JANUARY 20, 1998
MINUTES
The Pre-Commission meeting of the Planning and Zoning Commission: was called to order by Vice
Chairman George Zahn at 5:30 p.m. in the Building "CF Conference Room. Five members of the Planning
and Zoning Commission were in attendance.
PLANNING AND ZONING COMMISSION CONSIDERATION OF SCHEDULER ITEMS - COUNCIL
CHAMBERS.
Vice Chairman Zahn called the Planning and Zoning Commission meeting to order at ':00 p.m, for the
consideration, of scheduled items. He stated there were rive members of the Planning and Zoning
Commission present.

APPROVAL OF MINUTES
Commissioner Owens made the motion to approve the minutes for the January 6, 1998, Planning and
Zoning meeting with corrections. The motion was seconded by Commissioner Eggers.
T he vote was as follows:
Ayes: Commissioners Zahn, Eggers, Shuler, Owens, McMiliion
Nays: None
Absent: Commissioners Bright, Young
The motion carried.
REGULAR AGENDA
Vice Chairman Zahn informed the audience five public hearings were scheduled and explained the public
hearing procedures.
Bo Bass, Director of Planning and Development, gave a brief overview of the zoning change requests
initiated by the City.
ITEM 1 PUBLIC HEARING - ZONING CHANGE - #98.11-ZC - R-1 - SINGLE FAMILY DWELLING
DISTRICT
Lakewood Addition, Lot Al
Bo Bass, Director of Planning and Development, described the property for this item as; Lakewood
Addition, Lot Al. So Sass stated the property was currently zoned "R-4" Multi-Family Residential District.
The proposed zoning would be 'R-1" Single Family Detached Residential District. He stated the
Development Review Committee recommended approval.
`Dice Chairman Zahn opened the Public Hearing.
There being no proponents/opponents Vice Chairman Zahn closed the Public Hearing.
ITEM 2 RECOMMENDATION OF -ZONING CHANGE#98-11-ZC - R-1 - SINGLE FAMILY
DWELLING DISTRICT
Lakewood Addition, Lot Al
Commissioner Owens stated he was concerned about access from Ash Lane to the north property.
Commissioner Eggers made the motion to recommend approval of zoning case #98-11-ZC as presented.
Commissioner McMillan seconded the motion.
The vote was as follows:

Commissioner Owens made the motion to recommend approval of zoning case #98-12-ZC, omitting Lot
10, Block 7, Sear Creek Estates, Commissioner Shuler seconded the motion.

ITEM 5 PUBLIC HEARING -ZONING CHANGE-#98.13-ZC -C-2 COMMUNITY BUSINESS
DISTRICT
Price Reis Survey, Abstract 1206, Tract 1
Bo Bass, Director of Planning and Development, described the property for this item as; Price Reis Surrey,
Abstract 1206, Tract 1. Bo Bass stated the property was currently zoned 'CUD" Community unit
Development. The proposed zoning would be "C-2" Community Business District, He stated the
Development Review Committee recommended approval.
Vice Chairman Zahn opened the Public Hearing.
Glor a Boyd, 186 Merlin Way, spoke in opposition to the request. Ms. Boyd stated the City of Euless had
enough zoned areas for strip mutts and recommended the property for a park.
Jim Maddox, 194 Merlin Way, spoke in opposition of the request. Mr. Maddox, stated the neighborhood
had plenty of surrounding commercial businesses and the proposed zoning change did not make sense.
Mr. Maddox,asked the Commissioners if a petition would help stop the zoning change.
Susan Heap, 33 Abbey, spoke in opposition of the request. Ms. Heap stated she agreed with the previous
comments,
Tressa Bowers; 189 Merlin Way, spoke in opposition of the request. Ms. Bowers stated she had lured in
the neighborhood for 13 years and did not want the property across from her house to be commercial.
Carolyn Boyd, 38 Abbey Ln, spoke in opposition of the request. Ms. Boyd stated she leased her home and
wanted to veep the area nice and quiet. She was concerned the property would drop in value and that a
strip mail would be developed.
Kyle Rogers, 55 Abbey Lane, spoke in opposition of the request. Mr. Rogers stated he moved to the area
to avoid being surrounded by commercial businesses.
Diane Frierson, 173 Merlin. Way, spoke in opposition of the request. Ms. Frierson stated she opposed the
zoning change for the same reasons as previously stated.
Gail Rother, 172 Merlin Way, spoke in opposition of the request. Ms. Rother stated she agreed with all
previous comments.

Chris Apodaca, 155 Merlin Way, spoke in opposition: of the request, Mr. Apodaca stated the zoning
change would decrease his property value and he was not for the C-2 zoning.
Doiores Dove; 53 .Abby Lane, spoke in opposition; of the request, Ms. Dove stated she agreed with
previous comments.
aoAnn Cruse, 20 ;abbey Lane, spoke in opposition of the request. Ms. Cruse stated she was concerned
with possible run o;1 toward her property if the vacant property was developed.

ITEM S RECOMMENDATION OF-ZONING CHANGE#98.13-ZC -C-2 COMMUNITY
BUSINESS DISTRICT
Price Reis Survey,Abstract 1255, Tract 1
Commissioner Eggers stated he was not happy with the current or proposed zoning. Mr. Eggers stated R-
1 zoning would be more restrictive and appropriate for this area.
Commissioner McMilion stated he agreed with many of the reasons stated tonight and agr*red with a
residential zoning.
Commissioner Shuler stated she preferred more townhomes in the area and was against the C-2 zoning.
Commissioner Owens stated C-2 zoning would not be good for the comer property and agreed that R-1
would be more suitable.
Vice Chairman Zahn stated the proposed zoning would be good, but not at this time.
`ice Chairman Zahn made the motion to recommend "13-1" Single Family Residential District zoning
instead of the proposed "C-2" CJnimunity Business District zoning on case f#98-13-ZC. Commissioner
Owens seconded the motion.
The vote was as follows;
Ayes; Commissioners Zahn, Eggers, Shuler, Owens, MoMillion
Nays: None
Absent; Commissioners Bright, young
The motion; carried.
ITEM 7 PUBLIC HEARING-ZONING CHANGE-#98.14-ZC - R-1 - SINGLE FAMILY
DWELLING DISTRICT
Edward T aylor Survey, Abstract 1555, Tract 16 and 1 C
Bo Bass, Director of Planning and Development, described the property for this item as; Edward Taylor
Survey, Abstract 1550; Tract 1B and 1C. Bo Bass stated the property was currently zoned "C-2"

Community Business District. Bo Bass stated the Development Review Committee recommended denial
on the original zoning change request due to a recent proposal submitted for this property.
Vice Chairman Zahn opened the Public gearing.
Steve Magee, Magee Leonard Corporation, 4611 Pine Valley, Frisco, Texas, stated he had contracted 25
acres of the proposed property. Mr. Magee stated they were looking at this site to develop a high quality
commercial business and had submitted a rezoning proposal. Mr. Magee requested the Commissioners
wait until they make their proposal presentation before a zoning change was made.
Merry Spencer, 32-14 Wintergreen, Grapevine, Texas, stated he awned property at the southeast corner of
Glade Road and N. Euless Main and his property was currently under contact with Magee Leonard
Corporation, Mr. Spencer asked the Commissioners if they would postpone the zoning change.
Vice Chairman Zahn closed the Public hearing.
ITEM 8 RECOMMENDATION OF-ZONING CHANGE#98-14-ZC - R-1 - SINGLE FAMILY
DWELLING DISTRICT"

Commissioner Owens complemented the staff for providing the information needed on this item.
Commissioner Owens made the motion to deny zoning change #98°14-ZC and leave present zoning of
"C-2" Communitv Business District. Commissioner Shuler seconded the motion.
The vote was as follows
Ayes: Commissioners Zahn, Eggers, Shuier, Owens; McMillion
Pays: done
Absent: Commissioners Bright, Young
The motion carried.
ITEM 9 PUBLIC HEARING -ZONING CHANGE-#98-15-ZC - C-2 COMMUNITY BUSINESS
DISTRICT

Bo Bass, Director of Planning and Development, described the property for this item as, Edward Taylor
Survev, Abstract 1550, Tract 1A1C, Bo Bass stated the property was currently zoned "R-1" Single Family
Detac6d Residential District. The proposed zoning would be "C-2" Community Business District, He
stated the Development Review Committee recommended approval.

considering this grope y for development and supported the C-2 zoning charge.

Margaret Howeth, 350 East Glade Road, stated she was concerned with increased taxes on her property,
however, she was in favor of the zoning change.
Barbara LeMoine, 3015 Clairmont Lane, spoke in favor of the request, Ms. LeMoine stated she was
concerned with traffic impact on the surrounding area.

ITEM 10 RECOMMENDATION OF-ZONING CHANGE#98.15-ZC- C-2 COMMUNITY
BUSINESS DISTRICT
Edward Taylor Survey, Abstract 1550, Tract 1A1 C
Bo Bass; Director of Planning and Development addressed the concerns of the property owners.
Commissioners Eggers; McMillon, and Shuler stated they were in favor of the C-2 zoning.
Commissioner Owens stated he was not in favor of the C-2 zoning for various concerns for the property
owner.
Commissioner McMillon made the motion to recommend approval of zoning case#98-15-ZC as presented.
Commissioner Shuler seconded the motion.
The vote was as follows:
Ayes: Commissioners Zahn, Eggers, Shuler; McMillian
Plays: Commissioner Owens
Absent: Commissioners Bright, Young
The motion carried.
Commissioner Owens complimented Bo Bass, Director of Planning and Development and Staff for them
professionalism and for being supportive and cognizant of the needs and interest relating to the citizens of
Euless.
