MINUTES
The Pre-Commission meeting of the Planning and Zoning Commfission was called to
order by 'Chairman Ronald Young at 5.30 p.m., in the downstairs Administration Building
Conference Room. our rri-embers of the Planning and Zoning Commission were in
attendance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS -
COUNCIL CHAMBERS.
Chairman Ronald Young opened the Banning and Zoning Commission meeting at 7W
p.m. for the consideration of scheduled items. He stated that four members of the
Planning and Zoning Commission were present, Commissioners Bright: Eggers and
McMillon were absent. Furthermore, the agenda for this meeting had been properly
posted in accordance with, applicable law.

PLEDGE OF ALLEGIANCE AND INVOCATION* The Pledge of Allegiance was given by
Chairman Donald Young and the invocation was given by Commissioner Owens.
APPROVAL OF MINUTES
The motion to approve the Planning and Zoning Commission minutes of the October IT
10-95, meeting was made by Commissioner Zahn and seconded by Commissioner
Owens. The vote was as follows:
Ayes, Zahn, Owens, Baldwin. Young
Nays: None
The motion carried.
ITEM 1, PRELIMINARY PLAN` P-95-1 - LOT 2, BLOCK A, MOMS$ ADDITION
Request of Charles E. Sutheftnd, agent for Mama Enterprises Igoe V, for
a preliminary plat of 3.3616 acres out of the A. J. Hint Survey, A-684s
located on the nom side of West Fines Boulevard and east of Vie Stet
Randy Byers, Director of Public Works and Development, introduced the preliminary plat
and gave the gene ral location, He Mated the preliminary plat appears to meet the
minimum requirements set forth in the City of Euless' Unified Development ,rode and
therefore, recommended approval. He stated the Commissioners had received a letter
from him dated Nove mber 1, 1995, stating the recommendation for approval was Subject
to a correction being made on the face of the plat. The correction was a "Notice" stating
"Selling a portion of this addition by metes and bounds is a violation of City Ordinance
and Mate Law and is subject to fines and withholding of utilities and building permits",
He stated the notice had been corrected and placed on the face of the Plat.
Chairman Young stated the Preliminary Plat was a ministerial function and did not require
the applicant to make a formal presentation.
Paul Kruckemeyer. C ty Engineer,eer, stated o ne correction needed to be made to the metes
and bounds description. The correction refers to a "west line" and should be clanged to
an "east line", He also Mated the construction plans were In order.
Commissioner Owens stated he mould like to spear to the motion after it was made.
Commissioner Baldwin made the motio n to approve preliminary flat P-95-16, Lot 2:

Block A of the Moma addition as presented. The motion was seconded by Co mmissioner
Zahn.
Commissioner Owens stated prior to coming to the meeting he had intentions of
expressing a negative vote and asked that the record reflectt his concerns, He stated he
had no objections on the case as presented, however, he felt like the City had not
addressed (he emphasized this was a personal comment) the situation of the school kids
crossing along the frontage at Hwy 10. He stated he was not present when the plat was
before the Commissioners at the last meeting, He stated with the sidewalk across
Racetrac, t he City and Developers missed a great opportunity to take care of a problem
the City had, He stated he know it was not required for the developer to put sidewalks
across the front of their property unless the City requests it be done. The City had not
requested the sidewalk at this time, however, he felt the City was not facing their
responsibilities to tape ware of the school kids, He stated the City is dumpi ng the school
kids that comes out from the apartments to the south and from the south side of town into
a busy thoroughfare such as Racetrac and Eden's Deal Estate. He state he was one of
many that had these concer ns and stated he wanted someone fro m the wilderness to cry
out that the City needed to do something, He stated the only way for him do this was as
a citizen on this Body in order to tape care of the people on the south side of town. He
would like for staff to see if here was a possibility of putting a sidewalk in front of the
fence: to the west, between Racetrac and their property. He stated it would not make a
o:ace for vandals and the police department has never brought this subject to the
attention of the City. The City is asking Racetrac to allow the developer to connect the
fence and he felt like this would work but not sore the problem of safety for the school
kids. He admonished the City and Developer as they go on with the process to take ;a
closer look at the situation, He stated the building was sitting 6--8 feet high with a grass
slope going down to a metal fence which is in front of all apartments. He stated the City
could put in sidewalks and the kris could walk along the sidewalk and there would be no
damage to the people or the property. He stated in this case; the City was at fault in this
situation and he had no problems with that because, once it is done, he was for whatever
the majority of the people speak and he is for this project. However, as a good citizen;
he thought the developer should tape another loop at the situation, as well as the City and
see if something could be done in this regard.
Commissioner Baldwin asked if the City had heard from Racetrac regarding the
connection of the fence as outlined in the City's letter of October 25, 1995. Mr, Byers
stated that Racetrac had not responded as of this date
Chairman Young thanked Corn m#ssioner Owens for his thoughts, co mments a nd concer ns
on this issue however, he informed the Commn ssioners they were present to consider only
the technical merits of the plat riot the e motional merits of the plat. As a point of
clarification, he stated the developer is providing acE-Ass across his street frontage. He

stated personally, he did not feel the developer had a duty to provide access across the
;property. He also stalled, as a property owner, he would not wa nt to Provide a sidewalk
or access for someone to wale through his property.
Chairman ' € g called for a vote on the motion. The vote was as follows:
Ayes: Commissioners Baldwin, Zahn, Young, Owens,
Nays- alone
The motion carried to approve Preliminary Plat #P-95-16 as presented.
ITEM 11, SITE PLAN #96-26-SP a OAK FOREST ADDITION
Request of Christopher P. Culpepper for Woodmont Realty Associates, for
approval of a site plan for the construction of a grocery ire; retail SMp
center and auto lam store Diu a C- (Communes Business District,),
located on the northwest corner of North Main Stet and West Ha
Road
Ra ndy Byers, Director of Public Works and Development, introduced the Site Plan #95-
26-SP and gave the general location, He stated the Development Review Co€nmittee had
reviewed the site plan and fond the information provided by the applicant to be
consistent with the,coning and subdivision regulations of the Euless Unified Development
Code arid, therefore, recd€€emended its approval. He stated the recommendation,
however, was predicated on Planning and Zoning's and City Council's concurrence with
staff's opinion that this plan is co nsistent with the inte nt of the landscape ordinance.
Chairman Young informed the applicant that site plan approval is a ministerial function
and did not require a formal presentation.
Paul Krackemeyer, City Engineer, stated the applicant's engineer and architect had been
working diligently on this protect and had worked very well with staff. He stated he
thought the Co€amiss€o n had a very good product before them to be considered and he
recommended approval. Randy Byers concurred with Mr. Kruckemeyer.
Commissioner Baldwin stated she had noticed on the plans that the applicant would be
able to save the one large peca n tree and she asked for assurance that this would be
done.

Commissioner Owens expressed concerns regarding the northern exposure of the
building and the proposed berm. He stated that staff had a nswered his questions
regarding these concerns. He asked the applicant what his color scheme would be on
the northern side of the building since it would be visible to traffic.
Doug Galbraith, Callaway :architects, Meted they were proposing painted split face
concrete bloct<s that would be € uted in color, He also stated they had increased then
landscaping on the northern side with evergreen trees, youpon Dolly, live oak trees, etc,
that would be 3-4 inch caliper trees. Commissioner Owe ns asked the applicant to exceed
the € in€mu m sta ndards o n the size of trees,
Mr, Galbraith stated they were leaving the one large peca n tree and they would not grade
around the tree because pecan trees are sensitive.
Commissioner Owe ns made the motion to approve Site Plan 95-226-Sly as presented and
the motion was seconded by Commissioner Zahn. The vote was as follows,-
Ayes'. Commissioners Owens, Zahn, Baldwin, Young
Nays: None
The motion carried.
ITEM III, PRELIMINARY PLAT P-99w19 - LOT 2, BLOCK 2, OAK FOREST
ADDITION
Request of Charles C. Cmk for Harwood Holdings Associates, LP., for
preliminary plat of 13.287 acres out of the Js M. Cummings Survey, A302.,.
located on the norlvmat comer of North Main Street and 'meat Hard
Road
Randy J. Byers, Director of Public Works and Development, stated the preliminary plat
had been submitted in sufficient form to warrant consideration by the Planning and Zoning
Commission. The Development Review Committee had reviewed the preliminary plat and
found it to meet the minimum requirements set forth €n the City of EUIess` Un€fled
Development �ode and therefore, recommended approval of this plat.
Paul Krucke€neyer, City Engineer, Mated the construction plans were substantially
complete a nd in good order.
Commissioner Ovens stated the applicant had progressed through the plan ni ng process
rapidly and pushed ahead. He asked the applicant to follow the normal process if they

had a sale on the remaining property or needed a quick closing, He informed the
applicant that staff had worked a lot of hours trying to get this case before the
Co mmissio ne rs and City Council, He also appreciated the staff teeing owner friendly,
however, he would rather see cases flowing through the normal process.
Corrrrt imon r Owens made the motion to approve Preliminary Plat #P-95-19 as
presented and the motion was seconded by Commissioner Baldwin. The vote was as
follows:

IV. REPORTS,
Chairman Young welcomed Boy Scout Troop #345 to the Planning and Zoning
Commission meeting. They were attending the meeting to ;yarn their Communication
Badges. Part of the requirements for this Madge is to attend a city meeting and report
back what they saw and heard. Commissioner Zahn also welcomed the troop and stated
he was actively involved in Boy Scouts and offered to assist them in any way. He
informed the Scoot blaster to get in touch with the City's Pars Department for projects
relating to the Eagle Scouts.
