was as follows: ;yes. Commissioners Owens, Baldwin, Bright, Young, McMillon, Zahn, Eggers Nays: none The motion carried. Mr. Byers informed the applicant that staff would research the options of bypassing the Land Plan and let him know, The applicant was also informed the Site Plan would he going to City Council on August 22, 1995.
