EULESS CITY COUNCIL
Tuesday, November 12, 2019
A regular meeting of the Euless City Council was called to order by Mayor Linda Martin
at 4:32 p.m. on Tuesday, November 12, 2019, in the Precouncil Conference Room of
City Hall, 201 North Ector Drive. Those present included Mayor Linda Martin, Mayor Pro
Tem Jeremy Tompkins, Council Members Tim Stinneford, Eddie Price, Harry Zimmer,
and Salman Bhojani. Council Member Perry Bynum arrived at 4:51 p.m.
During the Precouncil meeting:
Mayor Pro Tem Jeremy Tompkins advised that he attended the Household
Hazardous Waste Collection (Crud) Day event held Saturday, November 2, 2019, and
it was well attended and efficient. He expressed his appreciation to Assistant to the
City Manager Betsy Deck for her efforts in organizing and overseeing the event.
Council Member Salman Bhojani advised that he and Assistant to the City Manager
Deck toured the Trinity River Authority (TRA) wastewater treatment plant earlier today
and he was impressed with the facility.
y City Secretary Kim Sutter advised that she has tickets available for the Taste of
Northeast event that will be held Thursday, November 14, 2019, at the Hurst
Conference Center.
:- Texas Star General Manager Glenda Hartsell-Shelton referenced the November 2019
edition of Avid Golfer magazine which ranked Texas Star Golf Course as the number
one luxury public course on the west side of the Dallas/Fort Worth metroplex and
number two in the entire area behind the Dallas Cowboys Golf Club.
City Manager Loretta Getchell advised of upcoming events, including:
• Thursday, November 14, 2019, Hurst Euless Bedford (HEB) Chamber of
Commerce State of the Cities luncheon, Texas Star, 11:00 a.m.; and
• Saturday, November 23, 2019, Euless Tongan Committee Diabetes
Awareness 5K/1K Fun Run and Walk, Bob Eden Park, 9:00 a.m.
City Manager Getchell reviewed the regular agenda.
Finance Director Janina Jewell introduced Jason Hughes of Hilltop Securities, and
Paul Braden from Norton Rose Fulbright in relation to Agenda Item #10.
Mr. Hughes provided a brief overview of the bond sale and advised that the City will
receive a 2.667 percent rate on the bond issuance for a 20 year term.
Fire Chief Wes Rhodes provided the Fire Department update, including total response
times, annual dollar loss, total runs over a five-year period, call volume, Fire Marshall

Office activities, live fire and vehicle extrication training, and the Fire Prevention Week
Clown Show.
Finance Director Janina Jewell presented the Financial update and advised that sales
tax was up 10 percent and car rental tax collections were down 13 percent over the
same period last year (September 2019).
Assistant City Manager Chris Barker provided the Capital Projects update and
advised that two budget adjustments will be presented to the City Council for
consideration at the November 26, 2019 meeting. Those adjustments will address the
structural integrity of the library atrium glass wall as previously reported during the
October 26, 2019 Precouncil meeting as well as the purchase and installation of a
new pumps and appurtenances for the Far North and Fuller Wells.
Additionally, he advised of a road reconstruction project along Bear Creek Parkway
which will be restricted to one lane, southbound only. between Mid-Cities Boulevard
and Ash Lane. The northern portion of Ash Lane will be closed and two way traffic will
be maintained in the southern portion. This phase of the project is estimated to take
approximately four to five months.
Assistant City Manager Barker provided the Transportation update and advised that
the State Highway (SH) 121 exit ramp to Industrial Boulevard (FM 157) closed
beginning Monday, November 11, 2019, for approximately six weeks, however: the
exit is scheduled to be open the weeks of Thanksgiving and Christmas.
Director of Public Works and Engineering Hal Cranor advised that bidding for the
signal light installation at the intersection of Heritage Avenue and Cheek-Sparger
Road is currently open and the bid results are scheduled to be presented for City
Council consideration at the December 10, 2019 City Council meeting.

The City Council convened into closed session at 5:35 p.m. for deliberation regarding the

Mayor Martin recessed the closed session for a Euless Development Corporation
meeting at 5:56 p.m.

PLEDGES OF ALLEGIANCE
Council Member Salman Bhojani led the pledges of allegiance to the flags of the United
States and Texas.
ITEM NO. 1. PRESENTATION OF EMPLOYEE SERVICE PINS
Fire Chief Wes Rhodes introduced Fire Inspector II Drew Washington. Drew was
accompanied by members of the Fire Department. Mayor Martin presented Drew with a
service pin commemorating his 5 years of service with the City.
Texas Star General Manager Glenda Hartsell-Shelton introduced PGA Head Golf
Professional Dan Walden. Dan was accompanied by his wife, Lindsay, sons, Caleb and
Parker, and members of the Texas Star Golf Course. Mayor Martin presented Dan with
a service pin commemorating his 10 years of service with the City.
Director of Public Works and Engineering Hal Cranor introduced Foreman Ruben
Cardenas. Ruben was accompanied by wife, Magdalena, son, Cruz, daughters, Bianca
and Jazlin, and members of the Public Works Department. Mayor Martin presented
Ruben with a service pin commemorating his 20 years of service with the City.
Police Chief Mike Brown introduced Public Service Officer Alisha Johnson. Alisha was
accompanied by her husband, Casey, daughters, Destiny and Angela, and members of
the Police Department. Mayor Martin presented Alisha with a service pin commemorating
her 20 years of service with the City.
Police Chief Mike Brown introduced Senior Police Officer David M. Chaney. David was
accompanied by his wife, Amanda, and members of the Police Department. Mayor Martin
presented David with a service pin and clock commemorating his 25 years of service with
the City.
ITEM NO. 2. PRESENTATION OF CERTIFICATES TO FIRE PREVENTION
POSTER WINNERS
Fire Marshall Paul Smith gave a brief history of the Fire Safety Poster Contest and
introduced the grand prize winners for each grade level:
First Grade: Kenzie Brookshire, (Wilshire Elementary)
Second Grade: Cathy Pham, (North Euless Elementary)
Third Grade: Emma Thapa, (Bear Creek Elementary)
Fourth Grade: Camryn Parker, (Bear Creek Elementary)

Mayor Martin and Fire Chief Rhodes presented each grand prize winner with a certificate,
their poster, and a goody bag.

CONSENT AGENDA (items 3 through 8)
Mayor Martin asked Assistant City Manager Chris Barker to read each item into the
record.
Council Member Stinneford motioned to approve the consent agenda items number 3
through 8.

ITEM NO. 3. AUTHORIZED PURCHASE OF FOUR (4), HALF-TON TRUCKS
Authorized the purchase of four, half-ton trucks from Silsbee Ford, 1211 Hwy 96 North,
Silsbee, Texas, through the BuyBoard Cooperative Purchase Program Contract No. 521-
16. This purchase is for the replacement of three Public Works pickups, and one new
pickup for the Police Department Code Enforcement. The estimated expenditure is
$103,002.
ITEM NO. 4. AUTHORIZED PURCHASE AND INSTALLATION OF FLOORING
FOR THE NATATORIUM DECK AT THE EULESS FAMILY LIFE
CENTER
Authorized the purchase and installation of approximately 4,980 square feet of rubber
flooring for the natatorium deck at the Euless Family Life Center from Whirlix Design,
LLC, 1761 International Parkway, Suite 125, Richardson, Texas, through the BuyBoard
Cooperative Purchasing Program. The estimated expenditure is $53,186.
ITEM NO. 5. AUTHORIZED PURCHASE OF POLICE DATA STORAGE
Authorized the purchase of police data storage through CDW-Government, LLC, Vernon
Hills, Illinois, an authorized Texas Department of Information Resources vendor. This
purchase is for the replacement of the data storage area network in the Police
Department. The new storage device will allow current operations to continue and
provide for future growth of the data for the department. The estimated expenditure is
$54,535.
ITEM NO. 6. AUTHORIZED PURCHASE OF A DISPATCH RECORDER
Authorized purchase of a dispatch recorder through Motorola Solutions, Inc., Chicago,
Illinois, an authorized Texas Department of Information Resources vendor. The request

is for replacement of the analog dispatch recorder. This recorder was purchased in 2013
and the hardware will no longer be supported as of January 2020. The estimated
expenditure is $88,200.
ITEM NO. 7. APPROVED RESOLUTION NO. 19-1560
Approved Resolution No. 19-1560, authorizing the application for the submission of a
Solid Waste Pass-Through Grant Program from the Texas Commission on Environmental
Quality through the North Central Texas Council of Governments for funding to develop
a Disaster Debris Management Plan for the cities of Bedford, Colleyville, Euless,
Grapevine, and Hurst.

ITEM NO. 9. AUTHORIZED MAYOR TO NEGOTIATE AND EXECUTE
CONVEYANCE DOCUMENTS
Council Member Bhojani motioned to authorize the Mayor to negotiate and execute
conveyance documents for the purchase of property located at Cresthaven Addition.
Block 3, Lot 9 at 913 Highland Drive, Euless, Texas.
Council Member Stinneford seconded the motion.

ITEM NO. 10. APPROVED ALL MATTERS INCIDENT AND RELATED TO THE
ISSUANCE AND SALE OF "EULESS DEVELOPMENT
CORPORATION SALES TAX REVENUE BONDS, SERIES 2019",
INCLUDING THE ADOPTION OF RESOLUTION NO. 19-1559
Finance Director Janina Jewell advised that Resolution No. 19-1559, authorizes the
issuance and sale of "Euless Development Corporation Sales Tax Revenue Bonds.
Series 2019," to fund authorized improvements at the Texas Star Sport Complex. Phase
VII of this project includes renovating the existing infields with synthetic turf, renovating
the existing concession/restroom building, building new offices for staff and upgrading the
existing lighting from metal-halide to LED. This action approves the action taken by the
Euless Development Corporation during the earlier recess from the City Council meeting.

Council Member Bynum motioned to approve Resolution No. 19-1559, approving all
matters incident and related to the issuance and sale of"Euless Development Corporation
Sales Tax Revenue Bonds, Series 2019."
Council Member Bhojani seconded the motion.

ITEM NO. 11. APPROVED A REQUEST FOR A TEMPORARY USE PERMIT
Assistant City Manager Barker presented the item to the City Council and advised that
McMahon Contracting, L.P., 3019 Roy Orr Boulevard, Grand Prairie, Texas, received an
initial approval of a temporary use permit to construct and operate a concrete batch plant
for a period of approximately one year. Temporary use permits may be issued for a
maximum of 90 days and this represents the first of the subsequent permit requests. The
site is visited several times a day by City staff to review the site conditions. The batch
plant will only run during specific days when material is needed for the street construction.
Additionally, the City has retained an environmental consultant to make periodic spot
checks to ensure environmental safety and compliance.
Council Member Stinneford motioned to approve a request for a Temporary Use Permit
for McMahon Contracting, Inc. for a Portable Concrete Batch Plant located at the Villages
of Bear Creek Park, on the east side of Bear Creek Parkway just south of Little Bear
Creek, for an additional period of ninety (90) days beginning after November 12, 2019.
Council Member Price seconded the motion.

ITEM NO. 12. APPROVED FIRST AND FINAL READING OF ORDINANCE NO.
2234
Council Member Price motioned to approve the first and final reading of Ordinance No.
2234. appointing Lacy Britten to serve as the Judge of the Municipal Court in the City of
Euless for a two-year term, expiring December 31, 2021.
Mayor Pro Tem Tompkins seconded the motion.

Council Member Bhojani motioned to approve the extension of the contract for Municipal
Court Judge Lacy Britten for a one-year term to expire December 31, 2020.
Council Member Price seconded the motion.
