CONSIDER APPROVAL - PRELIMINARY PLAT - #P-97-18 (PP) a VILLAGES OF BEAR CREEK - STONEBRIDGE APARTMENTS Consider approval of the proposed preliminary plat of 9.6028 acres for the construction of a 184 unit apartment complex located at, 2250 Fuller-Wiser Road, Lot 1, Block 1, Villages of Bear Creek 111. PLANNING AND ZONING COMMISSION .It.LY 15, 1997 NNUTES The Pre-Conrmission meeting of the Planning and Zoning Commission was called to order by Chairman Ronald Young at 5:30 p.m., in the Building "A'° Conference Room. Five merr)ers of the Planning and Zoning Commission were in attendance. PLANNING AND ZONIING COMMSSION CONSIDERATION OF SCHEDULED ITEMS COUNCIL CHAMBERS. Chairman Ronald Young called the Planning and Zoning Concession meting to order at 7:00 p.m. for the consideration of scheduled item. He stated there were five members of the Planning and Zoning omission present. Commissioners McMillon and Eggers were absent. Furthermore, the agenda for this meeting had been properly posted in accordance with applicable law. PLANK NG AND ZONING COWASSION MEETING A PAGE TWO JULY 15, 1997 APPROVAL OF NNUTES Commissioner Shuler made the motion to approve the minutes of the July 15, 1997, Planning and Zoning Commission meeting with minor corrections. The motion was seconded by Commissioner ins. The vote was as follows: Ayes: Commissioners Bright, Zahn, Owens, Shuler, Young Nays: None The motion carried. REGULAR AGENDA Io CONSIDER APPROVAL w PR.EUMNARY PLAT w#Pm97m17(PP) -VIU AGES OF BEAR CREEK-AVIARA APARTMENTS Consider approval of the proposed preliminary plat of 37.025 acres for the construction of a 436 unit apartment complex located at; Lot 1, Block 9, Villages of Bear Creek Mr. Bo Bass, Drector of Planning and Development, gave a brief description of the proposed preliminary plat. He stated the preliminary plat was consistent Wth the submittal requirements of the City of Euless, therefore; the DRC finds the conditions for approving the preliminary plat adequately satisfied and recommended its approval. Chairman Young asked Paul Kruckemeyer, City Engineer, to conyrient on this plat before discussion among the Comrnissioners. Mr. Kruckemeyer stated the City had received substantially complete construction plans for this plat. He stated there were a couple of housekeeping changes for subdivision easements that uvould be taken care of before final plat approval. There being no con raents among the concession, Commissioner Zahn made the motion to approve Case #P-97-17, subject to the housekeeping corrections. Commissioner Owens seconded the motion. The vote was as follows: Ayes: Commissioners Bright, Zahn, terns, Shuler, Young Nays: None The motion carried. PLANNING AND ZONING COMWSSION NEE71NG - PAGE THREE ,JUL.Y 15, 1997 II. !CONSIDER APPROVAL-PRELIMINARY PLAT o#P-9719(PP) -VILLAGES OF BEAR CREED w STONEF3RIDGE APARTMENTS Consider approval of the proposed preliminary plat of 9,6028 acres for the construction of a 184 unit apartment complex located at; 2250 Fuller Wser Road, Lot 1, Bloat 1, pillages of Bear Creek Mr. So Bass, Director of Planning and Development, gave a brief description of the proposed preliminary plat. He stated the preliminary plat vas consistent with the submittal requirements of the City of Euless, therefore, the DRC finds the conditions for approving the preliminary plat adequately satisfied and recommended its approval. Paul Kruckemeyer, City Engineer, stated there would be a few minor housekeeping cleaning items corrected on the plat and other than these items it is in good order for approval. Chairman Young confirmed with Mr. Kruckemneyer if the City had approved construction plans. Commissioner Covens commented that the existing construction plans be indicated on the final plat and comply to the current standards. Mr. Kruckerneyer stated the developer had met the City standards according to the submittal requirements. Cornrnissioner Zahn made the motion to approve Preliminary Plat#P-97-18(PP)with the housekeeping corrections made. The motion was seconded by Commissioner Bright. The vote was as follows: Ayes: Commissioners Bright, Zahn, ins, Shuler, Young lNbys: alone The motion carried. III. PUBLIC ;HEARING a PREUNINARY REPLAT -#P-9719 (PR) - FARR PACIFIC ADDITION Public input regarding the proposed preliminary replat of 2.48 acres located at; Lot 1, Block 1, Farr-Pacific Addition, into Lots 'I and 1-SIB, Dock 1, Farr-Pacific Addition Mr. Bo Bass, Director of Planning and Development, gave a brief description of the proposed preliminary replat. He stated the preliminary replat would be for two lots, one being the Dallas Billiards site. The preliminary replat was consistent with the submittal requirements of the City of Euless, therefore, the DRC found the conditions for approving the preliminary replat adequately satisfied and recommended its approval. PLANNING AND ZONING COIVMSSION IVEETING - PAGE FOUR JULY 15, 1997 Chairman Young explained the rules and procedures governing a Public Nearing. Chaim-on Young stated there was one proponent present; Mr. Neil Nupfauer, and no opponents present and then closed the Public Nearing. IV. CONSIDER APPROVAL.-PREUMNARY REPLAT-#P-97-19(PR)-FAf -PACIFIC ADDITION Consider request of the proposed preliminary replat of 2.48 acres located at; Lot 1, Block 1, Farr-Pacific Addition, into Lots 1-AR and 1-SIB, Blau 1, Farr-Pacific Addition Mr. Paul Kruckerneyer, City Engineer, stated the City had reviewed construction plans for the recomrrended site and recomrnended its approval, Commissioner Shuler confirmed with staff that TU Electric and TCI Cable utility companies had signed off on the referenced piece of property. Con-nissioner Om ns confirmed with staff that all requirements had been met.
