The Pre-Concession meeting of the Planning and Zoning Concession was called to
order by Chairman Ronald Young at 5:30 p.m., in the wilding "A" Conference Room.
Five members of the Planning and Zoning Ccammission were in attendance.
PLANNING AND ZONING COWASSION CONSIDERA11ON OF SCHECULED ITEMS-
CODNCIL CHAMBERS.
Chaim-an Ronald Young called the Planning and Zoning Cormnission meeting to order
at 7:00 p.rn. for the consideration of scheduled item. He stated there were five members
of the Planning and Zoning Commission present. Cornrnissioner Eggers and
Corr ssioner"illon was absent. Furthermore,the agenda for this meeting had been
properly posted in accordance with applicable law.

PLEDGE OF ALLEGIANCE AND INVOCATION: The Fledge of Allegiance was given by
Commissioner Shuler and the Invocation was given by Chairman Young.
APPROVAL OF MINUTES
Conyrissioner Zahn :made the motion to approve the ninutes of the August 19, 1997,
Planning and Zoning Commission meeting. The motion was seconded by Commissioner
Owens.

The motion carried.
Commissioner Lens galled for further clarification on pages 5 and 6 with the$5,000.00
per month sinking fund being the maintenance fund for the repairs at the apartment
complexes. The Commissioners discussed the $..5,000.00 being for repairs and not to
retire the debt for the next twenty years. The classification was so noted.
REGULAR AGENDA
1. PUBLIC HEARING - SPECIFIC USE PERNT - ##97-20-SUP - UGHTHOUSE
AUTO WORKS
Public input of the proposed request of Mr. Thomas C. Walz and Cheryl B. Walz
for a used auto sales facility on .4436 acres of land out of the A.M. Downing
Survey, Abst. 415 located at 1610 W. Euless Blvd.
Bo Bass, Director of Planning & Development, gave a brief description of the property
located at 1610 W Euless Boulevard. Fie stated the request was for a Specific Use
Permit and was a legislative action that the Planning & Zoning Commission would
recommend to the City Council. He stated the site, from a physical design, met all the
submission requirements for a Speck Use Pem-it. He stated the staff was under the
opinion that the City Council specifically wanted to exclude this use from this location.
He stated the Specific Use Permit could be interpreted for approval or denial three gays
which were as follows: 1.) the nature of the proposed use; 2.) the uses in relationship
with the planning policies; 3.) the negative impacts, off or on site, that could or could not
be mitigated. lie stated the Development Review Committee had reviewed the request
and recommended denial.
Chairman Young opened the Public Hearing and asked for the applicant to give a brief
description of his request.
Mr. Toms Walz, 3500 Rasb Court, Ft, Worth, Texas, stated he was the owner of the
property at 1610 W. Euless Boulevard. He stated the building was approximately 1800
square feet on a paved surface and on approximately a 1/2 acre piece of land. He stated
the types of businesses along W Euless Boulevard were quite varied, specifically as to
the requested pmt, because there are over a dozen auto related businesses such as

service stations, auto garages, body shops, wrecker services all within a rTile radius. He
stated directly across the street at 1609 W Euless Blvd, there is a property being used
as an auto sales location for over a decade. He stated the two existing used car dealers
would not be enough to serve the City of Euless with good local service and that was why
many residents have to go out of the City to satisfy their transportation needs. Fie stated
the approval of the request would contribute to and promote the general Mare and
convenience to the citizens of the City of Euless and its success would add to the City's
eronornic base. The it roveMents to the property had increased the property tax value
over fifty percent and had tripled the underlying revenue to the local tax. The additional
remodel should double the tax increase. He stated the value of all used vehicles had sky
rocketed. He gave an exan-le of a 10 year old Honda Accord having a wholesale value
of well in excess of$3,100000 with rrilage at 100,E to 150,000 but he did not envision
that type of car for this location. He stated he was planning to sell cars from one to
seven years old that were predominantly needed in today's Market. He stated the cars
would be in good condition and desired by the citizens of Euless. He stated the type of
improvements that would be made to the property would match any of the zoning or
future land development standards around the surrounding properties. He stated he had
twenty-five years of experience in management within the auton-obile industry which
would help ensure success in that venture. He stated the property had been dormant for
years and wanted to improve the property to be a respectable business for the City of
Euless.
Chairman Young asked for proponents/opponents.
Mr. John Savage, stated he was employed at a research laboratory in Euless. He stated
he had bought many used ears and was in favor of the request presented to the planning
& Zoning Comnission. He stated that cars were being made to last. He expressed it
would be nice to have a local place for citizens to purchase transportation and hoped the
request would be granted.
11. RECOMENDATION OF - SPECIFIC USE PERMT° A ##97-24-SUP
LIGHTHOUSE AUTO WORKS
Reconw endation of the proposed request of 11/llr. Thomas C. Walz and Cheryl B.
Walz for a used auto sales facility on .4436 acres of land out of the A.M. Downing
Survey, Abst. 415 located at 1610 W Euless Blvd.
Chairran Young clarified with Bo Bass, Director of Planning & Development, that the
property was zoned Cwt which vas a permitted use and stated the new ordinance for
auto sates had gone into effect after the request and application had been submitted.
Con�rr issioner Zahn asked the applicant if the wrecker-service on Hwy. 10 was actually
Euless Wrecker and Storage because the storage of vehicles was not permitted with their
Specific Use Permit. Coa ssioner Zahn asked Bo Bass to look into the conymnt and

make sure storage was not taking place. Commissioner Zahn expressed concerns with
car dealerships within the City and felt the message from City Council was to look at each
one strongly.
Connissioner Shuler stated concerns with the space not being the five acres that is
suggested by the Ordinance.
Com-Nssioner Cans stated he appreciated the hard work and the handbook that was
presented to each Corrmissioner. He stated he was not against used car lots and had
owned several used cars. He stated he had need emotions with this request being the
highest and best use for the property. Flee stated he would like to see Hwy. 10 with the
most tax revenue possible and recommended W. \Afalz look around the City and find
another place. Corrrissioner Owens stated he could not recwynend approval for that
piece of property.
Chairman Young stated he had problems with the scale of the project. He stated he did
not feel the scale of the project was large enough. He stated the site was too small for
the use however, he was not opposed to redevelopment.
Coryi-nissioner Bright stated concerns with the property being too small for the use and
she could not support the use.
NV. lz stated fire acres would be too big for this type of business and would like to
expand in the future because that was his thoughts when he purchased the property. He
stated he would like to remind the Council that 7-10 years ago the City of Euless made
efforts to address the type of businesses going along this corridor and introd'uoed some
ordinances and legislation to restrict the type of businesses that would go along that area
of Hwy. 10, and they had not materialized. He stated in his research of Hwy. 157, the
widening would start in about five years. He expressed his opinion of the development
for this area being at least seven to ten years away. He stated he did not rand attaching
a site specific requirement to the property or a time specific requirement that would allow
him the time to recoup his investment. Flee stated he did not object to an owner specific
requirement for the Specific Use Permit. He stated he had already put a lot of money into
the property because he believed the location could be a prim area if the owners do the
things necessary to rake it happen.
Commissioner Zahn stated putting stipulations on the specific use perrnit would not alter
what the property was today. Commissioner Owens stated the site was not viable for the
City to change the course that had been set.
Commissioner Zahn made the motion to deny Specific Use Permit #97-20-SET as
presented based on the Specific Use Permit Criteria Evaluation as follows:

#3 BENEFITS OU'T'WEIGH LOSSES
The benefits that the City gains from the proposed use outweigh the loss
of or damage to any homes, businesses, natural resources, agricultural
lands, historical or cultural landmarks or sites, wildlife habitats, parrs, or
natural scenic, historical featurs of significances, and outweigh the personal
and economic cost of any disruption to the lives, business and property of
individuals affected by the proposed use;
#6 NOT AN IMPEDIMENT TO ORDERLY DEVELOPMENT
The issuance of the Spec Use Permit does not impede the norrnal and
orderly development and improvement of neighboring vacant prop Y;
#7 SCALE OF STRUCTURES AND DEVELOPMENT
The location, nature and height of buildings, structures,walls and fences are
not out of scale with the neighborhood.
Con rissioner Shuler seconded the motion.
Commissioner Cans expressed concerns with the applicant possibly bringing a more
specific presentation back to the City.
The vote was as follows:

Nays. None
Abstention_ Commissioner Owens
Absent: Com-rissioner Eggers, Commissioner McMillon
