Re 3.!s'c-naNe wiii a rmlde to A ssis-' PLANNING AND ZONING COMMISSION JUNE 3, 1997 MINUTES The Pre-Commission meeting of the Planning and Zoning Commission was called to order by Vice Chairma n George Zahn at 5:30 p,m,: in the Building :,At. Large Conference Room Five members of the Planning and Zoning Commission were,: in attendance. PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULED ITEMS - COUNCIL CHAMBERS. Vice Chairman George Zahn called the Planning a nd Zoning Commission meeting to order at '7:00 p.m. for the consideration of scheduled items. He stated here were, five me mbers of the Planning and Zoning Commission present, Chairman Young g and Commissioner Eggers were absent, Furthermore, the agenda for this meeting had been properly posted in accordance with applicable law. APPROVAL OF MINUTES Commissioner Owens made the motion to approve the minutes of the May 20, 1997, PLANNING AND ZONING COMMISSION MEETING - PAGE TWO JUNE 3, 1997 Planning and Zoning Commission meeting as presented, The motion was seconded by Commissioner Bright. The vote was as follows: Aye-s: Commissioners Owens, Bright, Shuler; McMillon., Zahn Nays: None Absent- Chairman Young, Co mmissioner lEggers The motion carried. REGULAR AGENDA: ITEM 1, PUBLIC HEARING -AMENDMENT TO THE UDC REGARDING SERVICE STATIONS a #PZw 7-04 Bo Bass, !rector of Planning and IDIevelopment, stated !tern l was a recommended amendment to the UDC regarding services stations. The recommendation had originally been recommended by the City Council, reviewed and recommended by City staff and would alter, the UDC to no longer allow service stations under the 5641 SIC (Standard Industrial Code): but would only allow gasoline reta l sales and would also remove the special conditions "r' and "u" from the use table. Vice Chairman Zahn gave the rules and procedures res gover€ ing a Public Hearing and then opened the Public Hearing. Thera being no proponents or opponents, Vice Chairman Zahn dosed the Public Hearing. ITEM IL RECOMMENDATION OF AMENDMENT TO THE UDC REGARDING SERVICE STATIONS w #P -97-04 Commissioner Owens asked for the record to indicate there were no citizens present to discuss this issue and the Public hearing had been posted and advertised in the newspaper. Commissioner Shiner made the motion to recommend the amendment of the JD regarding Service Stations #PZ-97-04 and removing the word Service Stations as a use by right within the C-2 Zoning District and remove special conditions "r" and sty,. �he motion was seconded by Commissioner McMillon. The vote was as follows: Ayees: Commissioners Shuler; McMillon, Owens, Bright; Zahn PLANNING AND ,ZONING COMMISSION MEETING M PAGE THREE JUNE 3, 1997 Nays: No ne Absent: Chairman Young; Commissioner Eggers The motion carried. REPORTS Bo Bass, Director of Planning and Development, informed the Commissioners that Rod T yler, City Planner, was leaving the City of Euless after 17 years of service, to go to the Cite of Ceder Hill as Director of Planning. Mr. Bass stated he had known Rod for app roximately 5 years as a professional and has worked with Rod directly for a year. He stated Rod would be missed and congratulated him on his new position Commissioner Bright stated she would miss Rod and thanked him for the training she had received. Commissioner 7S cMillon Mated he had been on the Co€ miaa€o n for several years and he appreciated the support a nd professionalism Rod had given him over the years. He wished Rod well in his new position and thanked Rod for all his help. orr missioner Shuler stated Rod had been with the City since she became a Commissioner and she appreciated his help. She stated she had learned a lot si nce she first became a Commissioner. She stated she would miss him and wished him well. Commissioner Owens stated he and Rod had been friends over the years. He stated Rod had always kept himself in the highest regard of professionalism. informed Rod; as a layman himself, it had been a pleasure to work with him. He stated Rod had been his mentor, Mice Chairman Zahn stated Rod had trained all of the Commissioners and he appreciated the professionalism Rod had exhibited through the years. Rod informed the Com missioners he would miss them all. He stated he had thought about the change long and bard He stated after 17 years, he obviously enjoyed working with the City of Euless as well as all of the projects in which he had been involved. He hoped the people in Cedar Hill would he as kind, patie nt and u nderstanding as this Commission. He informed the Commissioners they had dome a great job on the P&Z Commission as volunteers. He thanked them for their devotion and time to the ity of Euless. Bo Bass introduced Charles Mego, Registered Professional Sanitarian, as the newest addition= to the Planning and Development Department, liar. Mego will lead the environmental health efforts within the Department, PLANNING AND ZONING COMMISSION MEETING - PAGE FOUR JUNE 3Q 199 ADJOURNMENT.
